Artykuł składa się z dwóch części. W pierwszej części zdefiniowano transport intermodalny, jego zalety i wady oraz zasady tworzenia Transeuropejskich Sieci Transportowych (TEN-T). Druga część to przyjęte i proponowane regulacje prawne transportu intermodalnego. W tej części przeprowadzono analizę dokumentów prawa Unii Europejskiej odnośnie transportu intermodalnego, wskazując sytuacje, w których poprawiono lub należy poprawić przepisy prawne, z punktu widzenia różnych kryteriów. Wskazano też możliwości wpływu Unii Europejskiej w rozwój transportu intermodalnego poprzez regulacje prawne i deregulacje akt prawnych państw członkowskich oraz dotacje finansowe z różnych funduszy unijnych.

The article consists of two parts. The first part defines intermodal transport, its advantages and disadvantages and the rules for establishing Trans-European Transport Networks (TEN-T). The second part is the accepted and proposed regulations of intermodal transport. In this section an analysis of European Union law documents on intermodal transport has been carried out, pointing out situations where improvements have been corrected or legal provisions need to be improved from the point of view of different criteria. The EU's influence on the development of intermodal transport has also been highlighted through the regulation and deregulation of member countries’ legislation and financial grants from various EU funds.

Transshipment as a logistic process has a great influence on the transportation system. Although the rate of failures while changing means of transport and time of process is low, transshipment should be taken into account during assessing systems factors, e.g. reliability. In the paper a five phases-reliability model of an intermodal system is presented.

All projects of building and developing modern cities suppose a reduction of the freight movement on city streets. Today, at high road congestion, the problem of carrying the freight moving under the streets' level isn't taken as fantastic, but as a real chance for a reducing the onerous character of supply activities for inhabitants.
