Celem artykułu jest przedstawienie sposobu uregulowania kwestii ekologicznych w NAFTA, która jest pierwszą umową o wolnym handlu przyjętą w czasie międzynarodowego zainteresowania problemem integracji polityki handlowej i ekologicznej.(fragment tekstu)

n the early 90s, issues regarding the reconciliation of trade and the environment achieved utmost importance at global forums. In particular, it concerned economic organizations which had to deal with this problem. The North American Free Trade Area (NAFTA) is a regional integration organization which innovatively regulates environmental aspects of trade. NAFTA members signed the North American Agreement on Environmental Cooperation, which is a side agreement to NAFTA. It obliges parties to assure a high level of environmental protection. Despite some weaknesses, for example the lack of effective implementation mechanisms, NAFTA and its side agreement on environmental cooperation is regarded as a model example of how trade and environmental policies should be reconciled.

Charakterystyczną cechą współczesnych stosunków gospodarczych są międzynarodowe procesy integracyjne. Ich przejawem są tworzone strefy wolnego handlu, których jednym z podstawowych celów jest poprawa dobrobytu. Utworzenie strefy wywołuje bowiem powstanie efektów statycznych, tj. efektu kreacji i przesunięcia (tzw. efektów Vinera) i charakterystycznego dla strefy efektu zniekształcenia oraz efektów dynamiczych przyczyniających się do wzrostu czy rozwoju gospodarczego. W procesie tworzenie strefy wolnego handlu wykorzystywane mogą być różne metody, zakres czy harmonogram liberalizacji. Odpowiednia kombinacja tych czynników (odmienna w przypadku krajów o różnych bądź zbliżonych poziomach rozwoju gospodarczego) powinna implikować osiągnięcie zamierzonych celów strefy.

Processes of international economic integration are the significant sign of present world economy. It reflects in creating free trade areas, the lowest level of international integration, which aspires at improving economic welfare. The free trade area implicates static's effects: trade creation effect, trade diversion effect (called the Viner's effects) and trade deflaction effect (which is characteristic only for free trade area) and also dynamic effects influenced the economic growth and development. In the process of creating free trade areas the different methods, ranges or schedule of liberalisation can be used; this combination depends on the economic development of members which build the area. Any time the creation of free trade area should contribute to achieving its goals.
