“Climate Alarm”, a position of Wroclaw public authorities, is an official recognition of issues linked to global climate changes highlighting the position of urban transport development on the sustainable development agenda. Wroclaw Anarchists Federation (WAF) has entered the debate over the further trajectory of the city by proposing the fare-free public transport policy (FFPT) as an instrument supporting the new path presented with the “Climate Alarm.” As the FFPT is being implemented for various reasons, this study uses the content and discourse analyses to explore not only the framing of the FFPT campaign but also how the call for FFPT adoption is set in motion. The WAF sees the FFPT as sustainable transport innovation, and their campaign is suitable for explaining the ecological and social rationale of the FFPT. However, it is not enough to shift the public discourse and mobilize public authorities to consider the FFPT as an option.

Artykuł ma celu wskazać potencjalne korzyści, jakie może dać bezpłatna komunikacja publiczna miastom i ich mieszkańcom. Od 2007 roku w Polsce coraz częściej miasta decydują się na innowacyjne podejście w postaci rezygnacji z pobierania opłat za przejazd. Od tamtej pory na ten krok zdecydowało się kilkadziesiąt miejscowości. Mimo że zjawisko w Polsce jest dość nowe, to na świecie z bezpłatną komunikacją publiczną eksperymentuje się od blisko 60 lat. W artykule zaprezentowane są przykłady miast, gdzie taka komunikacja funkcjonuje, przedstawiony jest wpływ bezpłatnej komunikacji na ruch samochodowy, liczbę pasażerów, skutki społeczne, a także jej krytyka oraz podsumowanie. Autor, na podstawie literatury, nie rozstrzyga o bilansie pozytywnych i negatywnych skutków wprowadzenia bezpłatnej komunikacji.

The article aims to present potential benefits of introducing fare-free public transport for cities and their residents. Since 2007, cities in Poland have been increasingly opting for an innovative approach of abolishing public-transport fares. Since then, several dozen towns have decided to take this step. Although the phenomenon is relatively new in Poland, the world has been experimenting with fare-free public transport for nearly 60 years. The article presents examples of cities where such transport operates as well as free public transport impact on the car traffic and number of passengers, social effects, its criticism and the summary. Based on literature, the author doesn’t decide about positive and negative effects of introducing fare-free public transport.

Jednym z podanych sposobów jest wprowadzanie bezpłatnej komunikacji miejskiej. Niniejszy artykuł prezentuje warunki wdrożenia darmowego transportu publicznego, jego pozytywne i negatywne strony oraz przykłady polskich miast, które zdecydowały się na zastosowanie takiego rozwiązania.

The article presents the causes and effects of road congestion in cities and solutions that minimize the negative effects of transport congestion. One of the given ways is to introduce free public transport. This article presents the conditions for the implementation of free public transport, its positive and negative sides and examples of Polish cities that have decided to apply such a solution.

Idea of freepublic transport system is often presented as a mean of counteraction of the adverse, spatial, social and economic consequences of metropolisation process. A Belgian city of Hesselt, where inhabitants don’t pay for public transport journeys since 2007, is presented as an example to follow and supporting this thesis. Few other examples of the free public transport system in operation incline to reconsider the balance between benefits and costs of described solution. In the article there were presented definitions and a taxonomy of terms related to the free public transport system and reviewed Polish legal requirements for operation and development of the public transport system. The importance of the toll level in the public transport is analyzed in the paper in the context of the operation of the transport system in developing metropolitan area. In the summary there is presented considerations of the applicability and value of the free public transport for Gdańsk Metropolitan Area.

Ostatnie doświadczenia, chociażby Żor, pokazują, że bezpłatna komunikacja miejska wciąż znajduje swoich orędowników. Wszystko wskazuje jednak na to, że model zero fare public transport pozostanie eksperymentem, a nie dominującym trendem. Efekty wprowadzenia darmowej komunikacji w Tallinie nie są póki co oszałamiające, a po ponad 16 latach bez biletów i kasowników bezpłatna komunikacja znika także z belgijskiego Hasselt.
