Since 1828 Poznan was developed as the Prussian town - fortress. In the 2nd half of the 19th century city was equipped with a tight ring of defences. Fortifications limited area of 948 ha, composed with two elements: medieval Old Town, and New Town designed in 1803 by D.Gilly. Poznan in the seventies of the 19th century was enclosed with the secondary circle of 18 forts, built 2- km away from the primary ring. The Town had no possibilities of develop because of the military regulations. They reduced or forbade building on the large areas encircled all defence works. Development of the town had been frozen during almost a hundred years, since 1900, when suburban communes (Wilda, Łazarz with Górczyn and Jeżyce) were incorporated. The demolition of the inner part of fortifications started in 1902. A year later, one of the most important German town planners, J.Stueben, in his plans for enlarged Poznan was trying to unite quarters previously developped in separation. In the 1st half of the 20th century fortifications and military buildings (with exception of outworks) practically disappeared from the downtown. But nowadays, the legacy of Prussian fortress still exists in such problems as: 1. fragmentation of the city, caused by the truck and railway grounds, 2. difficulties in transport between the centre of the city and its districts, 3. odd, inconsiderate "composition" of quarters incorporated in 1900, 4. high density downtown without green grounds, etc. City frame - system of transport and green belts structures are built on the scheme of the outer ring of the forts.
