W artykule przeanalizowano obecny stan prawny dotyczący budownictwa wielorodzinnego z wytycznymi dla deweloperów, dotyczącymi obowiązku zapewnienia odpowiedniej liczby miejsc parkingowych, w tym w garażach podziemnych. Zgodnie z nowym rozporządzeniem w sprawie warunków technicznych, jakim powinny odpowiadać budynki i ich usytuowanie, możliwe jest, że deweloperzy będą mieli możliwość budowania nowych budynków mieszkalnych, bez zapewnienia miejsc parkingowych dla mieszkańców bloków. W artykule zwrócono również uwagę na jeszcze jeden, bardzo ważny problem w Polsce, który bezpośrednio łączy się z tymi zmianami w ustawie, związany z brakiem budowli ochronnych, mających kluczowe znaczenie w czasie klęski żywiołowej, katastrofy lub wojny, takich jak: schrony/ukrycia. Zdaniem autora tej publikacji wprowadzane zmiany w ustawie nie powinny zezwalać na „patodeweloperkę” związaną z brakiem obowiązku zapewnienia odpowiedniej liczby miejsc parkingowych, w tym w garażach podziemnych, a wręcz przeciwnie: niezbędne jest opracowanie aktów prawnych, regulujących systemowo kwestie związane z finansowaniem, utrzymaniem i eksploatacją takich garaży jako schronów i ukryć dla ludności cywilnej.

The use of underground garages in modern construction as objects with an additional protective function in the event of a threat to the civilian population. The article analyzes the current legal status of multi-family housing with guidelines for developers regarding the obligation to provide an adequate number of parking spaces, including in underground garages. Pursuant to the new regulation on the technical conditions to be met by buildings and their location, it is possible that developers will be able to build new residential buildings without providing parking spaces for residents of blocks of flats. The article also draws attention to one more very important problem in Poland, which is directly related to these changes in the act, related to the lack of protective structures that are of key importance during a natural disaster, catastrophe or war, such as: shelters/hiding places. It is the task of the author of this publication that the introduced changes to the act should not allow for a "path-developer" related to the lack of obligation to provide an appropriate number of parking spaces, including in underground garages, on the contrary: it is necessary to develop legal acts regulating the systemic issues related to financing, maintenance and operation of such garages as shelters and hiding places for the civilian population.

Głównym powodem podjęcia tematu napraw i wzmocnień stropów drewnianych było napotkanie problemu znacznego ugięcia konstrukcji w budynku zabytkowym z 1887 roku. Strop ten wykazuje znaczne ugięcie, co stwierdzono podczas wizji lokalnej i wykonania odkrywek stropu. Dla przedstawienia stanu obecnego stropu w opracowaniu zamieszczono zdjęcia wykonane podczas wizji lokalnej. Ważnym aspektem opracowania są zagadnienia związane z tematyką zabytków, które dodatkowo generują warunki, do których należy się dostosować podczas prac remontowych. W celu przystosowania nośności ustroju do zadanych obciążeń zaprojektowano cztery warianty rozwiązania wzmocnienia konstrukcji.

The main reason for taking up the topic of repairs and reinforcements of wood ceilings was the encountered problem of significant deflection of construction in a historic building from 1887. This ceiling shows a significant deflection, which was found during the on-site inspection and uncovering of the ceiling. In order to present the current state of the ceiling, photos taken during the on-site inspection have been included in the paper. An important aspect of the study is constituted by issues related to the subject of monuments which additionally generate conditions that need to be addressed during renovation works. In order to adapt the load-bearing capacity of the structure to the given loads, the four variants of construction reinforcement solution were created.
