Artykuł prezentuje możliwości i sposoby identyfikacji stref zagrożenia na obszarach obwałowanych. Analizowany przykład wskazuje kierunki niezbędnych działań, jakie powinny być podejmowane przy tworzeniu map zagrożenia obszarów zawala, zgodnie z brzmieniem art. 82. prawa wodnego. Do przykładowej sekwencji analiz przerwań wału zastosowano dwuwymiarowy model rozpływu fali powodziowej. Pozwoliło to na przestrzenne przedstawienie wielkości istotnych z punktu widzenia rozwoju zagrożenia oraz prowadzenia działań anty kryzysowych. Podstawowy moduł oraz procedury wizualizacji wyników i analiz zostały opracowane w środowisku Matlab we współpracy z aplikacją GIS: Maplnfo. Wszystkie procedury stosowane w analizach oraz symulacji są dorobkiem autora. W artykule przedstawiono bogatą, graficzną prezentację uzyskanych wyników.

The article presents the identification of hazard zones on embankment areas. The analysed example shows the directions of necessary actions that should be undertaken to create maps of hazard in accordance with the article 82 of the Polish Water Law. The two-dimensional mathematical model of spreading of the flood wave has been used to present the exemplary sequence of embankment break analysis. It afforded possibilities for spatial presentation of all dimensions substantial for estimation of flood hazard development and for executing the flood emergency activities. The basic module and the procedures of analyses and results visualization have been created in teh MatLab environment in cooperation with the GIS application: Maplnfo. All the procedures applied in the analyses as well as in the simulation are the Author's own work. The paper containes a rich graphical presentation of the results.

The paper containes assumptions of the method of determination of types of flood menace areas developed in the framework of the Plan. The Authoress presents also examples of application of the method to delimitation of inundation zones, by using numerical model of the terrain, in municipalities being comprised by the pilot works, while underscoring the importance of knowledge of limits of the menace areas for the effective planning of flood protection.

The Author considers advantages and shortcomings of application the regional - communal or district - threats monitoring systems. The discussed problem has been presented by discribing examples of the municipalities in Brzesc and in Zywiec - which cooperate with the Regional Office of Food Control in Cracow in the framework of the Plan of Liquidation of Effects of Floods.
