W artykule przedstawiono zagadnienia hydrauliczne oraz geotechniczne i konstrukcyjne charakterystyczne dla infrastruktury odprowadzania wód opadowych w obszarach miejskich zlokalizowanych na zboczach. W procesie kształtowania wielu takich ośrodków zignorowano naturalne ścieżki (potoki, strumyki) przemieszczenia się wody w kierunku morza lub dolin rzecznych. W efekcie takie miasta podczas intensywnych opadów ulegają lokalnym podtopieniom – dotyczy to zarówno dróg, jak i budynków. Artykuł opisuje napotkane problemy i zaproponowane rozwiązania dla specyficznego zadania usunięcia tego typu zdarzeń, ale przede wszystkim pokazuje typowy tok postępowania w przypadku tego typu projektów.

Article regards hydraulic, geotechnical and structural aspects characteristic for infrastructure dedicated for rainwater drainage in the urban zones located at hillsides/slopes. In the process of development of such places the natural pathways of water flow in the direction of rivers or sea were ignored. Consequently, during the intense precipitations discussed towns undergo local flooding – it requires both roads and buildings. The article describes the problems encountered and proposed solutions for a specific task regarding removal of such events, however it mostly shows a typical pathway in case of planning and execution of these types of projects.

The Russian Far East, the North Caucasus and the foothills of the Sayan Mountains are regions of the Russian Federation characterised by a high risk of rainfall floods occurrence. Mountain rivers collect the rainfall runoff on hillsides, which creates a high risk of flooding in urban lands located in floodplain areas. Topographic and hydrological factor analysis and statistical information on the precipitation data enable the identification of the most vulnerable zones where destructive floods are expected. Analysis of the impact of hill slopes on the formation of floods makes it possible to introduce the most effective and environmentally-friendly methods and resources for flood prevention. In order to reduce the negative effects of floods, measures are taken to reduce the flood surge by controlling the inflow to the flood plain. The easiest and most efficient flood run-off control system are self-regulating dams equipped with filters or culverts that allow the creation of temporary detention reservoirs.The use of local materials for the construction of dams (stones, sandbags, brushwood) allows for an efficient and environmentally-friendly system.

W pracy zdefiniowano pojęcie wezbrania i powodzi, omówiono podstawowe rodzaje i typy powodzi występujących w Polsce i terminy ich występowania. Podano przykłady różnych powodzi, które wystąpiły w Polsce w latach 1979-2000. Na tym tle scharakteryzowano system ochrony przeciwpowodziowej - z jednej strony jako system powiązań instytucjonalnych różnych jednostek zajmujących się zapobieganiem powodziom i ograniczaniem ich skutków, a z drugiej - jako zespół wybranych metod i działań związanych bezpośrednio z ochroną przeciwpowodziową.

The notions of flood and high water are defined in the paper and classification of basic types of floods in Poland is provided together with periods of their occurrence. The examples of different floods which took place in the country in the years 1979-2000 are given. The flood control system is described as a network of institutions responsible for flood control activities and as a set of selected methods and measures related directly to the flood control.
