Unassessed fisheries, mostly non-targeted fisheries, are now particularly predominant in many commercial fisheries and are critical to food security in developing countries. These fisheries typically lack reliable data essential for assessing their stocks, leaving them susceptible to overfishing and declining yield over time. This study proposes a framework for determining the life history and management of such fisheries. Data on the length composition and reproduction of wahoo Acanthocybium solandri, a common bycatch species in commercial fisheries, were obtained from observers aboard Chinese longline vessels in the Eastern Atlantic between 2010 and 2020 and were used as a case study. A comprehensive methodological approach was applied using data on this species to estimate its life history parameters, to evaluate biological reference points, and to provide proxies for the stock status. The final main growth parameters obtained were: Linf = 161.21 cm FL (157.34–194.68), K = 0.47/year (0.14–0.65); estimated size at first maturity was 89.6 cm FL. As assessed by the set of methods applied, the wahoo stock state was healthy in the Tropical Eastern Atlantic Ocean. This study advises against using a single approach to determining life history parameters in data-limited fisheries, as this may affect reference points and thus management recommendations. This study provides a route whereby many easy-to-apply methods can be used to understand the status of multiple stocks in poorly managed fisheries, and thus provide management plans.

The study aimed to determine the annual reproductive cycle of Siganus rivulatusfi females based on monthly variation of the gonadosomatic index (GSI) and histological changes in gonads. A total of 240 fish samples were collected monthly from small-scale (trammel nets) and recreational (angling and pot fishery) fishing from Gökova Bay, the southern Aegean Sea, between July 2017 and June 2018. The length and weight of female fish varied from 10.8 to 26.1 cm with a mean length of 18.7 ± 0.2 cm and from 14.98 to 293.42 g with a mean weight of 91.1 ± 2.93 g. GSI values began to increase in May, peaked in June and gradually decreased in July, indicating that the spawning season was early summer. A total of 240 gonads were histologically examined. Granular, pinkish structure of eggs was observed primarily between April and June, which was consistent with the increase in the gonadosomatic index. Post-spawning follicles were determined in July. Values of the gonadosomatic index gradually decreased after August and they were minimal between September and November. During this period, ovaries were surrounded by immature oocytes at the chromatin and peri-nucleolus stages. These results revealed that Siganus rivulatusstarted vitellogenesis in April and the gonadosomatic index peaked in June.

In a dynamic, environment, the decision makers make use of many different resources where two or more can act as substitutes. At each decision moment in time, the market prices will be constant, and the relative prices of accessible resources will determine the economic rationale of the process. Ignoring or downplaying the effects of substitutability of resources in dynamic economic processes may lead to mismanagement of the fish stocks and result in serious economic consequences for the respective fishing industries. For nearly five decades’ fishery managers and policy makers have used bio-economic models and methods as foundation for their management schemes. These models and methods are for the most based on the deductive methodology of economics where central assumptions are the metaphors of “equilibrium“ and “bio-economic equilibrium“. Models based on equilibrium theories are usually deterministic where dynamics of the markets are a meager part of the problem. Less attention has been offered to inductive reasoning and modeling within the field of fishery management. The inductive method of reasoning is often based on facts and actual observations within the industries, a methodology widely used by engineers and the field of business administration. In this paper, we introduce and integrate the concept of substitutability of economic resources into a traditional bio-economic model. The results show that fishery management, which bases decisions solely on traditional bio-economic models where the dynamics and consequences of the operational decision processes of the industry are ignored, may reach decisions that work opposite of their intention.
