W artykule przedstawiono inicjatywy i działania podejmowane przez Komisję Europejską w odniesieniu do europejskiego przemysłowego sektora obronnego, który tradycyjnie pozostawał w kompetencji państw członkowskich. Opisany został proces, w którym Komisja wzmacnia swoje kompetencje w zakresie różnych aspektów rynku wewnętrznego dotyczącego sektora obronnego. W konsekwencji stanowią one odpowiedź na bieżące uwarunkowania gospodarcze i bezpieczeństwa w środowisku międzynarodowym. Celem niniejszego artykułu jest zbadanie zakresu zmian w zakresie kompetencji Komisji Europejskiej w stosunku do przemysłowego sektora obronnego, jak również zidentyfikowanie wpływu podejmowanych działań na budowanie odporności w obszarze badawczo-rozwojowym, zdolnościowym i wzmocnienia konkurencyjności zaangażowanych podmiotów przemysłowych. Analiza instytucjonalna i analiza dokumentów źródłowych należą do głównych metod badawczych umożliwiających logiczne wnioskowanie o wartości dodanej konieczności budowania odporności przemysłowego sektora obronnego UE.

The article outlines the initiatives and actions taken by the European Commission with regard to the European defence industrial sector, which has traditionally remained the competence of member states. The article describes the process by which the Commission has been strengthening its authority over various aspects of the internal market concerning the defence sector. Consequently, they are responding to the current international security environment. The purpose of the article is to examine the scope of the changes in the European Commission's competencies in relation to the defence industrial sector, as well as to identify the impact of the measures taken on building resilience in the context of research and development, capabilities, competencies and strengthening the competitiveness of the industrial players involved. Institutional analysis and analysis of source documents are among the main research methods for logically inferring the added value of the need to build resilience in the EU's industrial defence sector.

The article presents the initiatives, that the European Commission has undertaken with regard to the European defence sector, which traditionally was in the member states domain. The article describes the process in which the Commission strengthens its competences on various aspects of internal market that influence defence enterprises and the way that member States procure military systems. At the same time, the existing prerogatives concerning the essential security interests enshrined in the EU Treaties received a new interpretation, which stimulates integration process of defence sector leading to an increase in EU competitiveness.
