Chaos in the environment of man's living with all ecumene apparently manifests itself in modern urban units, which are a kind of reflection of the broad spectrum of civilizational and cultural changes over recent years. These changes at the end of the first decade of the twenty-first century have led to numerous perversions on a global scale, as regards socio-environmental relations. Symptoms of the decomposition of living and a noticeable lack of spatial order tend to return to the formula of HABITAT as a system of "rehabilitation" for environmental ecumenism. The idea of HABITAT links the principle of balance in the organization and shaping of the environment with the democratic system of power and division of roles in the social structure.
