The Role of Environmental and Landscape Value in the Comprehensive Protection of Historic Ring Fortresses

The issues referred to in the title were addressed after analyzing some of the solutions, practices and bad examples of development projects that had tried to preserve existing environmental resources and the scenic views of historic fortification sites. This study also provides an opportunity to consider an integrated approach to the preservation of historic ring fortresses and the role they play as part of the system of urban green areas and the impact they have on the environmental and spatial structure of areas surrounding a city in keeping with principles of sustainable development. Furthermore, this study points to the opposing forces between preserving historical and environmental resources and provides examples of solutions that can be used to deal with them. The aim of the analysis was to identify the strategies and practices of proactive – rather than reactionary – measures that preserve natural resources and that, above all, recover the treasures in the landscape so as to revitalize, make available and promote historic fortified landscapes for the development of tourism.

Problematyka zawarta w tytule odnosi się do analizy wybranych rozwiązań, praktyk i negatywnych przykładów adaptacji w kształtowaniu dawnych zespołów fortyfikacji w celu zachowania ich współczesnych atutów przyrodniczych i widokowych. Jest to także pole do refleksji nad podejściem zintegrowanym w ochronie systemów dawnych twierdz pierścieniowych oraz ich roli w uzupełnieniu systemów terenów zieleni miejskiej, kształtowaniu struktury przyrodniczej i przestrzennej strefy podmiejskiej w warunkach zrównoważonego (trwałego) rozwoju. Autor wskazuje również na aktualne konflikty pomiędzy ochroną substancji zabytkowej i przyrodniczej oraz podaje przykłady rozwiązań zmierzających do ich przezwyciężania. Celami analiz są identyfikacja kierunków i praktycznych rozwiązań aktywnej (a nie biernej) ochrony zasobu przyrodniczego i zachowania, zaś nade wszystko odzyskiwanie walorów krajobrazowych jako skutecznych narzędzi rewitalizacji, udostępnienie i promocja krajobrazów fortecznych na potrzeby rozwoju turystyki.

A transdisciplinary insight into natural and economic functions of ecosystems and the resulting benefits can play a major role in a better consideration of nature related premises when making decisions in an economic dimension. This paper is a synthetic overview of the development of studies and current world research trends in the newly developing field referred to as ecosystem services. Its objective is to induce in Poland a broader interest in the field among both economists and nature scientists. The paper presents the main research and application trends as well as relations between the economic and nature streams in the study on ecosystem services.

W artykule przedstawiony został problem określania wartości dóbr i usług środowiskowych za pomocą różnych metod wyceny. Szczególną uwagę zwrócono na możliwość wykorzystania pośrednich metod wyceny do określenia wartości strat ekologicznych powstających w środowisku. Na potrzeby praktycznego zastosowania pośrednich metod wyceny wyznaczona została za pomocą metody kosztów restytucji wartość strat ekologicznych powstających w zasobach leśnych w sytuacji braku powtórnego wykorzystania makulatury do produkcji papieru opakowaniowego i tektury.

The article presents the problem of the environmental goods and services' value estimation by means of different valuation methods. A special attention was drawn to the possibility of using indirect valuation methods for the estimation of environmental damages. For the need of practical application of indirect valuation methods, the restitution cost method was used to value environmental damages in forest resources in case of deficiency in use of waste paper in the production of packaging paper and cardboard.
