It focuses on comprehensive presentation of their genesis, evolution and current situation in the entities operating in Poland.

Artykuł stworzony w ramach stypendium doktoranckiego (Poddziałanie 8.2.2 „Regionalne Strategie Innowacji”, Działania 8.2 „Transfer wiedzy”, Priorytetu VIII „Regionalne Kadry Gospodarki” Programu Operacyjnego Kapitał Ludzki, współfinansowanego ze środków Unii Europejskiej w ramach Europejskiego Funduszu Społecznego oraz z budżetu państwa i Województwa Lubuskiego) podejmuje problematykę uniwersalnych instrumentów zrównoważonego rozwoju przedsiębiorstw w postaci systemów zarządzania środowiskowego BS7750, norm ISO 14000, EMAS oraz Strategii CP i zasad biznesu społecznie odpowiedzialnego CSR. Koncertuje się na syntetycznym ukazaniu ich genezy ewolucji oraz aktualnego stanu zaawansowania wdrożeń, wśród podmiotów funkcjonujących na terenie kraju.

Artykuł prezentuje wyniki badań służących ocenie wdrażania i funkcjonowania Systemów Zarządzania Środowiskowego (SZŚ) w Polsce. Materiałem badawczym były odpowiedzi udzielane przez przedstawicieli jednostek certyfikujących systemy ISO 14001 i EMAS, jak również osób zajmujących się wdrażaniem i nadzorowaniem tych systemów w przedsiębiorstwach, zakładach usługowych oraz w samorządach terytorialnych. W Polsce, wśród systemów zarządzania środowiskowego najbardziej rozpoznawalna jest norma ISO 14001. Pomimo wzrostu prestiżu i pozycji rynkowej podmiotu posiadającego certyfikat EMAS, zainteresowanie przedsiębiorstw i innych jednostek tym SZŚ jest bardzo niskie. Wdrożenie norm ISO 14001 i EMAS stopniowo zmniejsza presję na środowisko, natomiast nie zawsze wpływa pozytywnie na wyniki finansowe przedsiębiorstw. Dlatego skutecznym bodźcem do rozwoju systemów zarządzania środowiskowego w Polsce może być wprowadzenie preferencji finansowych dla podmiotów, które wdrożyły takie systemy.

This article presents the results of research on implementation and operation of Environmental Management Systems in Poland. The basis for the research was the feedback from representatives of certification bodies for ISO 14001 and EMAS as well as the people dealing with implementation and supervision of the systems within the companies, service enterprises and self-governments. In Poland the most recognizable environmental management standard is ISO 14001. Despite a rising recognition and the market position of enterprises holding an EMAS certificate, its popularity among companies and other entities is very low. Implementation of ISO 14001 and EMAS standards gradually decreases the environmental impact, but its influence on financial results is not always positive. That is why, the introduction of financial incentives for enterprises that have implemented the systems could be an efficient stimulus for the development of Environmental Management Systems in Poland.

Purpose: The paper presents main principles of environmental management systems ISO 14001 and EMAS. Thanks to EMS organizations can improve theirs activity especially through environmental modernization introducing to realized technological processes. Design/methodology/approach: Implementation of EMS provides organizations many benefits: increasing the efficient use of resources; waste reducing; demonstrate a good corporate image; building awareness of environmental concern among employees; gaining a better understanding of the environmental impacts of business activities and increase profit, improving environmental performance. Findings: In this article structure of ISO 14001 and EMAS were presented. Moreover the analysis and the modernization of the oil filter casings production process were showed. Research limitations/implications: Both ISO 14001 and EMAS II application all organizational units, especially industrial enterprises. The EMS requirements make possible technological processes continuous improvement especially in environment protection sphere. Practical implications: Formalized environmental management systems ISO 14001 and EMAS help enterprises in accommodation to the growing requirements of the environment protection prescriptions. Originality/value: The only one possibility of the environment protection is implementation and continuous improvement of EMS by every organization. It can be achieved through technological processes improvement.

Czy system zarządzania środowiskowego może stać się obligatoryjnym elementem najlepszej dostępnej techniki w Polsce ?

Co prawda w polskim prawodawstwie w zakresie pozwoleń zintegrowanych brak jest odniesienia do systemu zarządzania środowiskowego, niemniej stanowi on ważny element najlepszych dostępnych technik. Obecnie w ustawie POś nie można znaleźć żadnych bezpośrednich odniesień do systemu zarządzania środowiskowego, chociaż zapisy ustawy nie wykluczają możliwości uznania SZŚ jako elementu najlepszej dostępnej techniki. W artykule omówiono podobieństwa w zakresie wymagań jakie stawia system zarządzania środowiskowego ISO 14001 oraz Dyrektywa IPPC. Czy rozwiązanie polegające na wprowadzeniu w Polsce obowiązku wdrożenia SZŚ w wersji brytyjskiej lub irlandzkiej byłoby korzystne? Aby odpowiedzieć sobie na to pytanie należy przyjrzeć się tym wymaganiom normy ISO 14001, które najbardziej wiążą się z koncepcjami zawartymi w Dyrektywie IPPC.

Environmental management systems seem to be an important part of best available techniques. Polish legislation does not refer to EMS, when describing requirements for IPPC permits. This article presents similarities between requirements of ISO 14001 and IPPC General Sector Guidance of the UK Environment Agency. Further on it indicates possible options for incorporating management requirements into the Polish IPPC system.
