Autorzy starają się odpowiedzieć na pytanie jakie są mechanizmy blokowania inwestycji. W Polsce działa świetnie zorganizowana siatka „zielonych aktywistów", dla których tzw. „przedmioty i cele ochrony Natura 2000" są jedynie narzędziem oddziaływania na inwestorów, a nie przedmiotem troski o stan środowiska. Autorzy proponują dokonać przeglądu obowiązujących przepisów prawa i zmienić nieprecyzyjną ustawę OOŚ. Wnioskują stworzenie systemu informacji o środowisku i jego ochronie, pozwalającego w sposób jasny i mierzalny wykazać brak znaczącego oddziaływania na środowisko lub skalę znaczącego oddziaływania.

The authors attempt to answer the question on what are the investment-blocking mechanisms. In Poland, there is a perfectly organized network of "green activists" for whom the so-called “Natura 2000 sites and protection objectives" are nothing more than a tool of exercising pressure on the investors and not an object of concern for the natural environment. The authors propose to make a review of the regulations in force and amend the unprecise act on the environmental impact assessment. They conclude by proposing creation of a system of information on the environment and its protection, allowing to clearly and measurably prove the lack of significant impact on the environment or the scale of significant impact.

Opisano system informacji o środowisku funkcjonujący w Unii Europejskiej, jako głównego źródła informacji i wiedzy wspierającego podejmowanie decyzji w zarządzaniu środowiskiem. Podano przykłady kategorii informacji, które mogą stać się podstawą do podejmowania działań doskonalących w tym obszarze.

In this article the main issues of environmental management decision-making processes was presented. The main functions of the environmental information system in the European Union as the main source of information and knowledge to support decision-making in environmental management was discussed. There were presented examples of information categories that may be used for undertaking decisions of activity to improve performance in this area.

W początkowym etapie wdrażania zasad rozwoju zrównoważonego na po. ziomie mikroekonomicznym decyzje odnoszące się do oddziaływania na środowisko dotyczyły głównie spełnienia określonych prawem standardowi eliminacji ewidentnych przejawów nieracjonalności. Wraz z rosnącym zakresem stosowania instrumentów ochrony środowiska, w tym instrumentów o charakterze pośrednim, wymagających od przedsiębiorstw dokonywania wyborów odnoszących się do korzystania ze środowiska i jego ochrony, zwiększało się zapotrzebowanie na narzędzia wsparcia decyzji w tym obszarze. W odpowiedzi na to zapotrzebowanie powstały między innymi metody ekologicznej oceny cyklu życia, analizy przepływów materialnych, rachunkowość ekologiczna i wiele innych.

Variety of environmental management systems and tools applied in companies, as well as a diversity of environmental policy instruments directed towards companies make decisions concerning envrronmental aspects of business activity increasingly important as well as progressively more complicated. Therefore, new tools facilitating multi-criteria analyses are needed.The environmental information system is such a tool. in the paper, the environmental information system is discussed. The system links the physical approach based on the material-energy balance and the monetary approach in the form of environmental financial and management accounting.

The "Euroregion Neisse" suffers from widespread environmental pollution, the monitoring of which requires international cooperation, due to the cross-border character of the problem. This article describes a system involving data collecting, data processing according to uniform standards, and furnishing the results to various partner institutions via a computer network. Thus rendered reliable, the results can be employed, for example, in redevelopment projects and in coping with hazardous situations. An environmental database has been designed for the protection of soil, air, and water, and for radiation monitoring. The purpose of the database is to contain exact descriptions of the latest environmental technologies, standards, and simulation tools. Established, cooperative relations among the universities and colleges at Zit-tau (Germany), Jelenia Góra (Poland), and Liberec (Czech Republic), each of which enjoys access to national as well as to international data, provide for the foundation of a firm for data exchange. Client-server solutions in data management are being employed to ameliorate very low data-transmission capacity.
