Objectives: The flood that hit the south of Poland in 1997 was an important test for the national security system, including above all the institutions and services responsible for general security and protection of the population. The Polish Armed Forces were also involved in the flood relief operations. The aim of the publication is to analyse the involvement of the forces and resources of the Krakow Military District (Krakowski Okręg Wojskowy, KOW) in the flood relief operation. Methods: Theoretical methods such as analysis, synthesis and inference on the basis of available sources, including legal acts, the military press (the Krakow Military District magazine Nasz Refleks) and scientific studies, were used to achieve the adopted objective. Results: The article succeeds in achieving its aim. The structure and tasks of the Cracow Military District were presented. The preparation of engineering and anti-chemical troops to fight against non-military threats was discussed. Then the anti-flood action of the army was shown. Finally, the activities of the engineering and anti-chemical forces, which were primarily engaged in removing the effects of the flood wave, were analysed. Conclusions: The Polish Armed Forces played a very important role in combating the effects of the 1997 floods. The action confirmed the good training and high morale of the soldiers. Engineering and anti-chemical troops performed specialised tasks. A major problem in the first days of the flood action was the chaos in the process of directing the flood action at the.

The article addresses selected aspects of supporting the mobility of the Ground Forces in the Armed Forces of the Russian Federation. The experience of contemporary armed conflicts in which Russian forces were involved confirmed the need to maintain subunits, guaranteeing maneuver freedom in the area occupied by the enemy. The study aims to present explanations concerning: the role and tasks of the engineering troops of the Russian Federation in contemporary armed conflicts, characteristics of the currently used methods of performing mine barriers, namely mechanical, electromechanical, explosive, manual, and combined ones. Also, the essence of engineering activities according to the views adopted in the Armed Forces of the Russian Federation, the content of engineering support for mobility in tactical departments, and the interpretation of basic concepts, and the role of engineering units and subunits in the activities in question are presented. Besides, the executive potential of selected organizational and functional structures of engineering units, their purpose, and the possibility of implementing individual engineering tasks in tactical activities related to maneuvering and displacement are described. In the aspect of the issue of the impact of engineering barriers and destruction on the pace of the enemy’s attack, an analysis of the execution potential and tactics of operations (doctrinal patterns of combat operations) of a potential enemy (the other party and its capability of supporting the mobility of own troops in the implementation of engineering projects related to crossings (paving) in dams, through natural obstacles and areas of destruction as well as demining terrain and objects) was performed.

W artykule opisano wybrane aspekty z zakresu problematyki wsparcia mobilności wojsk lądowych w Siłach Zbrojnych Federacji Rosyjskiej. Doświadczenia współczesnych konfliktów zbrojnych, w których były zaangażowane siły rosyjskie, potwierdziły konieczność utrzymywania pododdziałów gwarantujących utrzymanie swobody manewru na terenie zajmowanym przez przeciwnika. Przeznaczeniem opracowania jest przybliżenie wyjaśnień dotyczących: roli i zadań wojsk inżynieryjnych Federacji Rosyjskiej we współczesnych konfliktach zbrojnych; charakterystyki aktualnie stosowanych sposobów wykonywania przejść zaporach minowych, tj.: mechaniczny, elektromechaniczny, wybuchowy, ręczny i kombinowany. Ponadto zaprezentowano istotę działań inżynieryjnych według poglądów przyjmowanych dotychczas w Siłach Zbrojnych Federacji Rosyjskiej, treści wsparcia inżynieryjnego mobilności w działach taktycznych i interpretacji zasadniczych pojęć oraz roli oddziałów i pododdziałów inżynieryjnych w przedmiotowych działaniach. Przybliżono też m.in. potencjał wykonawczy wybranych struktur organizacyjno-funkcjonalnych jednostek inżynieryjnych, ich przeznaczenie oraz możliwości realizacji poszczególnych zadań inżynieryjnych w działaniach taktycznych związanych z manewrem i przemieszczeniem. W aspekcie problematyki wpływu zapór inżynieryjnych i niszczeń na tempo natarcia przeciwnika dokonano analizy potencjału wykonawczego oraz taktyki prowadzenia działań (wzorców doktrynalnych działań bojowych) potencjalnego przeciwnika (stronę przeciwną oraz jego możliwości wsparcia mobilności wojsk własnych w zakresie realizacji przedsięwzięć inżynieryjnych związanych z wykonywaniem przejść (torowaniem) w zaporach, przez przeszkody naturalne i rejony zniszczeń oraz rozminowaniem terenu i obiektów. Na końcu artykułu podane są najważniejsze wnioski, stanowiące uogólnienie wyników badań zawartych w poszczególnych częściach publikacji.

Part I presented the characteristics of non-military crisis situations, including natural threats and technical failures, terrorist threats, hybrid activities and disturbance of public order. The specified crisis situations imply specific actions of the public administration, which carries out its mission on the basis of national and international legal regulations. However, the forces and resources of the civil administration are not always able to provide assistance to all victims of crisis situations, in accordance with the applicable procedures. The implementation of procedures for providing aid and liquidating the effects of crisis situations requires specific, logistically prepared forces and resources. The legal regulations introduced on the basis of experience make it possible to use military forces to provide logistical support to the administration in crisis situations. Hence, in the second part of the article, the authors focused on presenting and familiarizing the reader with the possibility of using the Armed Forces in logistic support of civil administration, with particular emphasis on engineering troops and their support components, prepared to eliminate the effects of crisis situations.

The legal regulations introduced on the basis of experience, including Poland's membership in NATO, enable the use of military forces to provide logistical support to the administration in crisis situations, under the so-called crisis logistics. Hence, the second part of the article presents the legal basis for the use of the Armed Forces in the logistic support of the civil administration, with particular emphasis on engineering troops and their support components, prepared for the liquidation of the consequences of crisis situations.

OBRUM sp. z o.o. w swojej 50-letniej działalności w ramach przemysłowego potencjału obronnego zrealizował szereg nowoczesnych projektów wyrobów przeznaczonych dla wojsk inżynieryjnych. W artykule zostały przedstawione i przypomniane najważniejsze opracowane przez kadrę naukowo-techniczną wyroby Ośrodka zbudowane na podwoziach gąsienicowych. Jasno definiowane potrzeby i dobra współpraca z wojskami inżynieryjnymi przyniosły konkretne wdrożenia o nowoczesnych rozwiązaniach technicznych. Specjalizacja OBRUM sp. z o.o. w zakresie sprzętu inżynieryjnego wynikała z potrzeby wykorzystania dostępnych podwozi i unifikacji pojazdów produkowanych w kraju. W zrealizowanych wyrobach wykorzystane były podwozia czołgów T-54, T-55, T-72 i PT-91. Opracowano i wdrożono maszyny typu ciągnik, układacz min, wóz zabezpieczenia technicznego czy czołg inżynieryjny.

During the 50 years of OBRUM's functioning in the defence industry the company has completed a number of projects pertaining to modern products for the engineering troops. This article presents the major products based on tracked chassis developed by OBRUM's research and technical staff. Clearly defined needs and good cooperation with the engineering troops have brought about launching of products based on modern technological solutions. OBRUM's specialization in the field of engineering equipment resulted from the need to use the available chassis and to ensure compatibility between the vehicles manufactured in the country. In the products developed use was made of chassis of tanks T-54, T-55, T-72 and PT-91. The machines developed and introduced into production included tractors, minelaying vehicles, recovery vehicles and engineer tank.

The paper presents versions of the MID engineering and road vehicle modernized by OBRUM and used by engineering troops. A vehicle is described, made for a Malaysian customer, which is based on the units of the MBT PT-91 M tank, and the scope of work is presented for adapting the vehicle to the needs of peacekeeping missions. Modification of the control system of the vehicle is also described, as well as other modifications performed on existing vehicles after a long period of use in view of the requirement to improve the level of advancement of the component units.

W artykule przedstawiono wykonane w OBRUM sp. z o.o. odmiany modernizacyjne maszyny inżynieryjno-drogowej (MID) eksploatowanej przez wojska inżynieryjne. Omówiono wykonaną w ramach kontraktu malezyjskiego maszynę na zespołach czołgu MBT PT-91 M oraz zakres adaptacji maszyny dla potrzeb misji pokojowych. Opisano zrealizowane w Ośrodku modernizacje układu sterowania maszyny oraz bieżące modyfikacje eksploatowanych maszyn, wynikające z długiego okresu eksploatacji i wymogu podniesienia stopnia nowoczesności podzespołów.

Artykuł ukazuje realizację zadań inżynieryjnych mających istotne znaczenie dla warunków pełnienia służby przez inne pododdziały uczestniczące w misjach pokojowych. Ponadto podjęty temat przedstawia organizację pododdziałów inżynieryjnych oraz efekty ich działalności na Bliskim Wschodzie zakończonej w 2009 r.

Engineering troops have been part of UN peacekeeping forces since the first mission of the Polish Army, which began in the Middle East in 1973. The article presents the performance of engineering tasks playing an important role for the service of other troops participating in peacekeeping missions. Furthermore, the subject raised in the article presents the organization of engineering troops and their activity in the Middle East that was concluded in 2009.

The article refers directly to issues connected with the current need of active participation and creating national structural and organizational solutions of anticipating character in operations other than war that finally involve the use of Route Clearance Teams (RCTs), including Route Clearance Packages (RCPs). This issue is crucial as contemporary use of American RCTs in the Polish Area of Responsibility in Afghanistan (ISAF) is conducted in conditions of growing threat of rebels’ (terrorists’) destructive activities who in the asymmetric operations use dangerous devices containing explosives such as Improvised Explosive Devices (IEDs) often combining their destructive striking power with gun, shell and RPG attacks. The identification of fundamental determinants to create RCPs (tactical- operational, environmental, and engineering – organizational teams) conducted in the characteristic organizational structure of RCP team, as well as their basic equipment and modes of operation allow perceiving this kind of solution in categories of new and similar to e.g. traffic engineering support unit – element of engineering troops but created mostly for the needs of operations other than war.

The Armed Forces of Germany - Bundeswehr have undergone several reorganisations and restructuring since 1999. The fourth reorganisation reached the largest scale in the post-war history. Two dominant determinants of this long-term process: decreasing the number of personnel and shortening the time of conscription service have consequently contributed to creating three armed forces branches (land forces, air forces, the navy) and changing the organisation of the central health service and its bases working for respected armed forces branches. In practice, this process should be identified with their transformation, whose aim is to reach before 2010 much smaller but more effective Land Forces, the Engineers’ Troops including. Their structure, equipment, armament and system of training presented in this article are to be adequate to the requirements of operations conducted outside the German territory.

The article deals with some economic problems that the military has to face during natural disasters. In order to prepare Polish engineering units to fight against calamities, there have been presented the costs of these units functioning during natural disasters and these units development perspective has been discussed. One of the crucial functions of a modern state is to ensure its citizens conditions of protection against a potential and real threats connected with military actions, natural disasters and other similar events. It is estimated that natural disasters and calamities equal the effects of war. Counteracting the effects of many inevitable events both in peace and wartime forces preparing and keeping rescue troops. Its basic characteristic should be the possibility of efficient life, health and possessions’ rescuing in spite of the task’s size, kind and character. Therefore it is necessary to create a specialist unit assigned to this kind of tasks. Selected, trained and prepared subunits, would carry out their tasks on the territory of the whole country and they would be capable to move to another region in Europe. Nowadays, when Poland is a NATO member, our country ought to be prepared to support and help not only our allies but to co-operate and help other countries. Therefore the unit specialised in conducting such tasks would present Poland in the best light and ensure correct assigned tasks accomplishing not only in Europe.
