W artykule opisano zaplanowaną wg audytu oraz wykonaną zgodnie z tym dokumentem termomodernizację zespołu budynków Szkoły Podstawowej i Gimnazjum w Rutkach w woj. podlaskim. Pokazano efekty energetyczne i ekologiczne inwestycji wyznaczone na podstawie pomiaru energii i paliwa zużytego na potrzeby ogrzewania przedmiotowego obiektu w pięciu kolejnych sezonach ogrzewczych.

The article describes scheduled according to audit and carried out in accordance with this document thermomodernization of the complex of buildings of Elementary School and Gymnasium in Rutki in Podlaskie Voivodship. The energy and environmental effects of investments calculated on the basis of the measurement of energy and fuel consumed for heating of the object in five consecutive heating seasons are presented.

Rośnie potrzeba zwiększania efektywności energetycznej miast, gmin i regionów. Publiczne zachęty do oszczędności energii i wprowadzenie „białych certyfikatów” mogą wkrótce przynieść środki na nowe przedsięwzięcia w tej dziedzinie. W artykule skupiono się głównie nad omówieniem metodologii przyjętej przez autorkę do Energetycznego Audytu Miejskiego (zwanym dalej EAM), jako modelu instrumentu planowania do zarządzania energią. W artykule podano także zastosowanie opracowanej metodologii na przykładzie miasta Lublin w południowo-wschodniej Polsce.

The need to improve energy efficiency and reduce CO2 emissions in cities, municipal areas and regions is growing: public incentives towards reducing energy consumption and introduction of “white certificates” may soon provide means for new projects in this field. Energy efficiency becomes the problem of interest in all levels: from national to household. The paper focuses on the description of the City Energy Audit (further referred to as EAM) model as a guideline for developing an energy planning and management instrument for the city of Lublin.

This article presents the effects of the implementation of Directive 2012/27/EU on energy efficiency on the construction industry in Poland. We came to the conclusion, that we will soon have to deal with an increased number of thermomodernisation processes to the level of low energy buildings and construction of new nearly zeroenergy buildings. As a result, it will be increased thickness of conventional insulation materials at the external partitions and the development of new technologies for thermal insulation of buildings as transparent insulation, vacuum insulation, windows with electrochromic glass, etc.

European Union is preparing a resolution which will introduce nearly zero-energy buildings. The unfortunate truth is that Poland belongs to the group of the outsiders, which do not possess any quality control of the certificates and/or auditors, neither does it have any actual obligation to provide certificates for existing buildings appearing on the market.
