W swoich rozważaniach autorzy odnieśli się do wprowadzenia metodologicznego do problematyki zapewnienia przetrwania ludności cywilnej w warunkach zewnętrznego zagrożenia państwa i w czasie wojny. Przybliżono pojęcie ochrony ludności, a następnie wskazano cele badań w przedmiotowym zakresie oraz możliwy do przyjęcia główny problem badawczy i związane z nim szczegółowe problemy badawcze, a także hipotezę badawczą (ogólną i szczegółowe). W dalszej części, w oparciu o analizę zapisów prawnych (obowiązujących, jak również procedowanych), literatury przedmiotu oraz przy wykorzystaniu dotychczasowych doświadczeń w przedmiotowej materii, autorzy przedstawili wybrane zagadnienia oscylujące wokół przedmiotu badań (potencjalne i rzeczywiste zagrożenia, wykorzystanie sił i środków do przeciwdziałania i walki, problemy organizacyjno-prawne, organizacyjno-kompetencyjny zakres obowiązków podmiotów – zgodnie z właściwością rzeczową). Finalnie wskazano dostrzegalne niedomagania i zaprezentowali postulowane zmiany ukierunkowane na zwiększenie efektywności w zapewnieniu przetrwania ludności cywilnej w warunkach zewnętrznego zagrożenia państwa i w czasie wojny.

The Authors referred to the introduction of a methodological issue of ensuring the survival of civil protection in conditions of external threats to the State and during the war. The Authors presented the definition of civil protection, the objectives if the study, the main research problem, and related specific research problems and the research hypothesis (general and specific). In the nest part of text, on the basis of the analysis of legal regulations (in force as well as those undergoing proceedings), the literature on the subject and with the use of previous experience in this subject, the Authors have presented selected issues oscillating around the subject of research (actual and potential threats, preventing and combating, organizational and legal problems). Finally, the errors was indicated. Authors indicated changes that could increase the effectiveness of efforts to ensure the survival of civilians in conditions of external threat to the State and during the war.

Wyjaśniono pojęcie bezpieczeństwa i porządku publicznego, jak również określono cele badań we wskazanym zakresie oraz możliwy do przyjęcia główny problem badawczy i szczegółowe problemy badawcze. W dalszej części tekstu, na podstawie analizy regulacji prawnych, literatury przedmiotu oraz korzystając z doświadczeń historycznych autorzy przedstawili podstawowe zagadnienia związane z podniesionym tematem, w tym kwestie stosowania stanów nadzwyczajnych, spodziewanych zagrożeń, sposobów wykorzystania Policji oraz konieczności rozważenia podziału sił i środków wobec zwiększonej liczby zadań.

The Authors referred to the introduction of a methodological issue of ensuring of security and public order in conditions of external threats to the State and during the war. In the text clarified the concept of security and public order as well as sets out the objectives of the research to the extent and acceptable main research problem and specific research problems. Further down the text, on the basis of an analysis of regulations, literature of the subject and drawing in historical experiences, the Authors presented the main issues related to the subject raised, including the use of emergency states, expected threats, the use of the Police and the need to consider the allocation of forces and resources in view of the increased number of tasks.

An effective data reduction model for machine emergency state detection from big data tree topology structures

This work presents an original model for detecting machine tool anomalies and emergency states through operation data processing. The paper is focused on an elastic hierarchical system for effective data reduction and classification, which encompasses several modules. Firstly, principal component analysis (PCA) is used to perform data reduction of many input signals from big data tree topology structures into two signals representing all of them. Then the technique for segmentation of operating machine data based on dynamic time distortion and hierarchical clustering is used to calculate signal accident characteristics using classifiers such as the maximum level change, a signal trend, the variance of residuals, and others. Data segmentation and analysis techniques enable effective and robust detection of operating machine tool anomalies and emergency states due to almost real-time data collection from strategically placed sensors and results collected from previous production cycles. The emergency state detection model described in this paper could be beneficial for improving the production process, increasing production efficiency by detecting and minimizing machine tool error conditions, as well as improving product quality and overall equipment productivity. The proposed model was tested on H-630 and H-50 machine tools in a real production environment of the Tajmac-ZPS company.

Prezentowane opracowanie dotyczy relacji cywilno-wojskowych w sytuacjach szczególnego zagrożenia bezpieczeństwa państwa, w tym zagrożeń uzasadniających wprowadzenie stanu kwalifikowanego. W artykule zawarto ocenę aktów prawnych regulujących funkcjonowanie państwa w czasie stanu nadzwyczajnego, ze szczególnym uwzględnieniem zapisów mogących stanowić podstawę dla podejmowania wspólnych działań przez podmioty cywilne i wojskowe. Problematyka stanów nadzwyczajnych uregulowana została w konstytucji, ustawach o stanach nadzwyczajnych i rozporządzeniach wykonawczych do ustaw. Zapisy będące podstawą dla współpracy cywilno-wojskowej stanowią jedynie małą częścią przytoczonych aktów prawnych, nie stanowią zasadniczego przedmiotu regulacji. Natomiast podstawowe zasady i reguły współpracy cywilno-wojskowej określone zostały w dokumentach doktrynalnych Sił Zbrojnych, tj. w dokumentach, które obowiązują jednostki organizacyjne Sił Zbrojnych, a w instytucjach i organach administracji publicznej mogą być jedynie wykorzystywane bez nakazu obowiązywania.

This study concerns civil-military relations in the situations in which there is a special threat to the security of the state, including threats justifying the introduction of a certified status. This article provides an assessment of the legal instruments governing the functioning of the country in an emergency state, with particular focus on the provisions that may form the basis for joint action by civil and military operators. The issue of emergency states was regulated in the constitution, in the laws on emergency states and in implementing regulations. The provisions that are the basis for civil-military cooperation are only a small part of the abovementioned legal acts and they do not constitute their essential subject-matter. The basic principles and rules of civil-military cooperation are laid down in the doctrinal documents of the armed forces, i.e. in the documents that apply to units of the armed forces, which can also be applied in the institutions and bodies of public administration, but then they are not legally binding.

Artykuł dotyczy problemu bezpieczeństwa załóg wojskowych statków powietrznych w sytuacjach awaryjnych. Sprowadza się do analizy zagrożeń i czynników decydujących o bezpieczeństwie załogi w czasie oceny sytuacji, wypracowywania decyzji i podczas opuszczania samolotu. Bezpieczeństwo załogi w sytuacjach awaryjnych wymagających opuszczenia samolotu zależy od wielu czynników, między innymi: parametrów technicznych systemu ratowniczego (fotela katapultowego), parametrów lotu w chwili opuszczenia samolotu oraz szeroko pojętego poziomu wyszkolenia załóg samolotów. Nie można nie doceniać poziomu wyszkolenia załóg samolotów jako czynnika wpływającego na bezpieczeństwo. Na poziom wyszkolenia załogi składa się umiejętność szybkiej i trafnej oceny zaistniałej sytuacji awaryjnej, umiejętność szybkiego podjęcia decyzji o katapultowaniu oraz zrozumienie fizycznej strony procesu katapultowania. W referacie wykorzystano doświadczenia z eksploatacji samolotu szkolno-treningowego PZL-130 TC-1 „Orlik” w jednostkach Wyższej Szkoły Oficerskiej Sił Powietrznych.

The study concerns safety problem of military planes ’ crews in emergency situations. It includes threats and deciding about safety crew analysis factors during situation assessment, making decision and during plane leaving. Crew safety in emergency situations which require the plane leaving depends on many factors, for instance: technical parameters of safety system (ejection armchair), flight parameters during the plane leaving and widely understood level of the plane crew training. We have to appreciate level of plane crew training as factor that influences the safety. Level of crew training depends on such skills as: valid assessment of physical aspect of ejection process. Experience from flying the training aircraft PZL-130 TC-1 “Orlik” in the units of the Dęblin Air Force Academy was made use of in this paper.
