W artykule przedstawiono przykłady zastosowań konstrukcji składanych do budowy mostów objazdowych we Wrocławiu. Zaprezentowane konstrukcje mostów składanych (DMS-65, MS-54, MS 22-80, KD-66C) pozwalają na łatwy i szybki montaż przęseł i podpór w różnych układach konstrukcyjnych. W końcowej części opracowania podano perspektywy rozwoju tych konstrukcji.

The article presents examples of the use of folding structures for the construction of bypass bridges in Wrocław. The presented structures of folding bridges (DMS-65, MS-54, MS 22-80, KD-66C) allow for easy and quick assembly of spans and supports in various structural systems. In the final part of the paper, the prospects for the development of these structures are given.

In order to increase the efficiency of implementing the emergency response measures, the emergency response plan drawing up, revision and implementation at oil production enterprises, it is expedient to use an analogue of the supervisory control and data acquisition (SCADA) system, which generates an interactive mode that allows interaction with the person in charge for localizing and eliminating the consequences of accidents that negatively affect, inter alia, the environmental situation. The SCADA system was developed on the basis of the approved document "Emergency Response Plan" and provides for data exchange with the automated systems of the enterprise to form a complete description of the situation for the person in charge for localizing and eliminating the consequences of accidents. The automated system application software was developed using high-level programming languages (Embarcadero Delphi or analogues) and technologies for direct access to the Oracle database management system. The use of an automated system is feasible for large enterprises of the extractive and processing industries with the possibility of integration into the automated Manufacturing Execution System (MES-systems) of an enterprise.

Simultaneously with a decreasing sea ice cover in the Arctic region an increase in ship traffic is experienced in these waters, meaning a higher probability of accidents and incidents to occur. The capability to handle emergency situations for shipowners, operators and rescuers in a cold climate environment are heavily affected by the risks present in polar waters and depends on limited emergency response resources covering extremely large areas. In 2017, the International Code for Ships Operating in Polar Waters (The Polar Code) was adopted by the International Maritime Organization (IMO), applicable for the Arctic and Antarctic regions. The goals of the functionally based regulation are to provide for safe ship operations and the protection of the polar environment, by addressing risks present in polar waters and to ensure these are mitigated sufficiently. A qualitative pilot study, with individual expert interviews, has been conducted in order to examine the Polar Code's implications for safe ship operations in the Arctic region. The study concludes that the discussions raised in the aftermath of the Polar Code has led to an increase in focus and a strengthen consciousness about hazards and risks associated with polar water ship operations and additional measures required to mitigate these. Further, the implementation of the Polar Code is considered as a milestone by establishing an international regulation, mandatory for polar water ship design and for voyage planning. However, the study points out that the main principle of the Polar Code is risk-based, meaning the performance of safe ship operations are depending on those subjects to the regulation, to conduct thorough operational risk assessments covering all actual hazards, and to ensure that those are mitigated sufficiently. In this regard, authority presence is found crucial, to validate the adequacy and the dimensioning of the implemented measures. The Hungarian legal regulations on industrial safety which came into force on 1st January 2012 cover the tasks related to the protection of major industrial accidents in which dangerous substances are involved. The tasks and measures arising from the implementation of the legal regulations can be divided into three groups: the prevention and preparedness period, the (emergency) response period and the recovery period. In the article, the author deals with the unified system of legal instruments and tools established in the field of response to and recovery of the major industrial accidents in Hungary.

Content available Collision detection algorithms in the ecall system

The article describes some algorithms for collision detection used in modern cars airbag systems. While controlling the activation of airbags and other passive safety systems, installed in modern vehicles, the algorithms must operate in the early stage of accident, because for operating effectively it is necessary to run control systems early enough, for example filling airbags before the body of the driver or passenger reaches the zone of airbag. These algorithms could be applied into the on-board eCall modules, but they would require calibration. Detection of the collision that activates eCall system must be made on the basis of measurable signals or observable events, which intensity can be relatively clearly linked to the probability serious injury of the driver and the passengers’ of the vehicle. A table summary presented in this article contains a description of the collision detection algorithm along with a brief description of the method of detection and description of the used methodology. A frequently used method is to evaluate the gradient of the change of speed - the parameter ..V, or its combinations with different parameters, such as the derivative of acceleration, displacement, and energy of the collision. Each of the algorithms has been briefly described. The whole of article is summarized with the conclusions arising from its content.

Article describes projects currently carried out in Europe, which were aimed at evaluating the implementation effects of Pan-European eCall system that is based on GSM technology. For this purpose there were performed pilot implementations and socioeconomic evaluation of system components in terms of profits and costs. Research projects, which were carried out in: Germany, France, Finland, Sweden, Netherlands, Austria, Czech Republic and Hungary demonstrated the possibility of reducing the number of casualties and severe injuries as a results of traffic accidents by shortening the time needed by emergency services on the road for rescue actions. Paper presents a summary describing European research projects results and it underlines most important benefits of eCall implementation and important. It also includes important eCall facts and events. Article shows that development of new rescue solutions has an impact on decreasing negative effect of road collisions. In summary article describes major requirements that are needed to introduce eCall system in all EU membership countries, requirements include emergency number network, devices in vehicles and architecture.

The paper describes the development of a comprehensive decision logic for selection and use of biological and chemical protective clothing (BCPC). The decision logic recognizes the separate areas of BCPC use among emergency, biological, and chemical hazards. The proposed decision logic provides a system for type classifying BCPC in terms of its compliance with existing standards (for emergency applications), the overall clothing integrity, and the material barrier performance. Type classification is offered for garments, gloves, footwear, and eye/face protection devices. On the basis of multiple, but simply designed flowcharts, the type of BCPC appropriate for specific biological and chemical hazards can be selected. The decision logic also provides supplemental considerations for choosing appropriate BCPC features.
