The article is the analysis of the organization of the emergency notification system in Poland in the context of changes that have occurred in it since the beginning of its operation. First, the structure of emergency notification centres and the role of the operator of emergency numbers are described. Next, the changes introduced by the amendment to the legal acts relating to the emergency notification system were assessed. The scope of changes and their impact on the process of receiving emergency notifications in emergency notification centres are presented.

W artykule opisano proces tworzenia Systemu Powiadamiania Ratunkowego (SPR) w Polsce. Autor skoncentrował się na przedstawieniu SPR jako systemu mającego znaczący wpływ na poczucie bezpieczeństwa obywateli i ich oczekiwań w tej sferze wobec państwa. Szczególną uwagę zwrócono na sferę techniczną systemu, rozwiązania już istniejące, ale także nowe technologie mogące mieć zastosowanie w systemie powiadamiania ratunkowego, takie jak: media społecznościowe, system eCall, SMS czy nowe techniki lokalizacyjne. Pewne elementy SPR w Polsce porównano z rozwiązaniami funkcjonującymi w innych państwach europejskich. Na koniec autor przedstawił wnioski z prowadzonych przez siebie badań.

This article describes a process of creating the structures of Emergency Notification System in Poland. The author focused on presentation of Emergency Notification System as a system which influences the sense of citizens’ security as well as their expectations towards the state. The author concentrates on the ICT existing part of the system, and on new technologies which can be applied in emergency notification, for example: social media, eCall, sms or new techniques of localization. Certain elements of the Polish system were compared with the solutions operating in other European countries. At the end of the article, the author presents conclusions based on his research.

Niniejszy artykuł prezentuje proces tworzenia struktur Systemu Powiadamiania Ratunkowego w naszym kraju. Autor skoncentrował się na jego umiejscowieniu w ogólnym systemie bezpieczeństwa, a także ukazaniu współpracy organów władzy i podmiotów ratowniczych, oraz efektów, jakie ona przynosiła. Układ opracowania wynika ze specyfiki zadań i działań podejmowanych w zakresie stworzenia profesjonalnego systemu powiadamiania ratunkowego. Autor wyróżnił podjęte działania z podziałem na sferę formalno – prawną, techniczną i organizacyjną, zwracając szczególną uwagę na budowę centrów powiadamiania ratunkowego. Artykuł kończą wnioski z przeprowadzonych działań.

This article is describing a process of creating structures of Emergency Notification System in Poland. The author focused on localization of Emergency Notification System in national safety system and showing cooperation of authorities and the rescue services, and the effects that this cooperation brought. The article regards to the specific type of tasks, which author set apart in the changing law, building ICT and organizational part, especially creating PSAP (Public Safety Answering Point). At the end of the article author presents conclusions of conducted activities.

Co dzieje się z ładunkiem/materiałem przewożonym transportem drogowym od chwili kiedy kierowca ulega wypadkowi i jest zmuszony opuścić miejsce zdarzenia drogowego? Gdzie można znaleźć informacje o kierowcy i o ładunku?. Artykuł stanowi omówienie architektury Systemu Informatycznego Powiadamiania Ratunkowego, opisuje modułową budowę SIPR jego komponentów i powiązań z systemami dziedzinowymi służb takich jak: Policja, Straż Pożarna, Ratownictwo Medyczne z Platformą Lokalizacyjno-Informacyjną, Centralnym Punktem Styku i Uniwersalnym Modułem Mapowym. W artykule prześledzono proces przepływu informacji o ładunku od momentu zdarzenia drogowego do momentu jego odebrania przez właściciela. Artykuł ma być potwierdzeniem, że system należy poszerzyć o kolejne moduły i zintegrować, a opisany proces usprawnić. Rekomendacje się zatem zmiany organizacyjno-zarządcze, ekonomiczne, logistyczne i informacyjno-informatyczne w opisanym procesie.

What happens to cargo/ material transported by road in situation when the driver was involved in the road accident and was forced to leave the scene of the accident? Where the information about the driver and cargo can be found? The article considers of the architecture of the Emergency Notification System, describes the modular SIPR build of its components, which links to the services domain systems such as the Police, Fire Brigade, Emergency Medical Services with Localization and Information Platform, the Central Point of Interconnection and Universal Map Module. In the article the information process about a flow of the cargo, from the traffic incident until it is received by the owner, was traced. The researched considered in the article confirmed that the system should be extended with new modules, integrate and the described process improved. Therefore organizational-management changes, economic, logistical and information – IT technology changes in the described process are recommended.
