The Covid-19 pandemic has radically affected social and organizational behavior. The aim of the article is to indicate the number and scope of public services provided electronically during the Covid-19 pandemic. Research in this area has not been conducted so far. The authors give answer to the research question on how the limitations of social mobility during the pandemic contributed to the use of public services provided electronically. The research was carried out using the methods of a classic telephone interview and a questionnaire directed to a deliberately selected research sample. As a result of the study it was found that these limitations generated a radical increase in the number of e-services delivered by local government administration and the need to verify the methods of information management and communication with the society used so far. The trend may turn out to be much more persistent than the sanitary restrictions that triggered it. Local government units that were the subject to the study recorded an increase in the number of public services provided with use of the Electronic Platform of Public Administration Services (ePUAP) by 170.8% in 2020 compared to the number before the pandemic in 2019.

Pandemia Covid-19 radykalnie wpłynęła na zachowania społeczne i organizacyjne. Celem artykułu jest wskazanie liczby i zakresu usług publicznych świadczonych drogą elektroniczną podczas pandemii Covid-19. Badania w tym zakresie nie były dotychczas prowadzone. Autorzy odpowiadają na pytanie badawcze, w jaki sposób ograniczenia mobilności społecznej podczas pandemii przyczyniły się do korzystania z usług publicznych świadczonych drogą elektroniczną. Badanie przeprowadzono metodą klasycznego wywiadu telefonicznego oraz kwestionariusza skierowanego do celowo dobranej próby badawczej. W wyniku badania stwierdzono, że ograniczenia te spowodowały radykalny wzrost liczby e-usług świadczonych przez administrację samorządową oraz konieczność weryfikacji dotychczas stosowanych metod zarządzania informacją i komunikacji ze społeczeństwem. Trend może okazać się znacznie trwalszy niż ograniczenia sanitarne, które go wywołały. Badane jednostki samorządu terytorialnego odnotowały w 2020 roku wzrost liczby usług publicznych świadczonych z wykorzystaniem Elektronicznej Platformy Usług Administracji Publicznej (ePUAP) o 170,8% w stosunku do liczby sprzed pandemii w 2019 roku.

Prowadząc własną działalność gospodarczą może zdarzyć się, że kontrahent, z którym zawarliśmy umowę, nie wywiązuje się ze swoich zobowiązań. Sytuacja komplikuje się jeszcze bardziej w przypadku, gdy nierzetelnym kontrahentem jest podmiot zagraniczny Perspektywa dochodzenia swoich praw przed sądem, często zagranicznym, i konieczność ponoszenia dodatkowych kosztów stanowi barierę dla przedsiębiorców, niezależnie od skali prowadzonej działalności. Na uwagę przedsiębiorców, chcących dochodzić swoich należności w sporach o charakterze transgranicznym, zasługują instytucje europejskiego nakazu zapłaty i europejskiego postępowania w sprawie drobnych roszczeń. Wskazane postępowania pozwolą na legalne podjęcie działań zmierzających do odzyskania należności pieniężnych od dłużnika zagranicznego.

Cameras and radio communications aerials placement on the few tens of meters high tower enables broad observation and analysis of the situation in a significant surrounding, enabling even installation of the mobile communications systems for own observation systems needs as well as for other goals. Article presents multifunctional mast construction – called metamast – enabling multi-variant observation and communications equipment, which can be fitted appropriately to local and functional user needs. Energy-related autonomy of the metamast, based on the renewable sources, allows easy installation in places with hindered access to electric grid. Possibilities of metamast usage for various important applications of intelligent systems area, mainly related to traffic control and it’s security, on the basis of detailed information concerning traffic and road state and conditions are described. Underlines also the meaning of the facilitated communications between driver, vehicle, road side equipment and mentioned telematic systems.

Artykuł prezentuje analizę cyfryzacji urzędów i społeczeństwa w perspektywie zapewnienia efektywnej komunikacji elektronicznej. Oprócz omówienia uwarunkowań państwowych w zakresie zapisów dokumentów strategicznych, w których są określane wskaźniki efektywnej komunikacji elektronicznej, zostały przedstawione badania statystyczne dotyczące urzędów publicznych. Analizą objęto ponad połowę wszystkich urzędów samorządowych w Polsce. Przeprowadzono dla nich analizę porównawczą oraz analizę skupień.

The article presents the analysis of digitization of public offices and society in perspective of effective electronic communication. In addition to the indicators from government strategic documents, article presents research for public offices. The analysis (consists of comparative analysis and cluster analysis) covers more than half of all government offices in Poland.

Reliability aspects of communication with Offshore Wind Farms

In an age like ours devoted to the development of renewable energy resources, the role of offshore wind farms cannot be overplayed. The number of farms is increasing steadily; the plants' output too: 3, 5, and 10 MW. The cost effectiveness of these energy conversion systems is increasingly dramatically. The number of wind energy turbines in each farm is increasing as well. The plants must be monitored non-stop using specialised telematics systems. The reliability of the telematics systems is a central aspect of the communication with offshore wind farms. This paper is dedicated to that subject. Following a short introduction of the issues involved, the following aspects of offshore wind farms will be discussed in detail: redundant topologies, e.g. multiple HiPER rings, redundancy in switches and routers in the backbone, redundancy in the transmission media, alternative communications technologies, e.g. WLANs (IEEE 802.11a/h, IEEE 802.11g). The paper will conclude with a catalogue of prerequisites for a reliable telematics system for offshore wind farms.

W erze odnawialnej energii odgrywają morskie parki wiatrowe (Offshore Wind Farms) coraz to większą rolę. Liczba takich parków w Europie wzrasta w ostatnich latach bardzo znacząco. Wraz ze wzrostem mocy siłowni wiatrowych instalowanych w tych parkach (3, 5, 10 MWat), powiększa się ekonomika tego rodzaju systemów energetycznych. Liczba instalowanych siłowni wiatrowych w Offshore Wind Farms powiększa się ciągle. Siłownie tam instalowane muszą być pod ciągłym nadzorem technicznym. Szczególnie ważnym aspektem w morskich parkach wiatrowych jest niezawodność systemów do komunikacji elektronicznej. Rozważania na ten temat stanowią rdzeń niniejszej pracy. Po wprowadzeniu do tematu Offshore Wind Farms w szczegółach będą rozważane następujące aspekty: redundantne topologie, np. Multiple HiPER-Ringe, redundantne switche i routery w backbone, redundancja stosowanych mediów transmisyjnych, alternatywne technologie transmisyjne, np. WLANs (IEEE 802.11a/h, IEEE 802.11g). Na zakończenie pracy sformułowane zostaną wymagania na niezawodny system teleinformatyczny w morskich parkach wiatrowych.

The new media stimulate the democratic process, a space to achieve various economic goals, but they can also place side effects. This applies to any type of human activity, not excluding the crime. The risks arise with the development of multimedia networks, mobile or satellite television, and refer to activities related to the brand new ways to use the media. The IT resources are increasingly linked to national security issue. Transmission of information, particularly data on the strategic areas of operation of the state, is a clear threat to national security. Each community, and thus, every modern public administration, must meet the challenge of ensuring the sovereignty and security through effective risk prevention. Traditional means of countering threats to national security are the legal obligations imposed by law and regulations. However, technological change makes it necessary to seek new security instruments. The rationale for the use of such instruments will be to protect national security.

W artykule omówiono sposoby wykorzystania funkcji skrótu w komunikacji elektronicznej, ze szczególnym uwzględnieniem detekcji błędów, certyfikatów oraz podpisów cyfrowych, a także protokołu TLS. Dokonano przeglądu najpopularniejszych funkcji skrótu (CRC-32, MD5, rodzina SHA), z punktu widzenia ich charakterystyk, zastosowań oraz poziomu bezpieczeństwa.

In this article were described possible applications of hash functions in electronic communication, with focus on error detection, certificates and digital signatures and the TLS protocol. A review of the most popular hash functions (CRC-32, MD5, SHA family) has been made regarding their characteristics, applications and security level.

Przedstawiono wybrane aspekty wpływu konwergencji na otoczenie prawne rynku komunikacji elektronicznej w Unii Europejskiej wraz z omówieniem proponowanych zmian w tym otoczeniu. Rozpatrzono problemy tworzenia nowego otoczenia prawnego dla telekomunikacji, usług informacyjnych i audiowizualnych, wyłaniające się w związku z konwergencją usługową na rynku komunikacji elektronicznej. Na podstawie materiałów Unii Europejskiej wskazano na konieczność dostosowania bieżących regulacji prawnych w telekomunikacji do szybko zmieniającej się sytuacji na rynku usług telekomunikacyjnych i pokrewnych, z uwzględnieniem potrzeb społeczeństwa informacyjnego.

This article presents the influence of convergence on legal environment of electronic communication market in European Union and proposed changes. Problems resulting from service convergence in the electronic communication market on creation of the new legal environment for telecommunication and information and audiovisual services have been discussed. Based on European Union materials, the necessity to adapt current telecommunication regulation to fast changes on the telecommunication and related services market and the needs of information society have been pointed out.
