The impact of logistics performance index on port infrastructure quality: comparative study Tunisia Morocco

This scientific article examines the relationship between logistics performance indices and port infrastructure quality in Tunisia and Morocco. The quality of port infrastructure (QPI) is an important component of the competitiveness port. It represents a driving force for the economic dynamics. This quality of port infrastructure is a complex subject on which a great deal of research has emerged in the last decade. The logistics performance index (LPI) serves as a crucial indicator to assess the efficiency and effectiveness of a country's logistics system. Accordingly, this paper aims to develop a model for assessing the quality of port infrastructure. The objective is to evaluate the development of port infrastructure to improve the competitiveness of port systems in two North African countries according to nine competitiveness criteria. The analysis involves statistical techniques such as regression modeling to establish relationships. The partial least squares (PLS) regression method is adopted to obtain a reliable estimate, using nine explanatory variables :(performance indicators) (overall, the frequency with which shipments reach their recipient within the set deadlines, The efficiency of customs clearance process, ease of arranging competitively priced shipments, Lead time to import, Lead time to export, competence and quality of logistics services, Liner Shipping Connectivity Index, Container port traffic) and quality of the port infrastructure (QPI) as dependent variable. The results of the analysis highlight the influence of logistics performance indices on port infrastructure quality in Tunisia and Morocco. The results of the test the model using the partial least squares, confirm a significant influence of the identified factors on the quality of port infrastructure. It found show that it is vital to improve logistics performance, which contributes to improving the quality of port infrastructure and increasing maritime trade; which promotes economic growth. Based on the results concerning the importance of port infrastructures, the quality of the latter is empirically examined. Our results show that Morocco tends to improve the quality of its infrastructure in order to improve its competitiveness. The originality of this research work consists in using the PLS (the partial least squares) regression method, which is contrary to previous studies, which have used other econometric methods in the same study field.

W artykule podjęto próbę zdefiniowania oraz identyfikacji podstawowych wymiarów współczesnej logistyki w rozumieniu właściwości konstytuujących i determinujących jej istotę i strukturę, w kontekście rozwoju i integracji w skali przedsiębiorstwa i rynku. W szczególności jako kluczowe, stanowiące łącznie o istocie i walorach logistyki jako zintegrowanej koncepcji, przyjęto oraz poddano identyfikacji kolejno następujące wymiary logistyki: zarządczy, systemowy, procesowy, rynkowy, efektywnościowy i organizacyjny. W toku identyfikacji starano się wskazać na istotne nowe wyzwania pod adresem współczesnej praktyki przedsiębiorstw oraz rzeczywiste i potencjalne korzyści dla klientów i przedsiębiorstwa, związane z wdrażaniem wspomnianych orientacji i wymiarów logistyki.

The article attempts to define and identify the basic dimensions of the contemporary logistics, perceived as the properties constituting and determining its nature and structure, in the context of development and integration in the scale of both the enterprise and the market. In particular, the following key consecutive dimensions of logistics were presented and identified: managerial, systemic, process, market, performance and organizational. These dimensions together make up the nature and qualities of logistics as an integrated concept. In the identification process, there was an attempt to identify significant new challenges regarding the contemporary practice of enterprises as well as real and potential benefits for customers and enterprises, related to the implementation of these orientations and dimensions of logistics.

W artykule podjęta została kolejna próba bliższego sprecyzowania istoty kategorii efektywności, a w ślad za tym wyjaśnienia struktury i dynamiki koncepcji efektywności logistyki, w kontekście ich współczesnych przewartościowań zarządczych. Przedmiotem dociekań była przede wszystkim identyfikacja wzajemnych relacji między sprawnością logistyki, skutecznością logistyki, zdolnością logistyki do zmiany, zdolnością adaptacyjną logistyki oraz zróżnicowaniem świadczeń logistyki, traktowanych jako podstawowe wymiary kształtowania koncepcji efektywności logistyki. Aspekty wielowymiarowości i przewartościowań zarządczych i rynkowych w odniesieniu do wspomnianych wymiarów efektywności zostały bliżej zidentyfikowane w świetle zmian/rozwoju koncepcji logistics performance measurement, traktowanej współcześnie jako koncepcja systemowej oceny i kształtowania efektywności procesów logistycznych.

The article attempts to examine the nature and foundations of "performance category" once again. The paper explains the structure and dynamics of logistics performance concept in terms of their contemporary managerial re-evaluations. In particular, the subject of the article is the identification of mutual relations among logistics efficiency, logistics effectiveness, logistics changeability and adaptability, and logistics differentiation perceived as fundamental dimensions of logistics performance concept development. Aspects of multidimensionality and managerial as well as market re-evaluations in relation to mentioned performance dimensions have been identified more precisely on the basis of changes and development of logistics performance measurement concept. The concept is nowadays perceived as a concept of systemic evaluation and development of logistics processes performance.

Their mutual corelations and individual elements supporting each other according to various criteria have been presented. The criteria are e.g. object flows, informational processes, infrastructure, costs and several conceptions. A reference to effectiveness was also made.
