Regional Historic Preservation Officers are of the opinion that monument protection system in Poland needs to be modified. According to them, however, these changes need to be preceded by in-depth analysis of the existing situation, e.g. the condition in which historic monuments and sites are preserved in Poland, the sources of financing works carried out to monuments and sites, the role that historic preservation offices play in administration combined with regional governors, and the current financial and HR situation in specific government bodies. Changes made to the monument protection system should result in improving the conservational state of historic monuments and sites as well as improving functioning of historic preservation service in competence-, organisation-, and finance-related aspects. Furthermore, as a consequence, local government bodies and the society should become more aware of their responsibilities pertaining to historic monuments and sites. The role of local government historic preservation service should be also taken into consideration. According to Regional Historic Preservation Officers, the changes should be aimed at the following: strengthening the office of General Historic Preservation Officer who will shape historic preservation policy in Poland and coordinate actions taken by state and local historic preservation service; subordinating Regional Historic Preservation Officers directly to the General Historic Preservation Officer (within structures of the Ministry of Culture and National Heritage); improve the organisational and financial situation in Regional Historic Preservation Offices and adapt it to their needs; developing a model of local government historic preservation service in terms of their competences, organisational structure, and subordinance (control- and meritrelated) to Regional Historic Preservation Officers. It is necessary to make legislative changes to the monument protection law not only by issuing clear, uniform, and adoptable regulations but also by correlating regulations pertaining to protection of historic monuments and sites with other existing acts of law. It is also essential to perform comprehensive analysis of the list of Polish monuments and sites (register and record of historic monuments and sites) as well as develop and implement a financial support system for taking care of historic monuments and sites and include properties owned by the state treasury into this system. It must be also emphasised that there is a strong need for increasing social importance of guardianship of monuments and sites and making the society aware of limitations and benefits pertaining to monument protection.

Sustainability research as inter- and trans-disciplinary activity: the case of German Energiewende

Sustainability research shall provide knowledge for action and is therefore deeply related with social and political issues such as regulation, behaviour, value-added chains, daily routines of users, consumption patterns, economic incentives, perceptions, attitudes and values. It needs cooperation with social actors in diagnosing sustainability deficits and challenges, in determining priorities for research and action, in defining indicators for measuring empirical developments and deciding on sustainability targets to go for, in setting the research agenda, in bringing knowledge and values of stakeholders and affected persons into the game and in looking for making sustainability strategies work in practice. This holds in particular for the transformation of the energy supply system to a more sustainable status. This transformation goes far beyond the substitution of traditional technolo-gy by new ones, because the energy system is not a purely technical system consisting of power plants, supply lines, storages etc. Rather it also includes a complex set of human actors such as users, regulators, decision-makers, planners, innovators, employees in the supply companies, citizens affected by side effects of energy technologies and infrastructures and also citizens in their role as the democratic sovereign. The main thesis of this paper is that the energy system is a sociotechnical system and that its transformation is a social transformation including technological change but going far beyond. The German Energiewende is used as an example. Energiewende means the (relatively) fast transformation of the German energy infrastructure to a more sustainable status based on a high share of renewables and strongly increased energy efficiency, including an accelerated nuclear phase-out after the Fukushima disaster.

Badania na zrównoważonością powinny dostarczać wiedzy praktycznej, powiązanej z takimi zagadnieniami społecznymi i politycznymi, jak: regulacja, zachowanie, wartości dodane, codzienne zachowania, wzory konsumpcyjne, zachęty ekonomiczne, percepcja, postawy i wartości. W diagnozie wyzwań zrównoważoności niezbędne jest uwzględnienie perspektywy społecznej, pozwalającej określić priorytety dla badań i praktyki, zdefi-niować wskaźniki pozwalające zmierzyć rozwój i wyznaczyć cele, ku którym powinniśmy zmierzać. Należy ustalić program badań, uwzględnić wiedzę i wartości odnoszące się do interesariuszy i innych osób, które w tym procesie uczestniczą, a także poszukiwać strategii zrównoważoności, które sprawdzą się w praktyce. W szczególności odnosi się to do przekształcenia systemów zaopatrzenia w energię. Ta transformacja wykracza daleko poza zastąpienie tradycyjnych technologii nowymi, ponieważ system energetyczny nie ma charakteru jedynie czysto technicznego, złożonego z elektrowni, linii przesyłowych itp. Uwzględnić w nim należy także złożony zespół czynników ludzkich, takich jak użytkownicy, moderatorzy, decydenci, planiści, innowatorzy, pracownicy kompanii energetycznych i obywatele dotknięci efektami ubocznymi wynikającymi tak ze stosowania technologii energetycznych jak i rozwoju infrastruktury. Główna teza tej pracy jest następująca: system energetyczny jest systemem społeczno-technicznym i jego przekształcenia zachodzą na płaszczyźnie społecznej z uwzględnieniem zmian technologicznych, wykraczając jednak daleko poza nie. Niemieckie Energiewende może służyć za przykład. Energiewende oznacza (relatywnie) szybką transformację niemieckiego systemu energetycznego w kierunku zrównoważoności, co oznacza oparcie go na odnawialnych źródeł energii i silnie zwiększonej efektywności energetycznej, a także przyspieszonym po katastrofie w Fukushimie wycofywaniu się z rozwijania energetyki jądrowej.

W artykule przedstawiono problematykę edukacji społeczeństwa w zakresie bezpieczeństwa jako najbardziej efektywną, a także najtańszą formę przeciwdziałania zagrożeniom. Proces ten zwany powszechnie edukacją dla bezpieczeństwa stanowi podstawową drogę kształtowania bezpieczeństwa ludności. Ma ogromny wpływ na wiedzę i umiejętności konieczne do prawidłowego zachowywania się na wypadek zagrożeń. Głównym celem tej edukacji jest rozwijanie świadomości całego społeczeństwa w zakresie bezpieczeństwa oraz wykształcenie nawyków wzmacniających bezpieczeństwo.

Education of the society regarding security is in fact the cheapest and the most effective form of preventing the dangers. It constitutes fundamental way of building population’s safety. It also has a great influence upon the attitudes, values, knowledge and skills required for proper behavior in case of danger. Education is one of the basic ways of shaping the society. Behaviors, attitudes and knowledge, which together constitute people’s consciousness – all depend on the level of education. Education for security is a ceaseless process embracing a set of actions, to which belong: • Conveying the knowledge relating to the occurrence of dangers. • Shaping “safe” behaviors and attitudes. • Realizing the scale and types of needs in difficult situations. • Developing the feeling of responsibility for undertaking particular actions. • Forming proper behaving habits in hazardous situations.

Artykuł przedstawia zagadnienia realizowane w ramach przedmiotu psychologia w programie kształcenia podchorążych Wojskowej Akademii Technicznej w Warszawie, w szczególności problematykę uprzedzeń i dyskryminacji oraz asertywności. Współczesny żołnierz wykonuje zadania w środowisku wielokulturowym. Wojsko nie jest już grupą homogeniczną ze względu na płeć. W tym kontekście szczególnego znaczenia nabiera problematyka eliminowania uprzedzeń i dyskryminacji. Kompetencje związane z asertywnością umożliwiają lepszą komunikację interpersonalną i zapobiegają konfliktom w relacjach społecznych. Wyższe nauczanie wojskowych powinno brać te wątki pod uwagę, jak czynione jest to obecnie.

Today, the army is no longer a homogeneous group based on a gender and the modern soldier performs many tasks in multicultural environment. For this reason education of a soldier must reflect contemporary changes. In this paper the presentation is made on topics studied, as well as the education offered, relevant to psychology and psychological schooling of the cadets of the Military University of Technology. In particular, those would be in reference to the issues of prejudice and discrimination, as well as assertiveness. In this context one of the most important aspect of such schooling is to eliminate prejudice and discrimination. Competences associated with assertiveness provide better interpersonal communication and prevent conflict in social relations. The higher education of a soldier takes this into account.

Zmiana systemu gospodarowania odpadami komunalnymi wcale nie zmniejszy nacisku, jaki gminy będą musiały położyć na edukację społeczeństwa w zakresie prawidłowego postępowania z odpadami. Można wręcz zaryzykować tezę, iż dopiero teraz edukacja ta nabierze rumieńców i przez rozmaite centra i ścieżki edukacyjne przewiną się dziesiątki, jeśli nie setki tysięcy osób. Wszak samorząd wreszcie otrzyma upragnione narzędzie - władztwo nad strumieniem odpadów, a co za tym idzie - pieniądze, z których na pewno przy odrobinie chęci uda się "wykroić" niemałe kwoty na edukację sozologiczną.

In his philosophical discourse, the author presents a problem of philosophical placement of the education toward security concepts in philosophical, scientific, religious, and those based on ideological and moral standards of the education. Expanding his description, the focus falls on the essence of education, on one hand, considered as a learning and knowledge gathering activity, and on the other, as a teaching and socialization process. In a perspective presented, the author researches and axiological fundament of a contemporary education systems in its three standard exemplifications (as shown by Stefan Kunowski). That is, referring to idea of Love, Freedom and Enforcement. According to the author the challenges of modernity forced creation of a next system that reevaluates the previous three paradigms. It is a system of education toward security based on philosophy of security that concentrates on those issues of being allowing the understanding of existence, survival, development and excellence.

The aim of the article is to show the importance of mass media and the possibility to use them in rescue operations. It is connected with the fact that currently the needs to inform the public have forced the necessity of an appropriate cooperation with mass media. Effective warning against danger, showing the ways how to act in a threatening situation, support or delaying rescue and order efforts of services conducting rescue operations may depend on this co-operation. Therefore the article describes warning and informing about threat, social awareness in a threat situation as it conditions the speed of reaction to threat informing the public after a disaster or calamity, and also co-operation with media and using them to transmit statements and appeals. The article is finished with conclusions relating to improving the use of mass media in rescue operations.

W artykule przedstawiono genezę i ewolucję naturalnego ekosystemu żywieniowego człowieka. Omówiono kierunki rozwoju przemysłu spożywczego w kontekście rodzajów żywności produkowanej w świecie. Szczególną uwagę zwrócono na żywność funkcjonalną i modyfikowaną genetycznie, zasygnalizowano główne ograniczenia w rozwoju technologii spożywczej w świetle produkcji żywności funkcjonalnej, hipoalergicznej i psycho-aktywnej. Przemysł spożywczy powinien przygotowywać się do przetwarzania surowców transgenicznych. Zasygnalizowano potrzebę zmiany programów nauczania i edukacji społeczeństwa.

The article presents the genesis and evolution of natural food ecosystem for humans. The trends in the food industry development were also discussed in view of food products produced in the world. Particular attention was paid to functional and genetically modified foods. In conclusion, the main determinants of technology development in future were signalized, so as to cope with an increase of production of functional, hypoallergic and psychoactive foods. The food industry has to be prepared for the processing of transgenic raw materials. The nee for changes of education programmes together with the education of society is pointed out.
