W artykule zaakcentowano zagadnienia z obszaru szeroko pojętych ekonomicznych zagrożeń bezpieczeństwa współczesnego państwa. Ekonomiczne zagrożenia bezpieczeństwa współczesnego państwa stanowią przedmiot rozważań podjętych w niniejszym opracowaniu. Artykuł ma charakter teoretyczno-empiryczny, a jego celem jest określenie roli i znaczenia ekonomicznych zagrożeń bezpieczeństwa, które mają ogromy wpływ na stabilne funkcjonowanie państwa. Ich podstawę stanowi przegląd dostępnej literatury, doświadczenia własne i obserwacje autora. Analizując zagrożenia gospodarczych podstaw bezpieczeństwa państwa z treści pojęć bezpieczeństwa państwa i bezpieczeństwa ekonomicznego, w niniejszym artykule wskazano dwa stanowiska w tej kwestii: pierwsze, koncentrujące się na określaniu zagrożeń poprzez negatywne skutki różnych oddziaływań na możliwość realizacji przez dany obiekt lub podmiot istotnych dla niego wartości; drugie, polegające na lokalizowaniu zagrożeń pośród różnego rodzaju konfliktów. W treści niniejszej publikacji podkreślono rolę zagrożeń gospodarczych podstaw bezpieczeństwa ekonomicznego państwa. Zagrożenia ekonomiczne państwa identyfikowane są z zewnętrznymi i wewnętrznymi procesami, które mogą skutkować brakiem zdolności gospodarki do zaspokajania uzasadnionych potrzeb, lub utratą adekwatności albo pogłębianiem niedopasowania gospodarczych podstaw bezpieczeństwa do sprostania wymogom wynikających z konfliktów. Zagrożeniem będzie np. niedostosowanie podmiotów do funkcjonowania i realizacji celów, pod naciskiem konkurencji. Zagrożenia dla bezpieczeństwa ekonomicznego Polski wynikają również z międzynarodowych stosunków gospodarczych, które to oprócz korzyści płynących z międzynarodowego podziału pracy i międzynarodowego obrotu gospodarczego, kreują także zewnętrzny potencjał zagrożeń gospodarczych. Najbardziej ogólnym sygnałem pojawienia się źródeł i potencjału istotnych zagrożeń bezpieczeństwa ekonomicznego państwa jest brak równowagi w wymianie gospodarczej z zagranicą, a także jej struktura. Autor podkreśla w niniejszym artykule istotę selekcji zagrożeń z pośród różnorodnych oddziaływań, której można dokonać tylko na podstawie przyjęcia odpowiednich kryteriów.

The main concern of this article is the problem of threats within economic security system. This topic is approached broadly through the prism of contemporary state security issues. Economic security threats of the contemporary state constitute therefore the objective subject area of exposition. Methodologically, the article has theoretical-empirical character, where author determines the role and meaning of economic security threats that may be important by itself or by general impact on stability and functions of the State. A review of available literature, author’s own experience and observation, constitute the base for individual analysis. Analyzing the economic threats and its bases for State security, it is noticed in context of correlation between the two positions, as is indicated in article: in first, the focus is made on threats’ determination through adverse effects of different influences on the possibility of the realization of a threatening goal, by the given actor or set of events directed by an actor; the second position entails locating threats amongst the conflicts of different kind. In the premises of this publication a role of economically based threats for State security is emphasized. Economically identified State security threats can be of a twofold nature, danger from the abroad, as well as from the internal processes which can result in the lack of the economic ability to satisfy legitimate needs, or loss of adequacies or deepening incongruity of economic grounds based in conflict and resulting in economic insecurity. E.g. a maladjustment of subjects will be a danger for functioning and the achievement of the State goals, under the pressure of competition. Threats to the economic security of Poland is also based on predicaments of foreign economic relations, which apart from benefits of the international values, sharing and creating the nets of international business trading, are also creating an outside potential for economic threats. The most general signal in appearance of sources and the essentially potential threats to economic security of the State, is a disequilibrium in economic exchange with foreign countries, impacting as well the structure of State security in different dimensions. The author is emphasizing the selective of nature threats, listing in the current article the diverse influences playing a role in State security, that can be recognizable in reference to adopting the appropriate criteria described. Therefore, the economic threats for State security can be built upon criteria on predictability of the effects of negative influences.

The economics of security in the Czech approach follows the international standards given by leading organizations. But Czech scientists adapt rules to the circumstances. Many other members of international organizations profit from Czech research. Its history and development started as a need of war and was partly influenced by the sovereign power. After World War II, the economic security thinking implemented the Soviet standards. Nowadays, the Czech economics of security is a well-developed scientific discipline and its research is recognized especially in Europe.
