The paper presents the management of pro-ecological and power-saving construction designs. An analysis and definition of the areas which most strongly influence the design constitute the main aspects of sustainable development, such as power and water consumption, pollution of the environment, waste management and maintenance of biodiversity.

Innowacyjność polskich MSP jest przedmiotem szerokich dyskusji, szczególnie w aspekcie integracji europejskiej. Zwraca się uwagę na niski poziom innowacyjności tych przedsiębiorstw, szczególnie w zakresie inwestycji proekologicznych. Dlatego też w niniejszym artykule, na podstawie badań przeprowadzonych przez PARP w 2009 roku oraz badań własnych przeprowadzonych w Małopolsce w 2009 roku, dokonano analizy struktury inwestycji sektora MSP oraz źródeł ich finansowania w okresie poprzedzającym przystąpienie Polski do UE oraz w okresie poakcesyjnym.

Innovations processes of Polish small and medium-sized enterprises is the subject of the extensive discussion, particularly in the aspect of European integration. The attention is drawn to the Iow level of innovation of these companies in particular as regards ecological investments. Based on research prepared by PARP in 2009 and own research carried out in the Malopolska region in 2009, the analysis of the structure of investment of Polish small and medium-sized sector is presented. The sources of financing in the period before and after the Polish accession to the EU are showed as well.

Rolnictwo jest działem gospodarki, który będzie podlegał bardzo istotnym konsekwencjom procesu integracji Polski z Unią Europejską. Wśród czynników, które będą z nimi związane można wymienić takie, jak: • restrukturyzacja i modernizacja rolnictwa, która wydaje się procesem nieuchronnym, a zbliżające się przystąpienie do Wspólnoty będzie ten proces wzmacniać i przyspieszać; oznacza to znaczne obciążenia dla gospodarstw rolnych i organów państwowych, jednakże w perspektywie długookresowej powinno przyczynić się do wzrostu konkurencyjności oraz zmian korzystnych dla całej gospodarki; • zwiększona presja konkurencyjności, która będzie wynikać z liberalizacji polskiego rynku i uczestnictwa w nim podmiotów unijnych, a także możliwości wejścia na Jednolity Rynek Europejski; a możliwość absorpcji znacznej pomocy finansowej w ramach płatności Wspólnej Polityki Rolnej oraz polityki regionalnej i strukturalnej UE.

The paper focuses on the subject of the investments needed to fulfill the EU environmental requirements in agriculture. They mainly concern the infrastructure of proper livestock fertilizers management, according to the Directive 91/676/EWG on water protection from contamination caused by nitrates coming out of agriculture. It is one of the conditions of participation in Common Agriculture Policy and structural funds payments. In the aspect it will have great influence on polish agriculture development.. The characteristic of the investments measures costs and the sources of their financing are presented in the context of their use for the EU payments absorption increase.

Przedmiotem opracowania są problemy związane z planowanym przejęciem i wykupieniem terenów pod projektowany zbiornik wodny Racibórz. Celem opracowania jest poznanie tych terenów i dokonanie charakterystyk bonitacyjnej gruntów i gospodarstw oraz ocena gotowości miejscowej ludności do opuszczenia tych terenów, a także rozpoznanie warunków stawianych przez przyszłych przesiedleńców, na jakich skłonni są opuścić swoje domostwa. Celem aplikacyjnym pracy jest kompleksowa identyfikacja barier związanych z planowanym przejęciem terenów pod projektowany zbiornik oraz określenie sposobów ich przezwyciężenia ograniczenia. Zadaniem pracy jest, poprzez realizację celu poznawczego i celu aplikacyjnego, stworzenie podstaw do wyboru kierunków i skutecznych form działania, a także dostarczenie materiału na potrzeby negocjacji na szczeblu rządowym, negocjacji w zakresie uzgodnień międzyresortowych, negocjacji- z samorządem regionalnym i lokalnym oraz z mieszkańcami.

The paper presents the results of research necessary for preparing the investment in water economy area consisting in taking over and purchase of land for said investment. The problem was presented on the example of construction of the "Racibórz" water reservoir. In all programme documents devoted to water economy and flood control strategy the "Racibórz" reservoir is regarded as one of the most important investment projects. This project has to be co-ordinated with the fulfilment of Poland's international commitments and has to constitute an integral part thereof, in particular as regards technical and economic and ecological standards of the European Union. Due to certain discrepancies between national and international interests the negotiations on the project implementation are very difficult and time-consuming. Similarly as the negotiations with local communities of the project location in respect of taking over and purchase of the land. Readiness to co-operate and resettlement of the inhabitants of the area depend on the amount and the form of compensation, job and education opportunities in the new place of residence as well as road or railway connections. It is necessary to continue the negotiations with local government of poviat and voivodship level on including the project in spatial management plans and development programmes. It is also necessary to agree with gmina councils the inclusion of the project into local spatial management plans. A failure to do that or a delay in preparations referred to above may pose a threat of suspension of financing from foreign sources on the charge of non-compliance with the UN Convention on access to information and society participation in environmental protection undertakings, ratified by Poland in June 1998, and with the EU Directive No. 90/313 on access to information.

Celem pracy jest ocena wielkości i znaczenia pomocy finansowej, przeznaczonej na ochronę środowiska, uzyskanej przez Polskę w latach 1990-1998. Celem pracy jest także wskazanie najważniejszych kierunków wykorzystania na ochronę środowiska funduszy zagranicznych pozyskiwanych przez Polskę w nadchodzących latach. W pracy przeprowadzono analizę głównych kierunków pomocy finansowej uzyskanej na wspieranie programów ochrony środowiska, dokonano przeglądu podstawowych kierunków wydatkowania uzyskanych funduszy oraz oceny zgodności wykorzystania funduszy z zasadami i celami Polityki Ekologicznej państwa i zasadami ekorozwoju. Na podstawie tak przeprowadzonych badań przedstawiono wnioski i rekomendacje dotyczące sposobu wydatkowania funduszy zagranicznych, które Polska pozyska w nadchodzących latach. W pracy skoncentrowano się na roli funduszy uzyskanych przez Polskę z następujących źródeł umowy bilateralne, program Phare i ekokonwersja polskiego długu.

Objective of the work is to assess quantity and importance of foreign financial aids, focused on en-vironment protection, which Poland obtained in years 1990-1998. Additional goal of this study is to show how Poland should spend in the most effective way funds obtained in the future. In the paper the analysis of the main important direction of the foreign assistance on environmental programs is done. The author reviews how funds foreign assistance programs have been spent and if the investments were in accordance with Polish National Ecological Policy and with principles of sustainable development. Based on the effect of this work main results and recommendation are presented. In the presented paper the author focused on the funds obtained by Poland from: bilateral coopera-tion, Phare programs and from the eco-conversion of Polish debt.
