Z dotychczasowych działań Komisji Europejskiej wynika, że stosowanie LCA od 2021 r. będzie obligatoryjnym standardem dla następujących kategorii produktów branży spożywczej: pasze, makarony, woda butelkowana, produkty mleczne, karma dla zwierząt, mięso, skóra, wino, piwo, oliwa z oliwek, detergenty, kawa i ryby morskie. Etykieta LCA będzie bardzo ważnym i obowiązkowym oznakowaniem, które szczególnie w handlu transgranicznym umożliwi poprawę konkurencyjności produktu, a zatem i przedsiębiorstwa.

The current actions of the European Commission show that the use of LCA from 2021 will be an obligatory standard for the following categories of products related to the food industry: fodder, pasta, bottled water, dairy products, animal feed, meat, skin, wine, beer, olive oil , detergents, coffee and marine fish. The LCA label will be a very important and mandatory marking, which, especially in cross-border trade, will improve the competitiveness of the product and therefore the company.

The paper presents the progress of implementation of the Integrated Product Policy in Poland in comparison to other European Union member states. It provides a detailed evaluation of certain IPP instruments, i.e. taxes and green premiums, EMAS scheme, eco-labeling and green public procurements. The paper also provides an assessment of the progress of implementation activities and requests further studies in this respect.

Praca przedstawia stan realizacji wdrażania Zintegrowanej Polityki Produktowej w Polsce na tle działań państw członkowskich Unii Europejskiej. Szczegółowo ocenia niektóre instrumenty ZPP tj. podatki i opłaty ekologiczne, system EMAS, ekoznakowanie oraz zielone zamówienia. Ocenia stan zaawansowania działań wdrożeniowych oraz wnioskuje o pogłębienie badań tych zagadnień.

W artykule przedstawiono dwa, z trzech etapów wielokryterialnej oceny pomp ciepła metodą AHP-HIPRE. Pierwszy etap obejmował utworzenie drzewa hierarchii kryteriów na podstawie kryteriów ekologicznych dotyczących przyznawania wspólnotowego oznakowania ekologicznego (ekoetykiet) pompom ciepła. Drugim, przedstawionym w artykule etapem było przydzielenie wag poszczególnym kryteriom. Wagi zostały przyznane przez autorów na podstawie ich wiedzy i doświadczenia po wewnętrznej dyskusji. Ostatni etap metody AHP - właściwa ocena rozpatrywanych pomp ciepła oraz stworzenie rankingu urządzeń zgodnie z przyjętymi kryteriami, będzie tematem trzeciego z cyklu artykułów dotyczących oceny urządzeń energetycznych, w szczególności pomp ciepła, za pomocą metody wielokryterialnej analizy AHP-HIPRE z wykorzystaniem kryteriów ekoetykiet.

The article presents two, out of three, stages of implementing multi-criteria method (AHP-HIPRE) for heat pumps evaluation. The first stage is a design of the hierarchy of evaluation criteria. The hierarchy of criteria is build using the concept of sustainable development, and criteria used to evaluate the heat pumps in the process of ecolabeling. The second, presented in the article, stage of analysis, is assigning the weights to the criteria. The weights were assigned by the authors based on their knowledge and experience. The last stage of AHP method - the comparison and analysis of the obtained results will be presented in the next article.
