The development of an electronic government, aiming for a digital government to effectively manage the state and contribute to the convenience of citizens and businesses, is both a crucial aspect of the comprehensive administrative reform program for the period 2021-2030 and an essential global trend for all countries, including Vietnam. This article discusses various topics: general issues related to electronic government and digital government, the current situation of electronic government development in Vietnam, challenges faced in the process of developing electronic government towards a digital government in Vietnam, and some solutions to enhance the effectiveness of electronic government development towards a digital government in Vietnam.

Comparatively new in the field of urban development, the concept of “Smart city” is considered to be a crucial tool to overcome urban challenges faced by the citizens in XXI century. The article discusses the basics of the concept, analyzing its key dimensions. An overview of digital market in Ukraine and its positions in the world rankings are provided along with the evolution of e-governance in Ukraine, as one of the components in “Smart city” concept. We have outlined the most interesting smart solutions presented in Ukrainian cities and built a comparative table for those among 4 cities. Based on the analysis conducted we have created a list of challenges faced by Ukraine on its way to “smartization”.

Artykuł koncentruje się na prezentacji wyników badań dotyczących identyfikacji czynników ukrytych, które wpływają na funkcjonowanie dobrego e-urzędu. Na podstawie przeprowadzonych badań zidentyfikowano 5 czynników ukrytych dotyczących spraw, których załatwienie powinien umożliwić dobrze działający e-urząd.

The paper concentrate on the presentation of a study on the identification of factors affecting the functioning of the hidden good e-government. Based on the study identified five factors hidden in cases where the settlement should allow well-functioning egovernment.

Przedstawiono poziom zaawansowania różnorodnych e-usług, z jakich mogą korzystać polscy internauci. Zobrazowano również rozwój dostępności i chęci korzystania z nich w ostatnich latach. Podkreślono, że mimo znaczącego postępu poziom wykorzystania e-usług w Polsce nadal nie jest zadowalający w porównaniu z innymi krajami Unii Europejskiej.

The paper presents the sophistication level of the varied e-services, that Polish internauts can use. It describes also the accessibility development and willingness to use them during the last years. It is worth to notice, that despite of the significant progress in the e-services usage in Poland is still unsatisfactory in comparison with the other countries of European Union.
