Zasady wyznaczania wyników pomiarów pośrednich wieloparametrowych : w zarysie

Omówiono zasady wyznaczania wyników w pomiarach pośrednich wieloparametrowych, czyli estymatorów wartości, niepewności i współczynników korelacji wielkości powiązanych statystycznie. Ujmuje je Suplement 2 do międzynarodowego Przewodnika GUM-2008 opublikowany w 2012 r. Podano takich opis pomiarów za pomocą algebry wektorów losowych oraz przykład liniowej transformacji dwu wielkości. Omówiono skutki nieprawidłowego zaokrąglania przy dokładnym przetwarzaniu danych wejściowych oraz dla danych wyznaczanych z próbek o małej liczbie pomiarów. Uściślono podaną w GUM poprawkę do liniowej propagacji wariancji przy wyznaczaniu niepewności pomiarów o funkcjach nieliniowych. Przedstawiono propozycję uzupełnienia Suplementu 2 standardem o publikowaniu danych pomiarowych w dualnej postaci: tak jak dotychczas - na papierze i towarzyszącej dostępnej w internecie publikacji z oryginalnymi wynikami pomiarów, aby użytkownik mógł sam pozyskiwać i weryfikować potrzebne mu dane. Podano krótkie wnioski i bibliografię.

A short review of some problems arising in the correct numerical expression and evaluation of results of indirect multi-parameter measurements is given. As a theoretical basis for determining the estimates of values, uncertainties and correlation coefficients of the indirectly obtained multi- measurand, which are processed from data of the simultaneously measured variables, the algebra of random vectors is used. A numerical example illustrates the linear transformation of two variables and the types of improperly evaluated results of that may occur with over-rounding. There is proposed an upgrading of the GUM and its Supplement 2 clauses about proper formula of the uncertainty propagation for nonlinear functions. As necessary complement to it was the urgently needed standardization of the publishing measurement data in dual form: so far - on paper and on the accompanying e-publication containing the results of the original measurements. Then user can ease to take and review them himself. Given is also a brief set of conclusions and bibliography.

W artykule omówiono problemy związane z wyznaczaniem, prezentacją i publikacją danych pomiarów wieloparametrowych w nawiązaniu do publikacji szczegółowych z PAR nr 2 i 6 z 2011 r. Przybliżono zasady opisu wyników pomiarów wielkości powiązanych statystycznie za pomocą algebry wektorów losowych oraz problemy występujące przy ich zaokrąglaniu. Omówiono specyfikę propagacji niepewności w pomiarach jedno- i wieloparametrowych o funkcjach nieliniowych oraz wyznaczono liczby członów rozwinięcia w szereg wymagane przy dokładnym wyznaczaniu niepewności pomiarów pośrednich. Wykazano, że parametry czterech podstawowych stałych fizycznych podane w ostatnich korektach CODATA z 2010 r. nie są w pełni poprawne, gdyż ich macierze korelacji mają ujemne wartości własne. Zalecenia dla wyrażania wyników pomiarów wieloparametrowych ma ująć przygotowywany Suplement 2 do przewodnika GUM-2008. Proponuje się, by jego niezbędnym uzupełnieniem były zasady standaryzacji publikowania danych pomiarowych w dualnej postaci: na papierze i towarzyszącej jej e-publikacji zawierającej wyniki oryginalne. Omówiono sposób gromadzenia i rozpowszechniania danych stosowany przez wiodące centra światowe.

Discussed is the issue of status of the determination, presentation and publication of multivariate measurement data as continuation of the publications of PAR 2 and 6 of 2011. Basic rules for the description of the statistically related measurement results by random vectors algebra are given. Problems becoming with rounding of vector measurands are discussed. Propagation of uncertainty of nonlinear functions in the measurement of single-and multi-parameter is presented. Determined is the number of members of Taylor series of nonlinear functions required for accurate determination of uncertainty. It was shown that the four fundamental physical constants published in the recent revisions of the CODATA 2010 are still incorrectly given, as they correlation matrix has negative eigenvalues. Corrected recommendations for expressing the results of multivariate measurements should be included in Supplement 2 to guide GUM-2008, which is in preparation and be published in the near future. It is proposed that as necessary complement to it was the urgently needed standardization of the publishing measurement data in dual form: so far - on paper and on the accompanying e-publication containing the results of the original measurements. Discusses a way of collecting and disseminating data already taken by the world’s leading data centers. Given are also a brief conclusions and bibliography.

Po wprowadzeniu scharakteryzowano rolę pomiarów wieloparametrowych w metrologii, nauce, edukacji i dziedzinach gospodarczych. Omówiono nieścisłości w korektach danych podstawowych stałych fizycznych opublikowanych przez CODATA. Jako rozwinięcie opracowywanego Suplementu 2, który rozszerzy zalecenia przewodnika GUM-2008 o wyrażanie wyników pomiarów wieloparametrowych (multi-mezurandu), zaproponowano podjęcie prac nad standaryzacją przedstawiania wyników pomiarów w dualnej formie: na papierze i za pomocą e-publishing. Podano centra światowe będące prekursorami takiego gromadzenia danych.

In this paper the current unsatisfactory situation concerning quality of correlated quantities data obtained from multi-parameter measurements and their exchange in physics, metrology, economy and education is discussed. It is argued that, due to the advent of e-publishing, it is time to change the form of scientific and technical publications reporting measured or evaluated data. Namely: any paper publication reporting the measured data should be associated with file(s) containing complete set of numerical data which comprise the result reported. These data files associated with publication, being properly standardized, will give publishers possibility to deploy the "numerical peer review" to assure the quality of the numerical data and to organize the stable stewardship of the numerical data as they do with textual and graphical information. It is expected that such a form of scientific publication will greatly reduce the number of papers presenting the corrupted measured data and from the other side will simplify data exchange inside the community. It also will assure the quality of preserved data and knowledge for future generations. In multivari-able measurements urgently is needed standardization of the evaluation method and dual measurement data presentation - on the paper and by e-publishing. That allows full numerical review of the multidimensional data, wide dissemination and unlimited in time storage.

Otrzymywane z pomiarów wieloparametrowych dane wielkości ze sobą skorelowanych są często o niezadowalającej jakości, a pomimo to podlegają wymianie i rozpowszechnianiu w fizyce, metrologii, gospodarce i edukacji. Aby temu zaradzić należy wykorzystać pojawienie się e-publikacji do zmiany formy publikacji naukowych i technicznych zawierających zmierzone lub szacowane dane liczbowe o takich wielkościach. Publikacja z danymi powinna być powiązana z plikiem zawierającym komplet danych numerycznych prezentowanego rezultatu badań. Takie, odpowiednio znormalizowane pliki danych umożliwią wydawcy ich "numeryczną weryfikację". W ten sposób zapewni się odpowiednią jakość danych numerycznych niezbędną do zorganizowania właściwego sposobu rozporządzania danymi jako podstawą informacji przekazywanej tekstem i graficznie. Przewiduje się, że taka dualna forma publikacji naukowych zmniejszyłaby znacznie liczbę prezentacji danych pomiarowych na papierze oraz uprościłaby ich wymianę w społeczeństwie. Zapewni też ona odpowiednią jakość danych i wiedzy zachowywanej do przekazywania przyszłym pokoleniom.

The impact of e-business techologies on healthcare - new horizons or false dawns?

The expectation that computer networks combined with the Internet and associated technologies will be common in all businesses of the future has resulted in a flurry of investment in ICT around the globe, and in wide interest in the Internet, e-commerce and e-business. For example the Malaysian government has created a high-speed data highway, a federal capital that is a 'wired city', and a 'paperless hospital' [1]. The UK Government too has recently approved plans for major ICT projects [5, 10]. These projects are in healthcare, and involve large financial sums. It is important that the use of these public funds leads to successful outcomes. This paper analyses a large successful ICT project that uses e-business technologies. The aim of the paper is to identify the success factors in this completed project to see if these pointers indicate favourable prospects for the outcome of these new healthcare projects.
