Elektronizacja zamówień publicznych w Polsce miała nastąpić od dnia 18 października 2018 r. (z wyjątkiem centralnych jednostek zakupujących). Tymczasem tylko zamówienia publiczne powyżej progów unijnych (tj. powyżej 5 548 000 euro dla robót budowlanych) są prowadzone od 18 października 2018 r. przy wykorzystaniu elektronicznych środków komunikacji, w tym np. miniPortalu UZP. Celem artykułu jest udzielenie odpowiedzi na pytanie, czy elektronizacja zamówień publicznych w obecnej postaci jest szansą czy zagrożeniem dla wykonawców ubiegających się o udzielenie zamówienia publicznego na roboty budowlane.

Electranic public procurements in Poland should take place from October 18, 2018 (except of central purchasing units). Meanwhile, only public award procedures above the EU thresholds (above EUR 5 548 000 for works) are carried out from October 18, 2018 using electronic means of communication, including, for example, the miniPortal. The purpose of the article is to answer the question whether the electronic public procurements, in its current form, are an opportunity or a threat for economic operators applying for a public procurement for works.

Nowadays, governments are the largest buyers in the world. Therefore, it is essential for companies and any other economic operators to be aware of new, interesting business opportunities published by governmental organisations and to receive up-to-date tender documents. The paper presents the e-SENS project’s technical solutions which have been developed and implemented within the e-Procurement domain. The described solutions allow various European states and national stakeholders to communicate seamlessly on a digital e-Tendering platform. The proposed open source and common standard based tools will be easily accessible for commercial purposes without any specific agreement and licenses. The presented scenarios (Virtual Company Dossier, e-Catalogues and e-Invoicing) enable the smooth switch to fully electronic communication within the procurement process. The process will be facilitated both for economic operators (business and industry representatives) and contracting authorities, as all market stakeholders will be provided with a special implementation toolkit. The knowledge and experience of e-SENS project in terms of interoperability can be easily exploited by different entities and technical solutions achieved so far can be implemented into reality to create new business opportunities.

Obecnie rządy są największymi nabywcami na świecie. Dlatego, niezmiernie ważne jest, aby przedsiębiorstwa i inne podmioty gospodarcze, posiadały aktualną informację nt. nowych, ciekawych możliwości biznesowych, oferowanych w ramach przetargów organizowanych przez instytucje publiczne. Artykuł przedstawia rozwiązania techniczne projektu e-SENS, które zostały opracowane i wdrożone w obszarze e-zamówień publicznych. Opisane rozwiązania umożliwiają państwom europejskim oraz zainteresowanym podmiotom krajowym płynną komunikację poprzez elektroniczną platformę do e-ofertowania (e-Tendering platform). Proponowane standardy oraz narzędzia open source będą łatwo dostępne dla użytkowników komercyjnych bez konieczności podpisywania dodatkowej umowy czy licencji. Przedstawione scenariusze (wirtualne dossier firmy, e-katalogi oraz e-fakturowanie) umożliwią sprawne przejście na w pełni elektroniczną komunikację w ramach postępowania zamówień publicznych. Proces ten będzie łatwiejszy zarówno dla podmiotów gospodarczych (przedstawiciele biznesu i przemysłu) oraz instytucji zamawiających, jako że wszyscy uczestnicy rynku otrzymają specjalny pakiet wdrożeniowy. Istotnym jest, aby podkreślić, iż wiedza i doświadczenie projektu e-SENS w zakresie interoperacyjności mogą być łatwo wykorzystane przez różne podmioty rynkowe, a dotychczas opracowane rozwiązania techniczne projektu mogą przysłużyć się do rzeczywistych wdrożeń kreujących nowe możliwości biznesowe.

The paper aim is to present the process of creating an electronic platform that not only will be responsible for supporting the operational work of the Purchasing Department but also to build the company's image through a marketing platform with purchases marketing. The complex requirements analysis was performed, which takes into account priorities of the different needs of users. In the initial assumptions one platform was created but as a result two versions, basic and enhanced, were created which helped show two differentiated solutions according to the features and level of sophistication of information technology.

Celem artykułu jest przedstawienie stosowanych w przedsiębiorstwach systemów e-procurement oraz ocena ich wpływu na system odnawiania zapasów. Zdefiniowano pojęcie e-procurement oraz przedstawiono genezę elektronicznej administracji publicznej, co bezpośrednio doprowadziło do powstania elektronicznych platform zakupowych. Następnie ukazano zastosowanie rozwiązań e-procurement na rynku biznesowym (wraz z podziałem segmentowym) oraz korzyści z ich wdrażania i stosowania w poszczególnych obszarach działalności przedsiębiorstwa. Ponadto opisano podstawowe pojęcia i modele odnawiania zapasów. W ostatniej części zaprezentowano wyniki badań autorskich dotyczących konkretnych zastosowań rozwiązań e-procurement, zbadano, jakie zmiany zaszły w przedsiębiorstwach po rozpoczęciu korzystania z systemów e-procurement oraz jaki miało to wpływ na model zarządzania zapasami.

This article presents the use of enterprise systems, e-procurement and evaluation (effectiveness) of their impact on stock refinishing system through the study. Defined the concept of e-procurement and the genesis of the creation of electronic public administration, as a direct determinant of the creation of an electronic purchasing platform. Then illustrated the use of e-procurement in the business market (with segment division), the benefits of the deployment and use in particular areas of business. The penultimate section describes the basic concepts and models for stocks management. The final section presents the results of copyright on specific applications of e-procurement, we examined what changes have occurred in companies after the commencement of the use of e-procurement systems and how this affected the inventory management model.

W artykule przedstawiono wyniki badań autorów przeprowadzone w grupie wyselekcjonowanych przedsiębiorstw. Skoncentrowano się na tych o wysokim stopniu kastomizacji produktów i niskiej powtarzalności produkcji. Na początku artykułu postawiono hipotezę, że istnieje zapotrzebowanie na system optymalizacji i wspomagania zaopatrzenia we wszystkich organizacjach, a szczególnie zwinnych. W dalszej części próbuje się uzasadnić postawioną hipotezę posługując się wynikami badań wspartych analizą prowadzoną według metodyki myślenia sieciowego. Wnioski oraz sugestie wypływające z przeprowadzonych badań ukierunkowano na problematykę procesu dokonywania zakupów i poszukiwania możliwości obniżania kosztów w tym obszarze

The article presents results of studies of the authors conducted in a group of selected companies. Focus was put on conditions of high customization of products and low repeatability of production. At the beginning of the article, a hypothesis was made that there is a demand for a support and optimization system of supply in agile companies. In the next part, it is attempted to justify the hypothesis made, by using the results of studies supported by analysis of the network thinking methodology. Conclusions and suggestions coming from the studies were directed on the matter of process of making purchases and searching possibilities to lower the costs in this area

In the abstract have been described basic kinds of information systems of e-procurement type. Have been showed capabilities of their utilization and advantages and disadvantages of adopted solutions. Author started discerning analysis of systems from revealing the capabilities that systems carry along during realization of bids. On the occasion of the theme there were showed conditionings and directions of development of those systems. In the following chapters of the article have been appeared other forms of e-procurement. In the first place it has been described as a system supporting, in the broad sense of the term, process of supplies in the firm, after words have been given advantages of enlargement of interactions' spectrum on whole company. In the recap there were showed aspects confirming advisability of creating B2B systems, which support activity of operators in the time of market economy. In the second part of article have been showed aspects of modeling and implementation of systems under discussion. Author, step by step, will present factors, which are essential for creation of fully functional e-procurement service. Also descriptions of programming tools, used for building those applications, will be the part of aspects under consideration. Author will use a short comparison to show the best, in his opinion, tools and to present methods of their use in order to produce correctly implemented system.

The development of the Internet affecting all areas of human life has led to the situation, where the IT techniques are used more and more often in various areas of business activity. The use of modern solutions is no longer the privilege of marketing, finance and human resources departments. Nowadays logistics is also making good use of it. The purpose of this article is to present the possibilities of use/utilisationof e-business in e-logistics and possible benefits of its application. The authors have made an attempt to present the situation of e-logistics in Poland.

The process of procurement is a crucial component of production systems providing physical products, services or information. The internet with e-procurement, the globalization of economic activities and the increasing use of systems like quality management system ISO 9001 : 2000, customer relationship management (CRM) and supply chain management (SCM) require the permanent development of innovative procurement processes. A system of checklists as presented here, may be a method, to support the design of suitable procurement systems, which improve competition, security, technical development, revenue and profit targets of organizations. They will bring transparency into the complexity of procurement processes and make them manageable for developers, designers, diagnosers and decision makers.
