W artykule zaprezentowano wyniki badań, których celem było pozyskanie wiedzy na temat rodzaju e-usług publicznych oferowanych przez 19 urzędów miast na prawach powiatu województwa śląskiego. Przeprowadzone badania pokazują, że większość -upatrywanych urzędów miast posiada zasadnicze zręby e-urzędu. Obywatele mają możliwość uzyskania on-line informacji niezbędnych do rozpoczęcia jakiegoś procesu, a także zdalnego pobierania formularzy urzędowych, a w wielu wypadkach ich wypełnienia na oficialnej stronie podmiotu i wysłania drogą elektroniczną.

In the paper the results of investigations were presented which were aimed and knowledge acquisition of public e-services offered by 19 offices of towns on the county rights of Silesian province. Undertaken research show that in majority of cases the analyzed town offices have the initial base of e-authority, Citizens have the possibility to get the information on-line necessary to start up different processes and download remote official forms and in many cases fulfill forms on town's official website and send them via electronic way.

This paper presents a case study on how to design and implement a public administration services platforms, using the SOA paradigm and cloud model for sharing among citizens belonging to particular districts and provinces, providing tight integration with an existing ePUAP system. The basic requirements, architecture and implementation of the platform are all discussed. Practical evaluation of the solution is elaborated using real-case scenario of the Business Process Management related activities.

Implementation of the system which supports the processes in public administration with the use of the electronic Platform of Public Administration Services (ePUAP), creates new opportunities for the development of many new concepts in the Information Society. The ePUAP system is a platform which clearly supports the communication processes using e-documents, mainly in the scope of office-citizen communication. The paper shows the possibilities of vast functionality extension of the ePUAP platform by implementing the system services dedicated to the user, enhancing the private document management and the correspondence with the public institutions with the use of ePUAP platform. The concept of the functionality of the Dok system is extended with an aspect of the prototype system implementation, crucial for the usage of many modern technological solutions.

Przedstawiono przebieg rozwoju elektronicznych usług administracji publicznej w Polsce w kontekście inicjatyw programowych rządu RP i organów Unii Europejskiej, wytyczających kierunek rozwoju społeczeństwa informacyjnego i gospodarki opartej na wiedzy. Oceniono stopień zaawansowania procesu elektronizacji tych usług, będącego wynikiem inicjatyw podejmowanych na forum europejskim (program eEuropa) i krajowym (strategia ePolska). Wyszczególniono działania determinujące rozwój informatyzacji urządów administracji publicznej i elektronizacji świadczonych usług oraz dokonano oceny stanu realizacji zadań strategii ePolska.

This article presents development of electronic services in the Polish public administration in the context of the Polish Government as well as the European Union initiatives, which tracing direction of development of information society and knowledge economy. Moreover, the paper comprises evaluation of the level of electronization process advancement, treated as a consequence of the Union initiatives (given in the eEurope documents) and the Polish initiatives (given in the ePoland strategy). The actions which determine the development of informatization of public administration offices as well as the development of electronization of the public services are specified. The state of the realization of tasks concerning strategy of informatization of Poland is evaluated.
