Sustainable water management strategies from a historical landscape - case study of Ganzhou, China

Starting from the consideration that sustainability of landscape heritage is logically coupled with today’s sustainable development needs, the research explores the general ideas, methods and strategies of ancient Chinese urban water management. Based on the traditional Chinese water management experience from the ancient city of Ganzhou, the paper - analyses the current water landscape heritage in Jiangxi Province, China. Based on the historic experience and knowledge introduced and analyzed in the case study of Ganzhou, it is possible to define rainwater management principles and sustainable development strategies for modern urban landscape that could be the basis of a new research perspective in facing today’s climate anomalies.

Zaczynając od konstatacji, że zrównoważony rozwój dziedzictwa krajobrazowego jest logicznie połączony z dzisiejszymi potrzebami zrównoważonego rozwoju, badania wskazują ogólne pomysły, metody i strategie starożytnej chińskiej miejskiej gospodarki wodnej. Bazując na tradycyjnych chińskich doświadczeniach w zakresie gospodarki wodnej ze starożytnego miasta Ganzhou, artykuł analizuje obecne dziedzictwo krajobrazu wodnego w prowincji Jiangxi w Chinach. W oparciu o historyczne doświadczenie i wiedzę wprowadzoną oraz przeanalizowaną w studium przypadku Ganzhou, możliwe jest zdefiniowanie zasad zarządzania wodą deszczową i strategii zrównoważonego rozwoju dla nowoczesnego krajobrazu miejskiego, które mogłyby być podstawą nowej perspektywy badawczej w obliczu dzisiejszych anomalii klimatycznych.

The paper presents a method developed and improved over many years (since 1982) by a team of researchers of the Faculty of Architecture of Wrocław University of Science and Technology for elaborating on guidelines for the conservation of cultural landscape areas. Thanks to systematic research - studies of the past changes to the landscape and analyses of the current state of affairs - they enable a synthesis of the whole spectrum of conservation protection and revalorisation problems of the area under development. They provide an appropriate basis for the preparation of planning documents. The use of their content is facilitated by an unambiguous, precise and easy-to-read graphical presentation. Currently, the technique of preparing conservation guidelines in their entirety or in certain selected aspects is applied by all graduates of the Wrocław University of Science and Technology in works requiring analysis of fragments of the cultural landscape.

W pracy przedstawiono metodykę uwzględniania dziedzictwa krajobrazowego w gospodarowaniu przestrzenią na przykładzie procedury scaleniowo wymiennej w procesie rozwoju obszarów wiejskich. W pierwszej części rozprawy przeprowadzono szczegółowe badania współczesnych podejść zarówno do koncepcji krajobrazu, jak i do koncepcji dziedzictwa. Analizy objęły badania podejść stosowanych w wybranych krajach Unii Europejskiej. W pracy wprowadzono pojęcie dziedzictwa krajobrazowego. Zaproponowano autorską definicję tego pojęcia. Dziedzictwo krajobrazowe, stanowiące zarówno koncepcję teoretyczną jak i konstrukcję społeczną potraktowano jako platformę łączącą podejścia różnych dyscyplin naukowych. Proponowaną w pracy koncepcję dziedzictwa krajobrazowego potraktowano jako odniesienie dla analiz i dyskusji związanych z wdrażaniem zapisów Europejskiej Konwencji Krajobrazowej. W zaproponowanym podejściu do dziedzictwa krajobrazowego w gospodarowaniu przestrzenią, obszarów wiejskich na przykładzie procesu scaleniowo-wymiennego, wysunięto postulat konieczności uwzględnienia w procedurze scaleniowo-wymiennej wartości elementów dziedzictwa krajobrazowego. Zidentyfikowano możliwe obszary dziedzictwa krajobrazowego wsi. Zaproponowano metodykę określania wartości gruntów z uwzględnieniem aspektów dziedzictwa krajobrazowego w procedurze scaleniowo-wymiennej, w której wykorzystano wyniki wieloletnich badań autorki pracy. W wyniku badań stwierdzono potrzebę stworzenia nowego systemu określania wartości gruntów w procesie scaleniowo-wymiennym, który uwzględniałby dodatkowo wartości historyczne, kulturowe, estetyczne, symboliczne i przyrodnicze dziedzictwa krajobrazowego oraz uregulowania kwestii jego dostępności. Zagadnienia krajobrazowe będą mieć szczególne znaczenie na obszarach charakteryzujących się słabymi uwarunkowaniami do produkcji rolniczej. Zaproponowane wskazówki metodyczne odniesiono do terenów z potencjałem rozwojowym w kierunku rekreacyjnym. W podejściu zaprezentowanym w pracy istotne jest założenie, te krajobraz (oprócz jego oczywistych związków z uwarunkowaniami przyrodniczymi i procesami historycznymi) jest funkcją określonych relacji społecznych. W prezentowanym podejściu odniesiono się do kompleksowego, interdyscyplinarnego ujęcia zagadnień związanych z rolą dziedzictwa krajobrazowego w gospodarowaniu przestrzenią, łącząc elementy architektury krajobrazu, geodezyjnego urządzania obszarów wiejskich, wyceny nieruchomości, socjologii i psychologii.

This publication presents a methodology for considering landscape heritage in spatial management, which has been applied in a land consolidation procedure as part of a rural development process. In the first part of the publication, detailed studies of contemporary approaches to landscape and heritage are presented. and landscape heritage approaches that exist in selected EU countries are examined. The publication introduces the concept of landscape heritage and proposes its definition Landscape Heritage, understood as a theoretical concept as well as a social construct, is treated as a platform for integrating different approaches. The proposed landscape heritage concept is discussed with reference to the current debate concerning the European Landscape Convention. In the proposed approach, which considers landscape heritage during spatial management in rural areas, the value of landscape heritage elements should be taken into account during land consolidation procedures. Potential rural landscape elements have been identified and a method of rural land valuation that considers landscape heritage aspects has been developed. Surveys were performed and the results have indicated the need for creation of a new land valuation system within the land consolidation procedure that would consider the historic, cultural, aesthetic, symbolic, and environmental values of landscape heritage. Public access to the landscape heritage elements should also be considered in the valuation system. Landscape heritage aspects are especially important in areas with poor agricultural conditions. and the proposed methodology has been applied to areas with recreational potential. In the approach proposed in this publication, landscape is the result of cultural and social relations in addition to its relationship with natural and historical processes. The proposition presented in this publication relates to an interdisciplinary approach to the landscape heritage aspects in spatial management, which combines elements of landscape architecture, rural development, real estate valuation, and psychology.
