The digital future of information. Determinants of the use of open source intelligence

Cyberspace as a place of information acquisition is in constant flux. Recognizing the threats and challenges associated with it is one of the key elements influencing national security. Knowledge of the current conditions affecting information security and the possibility of obtaining information is an essential element of the work of the institutions forming the state security system. This article will outline the factors affecting the future of information operation and distribution in the digital world25confirming the increased need for OSINT in state institutions, especially in the face of new challenges. These include: hacktivism, the dissemination of specialized tools and technologies for data acquisition and analysis among the network user community, hybrid and diplomatic-propaganda activities carried out in the info-sphere by nation states. The article will also provide a forecast of the development of cyberspace in the context of future OSINT activities.

Cyberprzestrzeń jako miejsce pozyskiwania informacji podlega ciągłym przemianom. Rozpoznawanie związanych z nią zagrożeń i wyzwań stanowi jeden z elementów wpły-wających na bezpieczeństwo narodowe. Znajomość aktualnych uwarunkowań wpły-wających na bezpieczeństwa informacji i możliwości ich uzyskania stanowi niezbędny element pracy instytucji tworzących system bezpieczeństwa państwa. W niniejszym artykule przedstawiono czynniki wpływające na przyszłość funkcjonowania i dystry¬bucji informacji w świecie cyfrowym potwierdzające wzrost konieczności stosowania OSINT w instytucjach państwowych, szczególnie w obliczu nowych wyzwań. Należą do nich: haktywizm, upowszechnienie wśród użytkowników sieci specjalistycznych narzędzi i technologii do pozyskiwania i analizy danych, działania hybrydowe i dyplomatyczno-pro-pagandowe prowadzone w infosferze przez państwa narodowe. Ponadto przedstawiono prognozę rozwoju cyberprzestrzeni w kontekście przyszłych działań OSINT.

O wojskach obrony terytorialnej (WOT) można mówić wtedy, gdy ich formacje zbrojnej nowoczesnej piechoty funkcjonują w strukturze terytorialnych organów dowodzenia (powiatowych, wojewódzkich i centralnego), a one same są powszechnie tworzone na poziomie lokalnym w trybie dwu–czterogodzinnego procesu osiągania gotowości bojowej. Ich żołnierze niemal na wszystkich stanowiskach są rezerwistami zamieszkałymi nie dalej niż 20 km od miejsca wykonywania zadań. Formacje te muszą być zdolne do niesienia pomocy miejscowym władzom na rzecz lokalnej społeczności, do ochrony i obrony miast, miejscowości i infrastruktury (wojskowej i cywilnej), a także do działań nieregularnych i przeciwhybrydowych w ich części militarnej. Do WOT nie należą struktury terytorialne wojsk mające jedynie zdolności operacyjne do prowadzenia działań antykryzysowych, antydywersyjnych, antyterrorystycznych oraz antydezinformacyjnych w obronie bezpieczeństwa cywilnego oraz dziedzictwa kulturowego […] i do typowych działań zbrojnych w wymiarze lądowo-militarnym we współdziałaniu z wojskami operacyjnymi*

One can talk about the territorial defense forces when their formations of modern armed infantry function within the structure of territorial defense command authorities (on the level of county, voivodeship and central) and their forces are commonly created on a local level within a 2-4 hour process of achieving combat readiness. The territorial defense forces soldiers of all seniorities are reservists living not further than 20 km from the place where the tasks are performed. The formations have to be able to provide help to local authorities for local residents, protecting and defending cities, towns and (military and civilian) infrastructure, as well as conduct irregular warfare and counter-hybrid warfare in their military part. At the same time territorial defense forces are not the territorial structures of armed forces able to use their "operational capabilities to conduct actions of counter-crisis, counter-sabotage, counter-terrorist and counter-disinformation nature in order to protect civil security and cultural heritage (...) and typical military actions in land military dimension in cooperation with operational forces".

Autorzy analizują podstawowe czynniki i okoliczności, które sprzyjały Federacji Rosyjskiej w aneksji Krymu. Określają, jaki charakter miały działania powszechnie nazywane hybrydowymi. Charakteryzują główne problemy w obszarach politycznym, ekonomicznym, militarnym, społecznym i informacyjnym (PEMSI), odzwierciedlające rzeczywistość i problemy niepodległej Ukrainy. Ukazują zależności i powiązania między wymienionymi obszarami oraz wskazują na brak zdolności Ukrainy do podjęcia skutecznego przeciwdziałania agresji. Autorzy wyjaśniają ideę działań hybrydowych, określają ewentualne sposoby przeciwdziałania im oraz wskazują na możliwe działania potencjalnego agresora.

The authors analyze basic factors and circumstances that were favorable to the Russian Federation to the process of annexing Crimea. They determine the character of conducted operations that are commonly referred to as hybrid. They characterize main problems in the areas of politics, economy, the military, social affairs and information technology (PEMST), which reflect the reality and problems of independent Ukraine. They present the relationship and interconnections between the mentioned areas, and point to the ability of Ukraine to undertake effective actions against the aggression The authors explain the idea of hybrid operations, determine possible ways of fighting against them and indicate probable actions of the potential aggressor.

Celem niniejszego artykułu jest wyjaśnienie istoty działań hybrydowych, ich zdefiniowanie, oraz przedstawienie przebiegu działań zwłaszcza w początkowej fazie przygotowania oraz przedstawienie możliwych zagrożeń dla zabezpieczenia logistycznego niezbędnego do funkcjonowania państwa. W części pierwszej opracowania scharakteryzowano istotę działań hybrydowych podano terminologię zidentyfikowaną podczas prac nad narodową koncepcją realizowaną przez Centrum Doktryn i Szkolenia Sił Zbrojnych. W części drugiej, przedstawiono rolę i znaczenie logistyki dla funkcjonowania państwa oraz zagrożenia w kontekście działań hybrydowych. Autor stara się uzmysłowić jak wielkie zagrożenia a zarazem wyzwania stoją dla zabezpieczenia funkcjonowania państwa i jakie zaznaczenie ma logistyka w narodowym systemie bezpieczeństwa.

The purpose of this article is to explain the essence of hybrid operations, define them, and present course of action especially in the initial phase of the preparation and presentation of possible threats to the security of the logistics necessary for the functioning of the state. In the first part being characterized hybrid activities, given terminology identified during the work on the national concept implemented by the Doctrine and Training Center of the Polish Armed Forces. In the second part, we present the role and the importance of logistics for the functioning of the state and threats in the context of hybrid. The author attempts to illustrate how great the risks and challenges faced at the same time to protect the functioning of the state and that the selection of logistics in the national security system.

Celem powyższego opracowania jest wyjaśnienie istoty działań hybrydowych, określenie ich przebiegu w poszczególnych fazach oraz zdefiniowanie i przedstawienie propozycji narzędzia (modelu analitycznego). W opracowaniu scharakteryzowano hybrydowość współczesnych konfliktów oraz pojęcia zidentyfikowane podczas prac nad narodową Koncepcją udziału sił zbrojnych w przeciwdziałaniu zagrożeniom hybrydowym, realizowaną przez Centrum Doktryn i Szkolenia Sil Zbrojnych w ścisłej współpracy z grupą ekspertów dziedzinowych. Przedstawiono opracowaną propozycję modelu analitycznego opisującego przebieg możliwych zagrożeń we wszystkich rozpatrywanych obszarach, tj. politycznym, ekonomicznym, społecznym, militarnym, infrastruktury i informacyjnym (PEMSII).

The aim of the article is to give a vivid insight into the essence of hybrid activity, to define the course of it in individual phases and to present the proposed tool, namely the analytical model. The article analyses the contemporary hybrid warfare and the terms formulated based on the works devoted to create the national Concept of Armed Forces Contribution in Countering Hybrid Warfare implemented by the Doctrine and Training Centre of PAF, in close cooperation with the group of subject matter experts. The article specifies the proposed analytical model concerning the course of possible threats in all PEMSII model fields, namely political, economic, social, military, information and infrastructure.
