W artykule przestawiono ocenę kryteriów klasyfikacji zagrożenia pyłami szkodliwymi W artykule przestawiono ocenę kryteriów klasyfikacji zagrożenia pyłami szkodliwymi dla zdrowia, obowiązujących do końca 2011 r., oraz kategoryzację tego zagrożenia w świetle postanowień ustawy z dnia 9 czerwca 2011 r. – Prawo geologiczne i górnicze, która weszła w życie z początkiem 2012 r. Przedstawiono brzmienie zweryfikowanych definicji opisujących to zagrożenie oraz zaproponowano nową kategoryzację zagrożenia pyłami szkodliwymi dla zdrowia, której kryteria klasyfikacji oparte zostały na wynikach monitoringu rzeczywistego stężenia zapylenia powietrza w danym wyrobisku lub jego części, a w szczególności na pomiarze najgorszego przypadku.

During the implementation of the research project “Improvement of work safety in mines”, the classification of harmful dusts hazard bas based on the monitoring (measurement) of the exposition of employees to harmful dusts. Based on these measurements, the respiratory system protection equipment with appropriate filtration class (half-masks) was selected. The requirement to use a specific type of the half-mask was the basis of classification for the given work station in the working regarding the appropriate category of harmful dusts hazard. These classification criteria for work stations in workings were often sources of misinterpretation. A new classification proposal, in accordance with guidelines and assumptions made for all natural hazards in mines corresponds to actual harmful dusts hazard and not, as was previously the case, to the exposition of employees to such dusts. The level of this hazard is specified based on measurements of total dust and respirable dust levels in air, including the locations of dust sources. According to this classification, mining workings (or parts thereof) are categorised as with or without harmful dusts hazard depending on the weighted average of dust concentration compared to the largest allowable concentration (TLV) and the worst-case dust concentration measured. Further classification divides mining workings (or parts thereof) with harmful dusts hazard into two categories: where worst-case dust concentration measurement does not exceed (category A) or exceeds (category B) filtration capabilities of personal respiratory system protection equipment.

W artykule przedstawiono analizę kierunków zmian w podejściu do problematyki zagrożenia działaniem pyłów szkodliwych dla zdrowia w podziemnych zakładach górniczych w prawodawstwie polskim w ostatnim dwudziestoleciu. Scharakteryzowano zmiany dotyczące podstawowych kryteriów klasyfikacji tego zagrożenia, że szczególnym uwzględnieniem obowiązującego od 2012 roku Prawa geologicznego i górniczego. Dokonano szczegółowego porównania wartości stężenia zapylenia powietrza, powyżej której praca jest zabroniona oraz zasad bieżącego i okresowego monitorowania zagrożenia działaniem pyłów szkodliwych dla zdrowia na stanowiskach pracy, w tym częstotliwości wykonywania pomiarów.

In the article, we examine the changes in Polish legal regulations made over the past two decades as regards addressing the harmful effect of dust on the health of the underground coal mine personnel. We have characterised the changes in the key classification criteria for this health hazard, with special focus on the Geological and Mining Law introduced in 2012. By reviewing the existing legislation, we have made a detailed comparison of air dust concentration thresholds above which carrying out work is forbidden, and of the ongoing and periodical monitoring of the health hazard related to dust at workstations, including the measuring frequency.
