In countries where tougher environ-mental standards were voluntarily adopted, domestic industries claim that eco-policy has a negative impact on their profitability and international competitiveness. To compensate these effects, governments are compelled to introduce protectionist elements into environ-mental regulations. Comparing eco-dumping with green protectionism the natural question is if rational anti-dumping remedies under Article VI of the GATT may be the second-best policy for addressing global environmental problems.
