W artykule przedstawiono charakterystykę ruchu jednostek pływających na zagospodarowanym hydrotechnicznie odcinku drogi wodnej E70 na terenie Polski w latach 2004-2014. Analiza zmienności wieloletniej wskazała na wzrost wykorzystania drogi wodnej, niemniej przejawia się to przede wszystkim w ruchu lokalnym, głównie turystycznym. Uzyskane wyniki odniesiono do obecnego stanu i perspektyw rozwoju polskich dróg wodnych.

The article presents characteristics of the watercraft traffic on the developed hydrotechnical section of the E70 waterway in Poland in the period between 2004 and 2014. The long-term variability analysis pointed out to an increased use of the waterway, manifesting itself mainly through local, mostly tourist traffic. The obtained results were compared to the current situation of the Polish waterways and their growth perspectives.

The regulated (engineered) section of the Noteć River located in Nakło County (in Polish referred to as powiat nakielski) along with the Bydgoszcz Canal is part of the international E70 waterway established in the 1990s, which is supposed to ultimately connect Rotterdam with Klaipeda. It is assumed that this fact should constitute a stimulus for a more dynamic economic development of the county, especially in the tourism sector. This opinion is reflected in the already prepared planning documents that serve the establishment of a long-term strategy of the socio-economic development for local authority units. The paper provides a critical evaluation of the attractiveness and accessibility of tourist attractions located in Nakło County in the context of the anticipated regeneration of the E70 waterway. It has been pointed out that the attractiveness of a waterway for the tourist traffic is provided not only by the accompanying heritage infrastructure but also by the natural and cultural potential of the adjacent areas and their tourist development. For this reason, Nakło County can currently only be a transit area for tourists travelling along the E70 waterway rather than a separate and self-sustaining destination.

Construction variants for a Bydgoszcz bypass canal along the route of International Waterway E70

The paper presents different variants for a Bydgoszcz bypass canal prepared based on the analysis of historical materials as well as contemporary environmental and economic factors. While preparing the concept, the following aspects were taken into account: land relief, current land-use patterns, nature protection forms, and inland waterway development plans, including the location of a multimodal port in the vicinity of Solec Kujawski. As a result of the conducted analysis, four variants of the bypass canal were established: two of them running north of and two south of Bydgoszcz. In addition, their environmental and infrastructural impact was preliminary assessed as well as their functional and spatial connections with the surroundings were analysed. Furthermore, measures aimed at executing the designed projects were suggested.

Artykuł próbuje ocenić aktualny stan zagospodarowania polskiego odcinka drogi wodnej wschód-zachód E70. Badania przeprowadzono metodą wywiadu skategoryzowanego. Narzędziem był kwestionariusz wywiadu. Pytania miały charakter zamknięty, zastosowano skalę semantyczną (skala Osgooda), którą wykorzystuje się do oceny postaw, opinii czy zjawisk. Badania przeprowadzono w sześciu miejscowościach położonych bezpośrednio nad ciekami wchodzącymi w skład odcinka drogi wodnej wschód-zachód E70.

The article constitutes an attempt at assessment of development of the Polish section of the East-West E70 waterway. The research was carried out with the categorized survey method. The used tool was a survey questionnaire. The survey was composed of closed questions and was based on the semantic (Osgood's) scale, used for evaluation of attitudes, opinions or phenomena. The survey was carried out in six localities situated directly on watercourses constituting part of the East-West E70 waterway section.

W systemie dróg wodnych śródlądowych w Polsce droga wodna Wisła – Odra /E – 70/ jest drogą na poszczególnych odcinkach różnie klasyfikowaną (rzeka skanalizowana, kanał, rzeka swobodnie płynąca), co pozwala ją określić jako typową dla całego systemu. Konsekwentnie można by uznać, że parametry i techniczne ograniczania głównie prędkości są uwzględniane w ustaleniach (ofertach) przewoźnika zawartych m.in. w postanowieniach taryfowych obiektywnie. Godnym uwagi pozostaje też fakt, że dobowa odległość założona jako „przebieg środka transportu z ładunkiem” w transporcie wodnym śródlądowym jako obejmującym przewozy masowe nie może być przyrównywany do wielkości występujących w innych gałęziach, w których zakłada się odpowiednio kilkaset km w ciągu doby.

In the case of freight transport is important to determine the delivery date. The term referenced to freight transport by inland waterways is relatively long compared to those in other modes of transport. This does not mean that it excludes the choice of means of transport for the specified cargo and its possible quantity. The interest in this issue for the purposes of cognitive problem was considered appropriate for consideration in this study.

Problem rewitalizacji dróg wodnych w Polsce od pewnego czasu aktywizuje działalność samorządów przy współpracy ze środowiskiem żeglugowym. Przejawia się to organizowaniem wielu konferencji, sejmików i innych spotkań oraz kierowaniem stosownych dokumentów do władz RP. Kluczowym z nich jest Stanowisko Konwentu Marszałków RP z listopada 2012 r. Rodzące się na jego tle problemy w odniesieniu do trzech głównych tras dróg wodnych E 30, E 40 i E 70 są przedmiotem rozważań Autora. Wskazuje on również na możliwości rozwoju dróg wodnych o charakterze turystycznym.

For some time, local governments have been involved in the problem of waterways revitalisation in Poland, in cooperation with the navigation institutions. It is reflected in organisation of numerous conferences, councils and other meetings, as well as in addressing relevant documents to the central government authorities. The key document is the Position of the Convention of Marshals of the Re-public of Poland of November 2012. The author devotes the article to the problems arising out of this paper with regard to three main waterways: E 30, E 40 and E 70. He also indicates the possibilities for development of touristic waterways.
