Application of safety inspections for evaluation of two-lane regional roads in Poland

In the paper methods for conducting Road Safety Inspections (SIs) in Italy and Poland are described and compared. The goal of the study is to improve the quality and efficiency of the safety inspections of road network by using low cost equipment (GPS, Tablet, Camera) and specific software. Particular attention was paid to the need for proper calibration of factors, causing traffic safety hazard associated with road infrastructure. The model developed according to the Italian procedures was adapted to comply with the checklists and evaluation criteria of the Polish guidelines. Overall, a good agreement between the two approaches was identified, however some modification was required to include new safety issues, characteristic for the Polish network for safety inspection of two lane rural roads. To test the applicability about 100 km of regional two lane roads in Poland were inspected with Polish and Italian procedures.

Influence of selected road parameters on velocity of two-lane, two-way highway

The paper presents the problem of relationship between velocity on two-lane, two-way highway and selected road parameters. Taking advantage of a number of analytic or empirically determined relationhips it can be evaluated which v85 velocity shall be guaranteed by the technical state of the given highway segment. Drawn along the road, the profile of velocity v85 (guaranteed by the technical state of the highway) enables to find the place where the decreased values of v85 occur or where sudden variations of this velocity occur in succeeding segments. The Author proposes to use the above analysis of the effect of individual highway parameters to asses the technical state of roads with regard to the guaranteed highway functional quality, i.e. v85 velocity. Analysis of technical state of highways with regard to velocity is needed and necessary, as writes St. Lenczewski in his foreword to: "road accident statistics give the driver's error as one of the main causes analysis of accident locations proves their grouping on the definite, short segments of the highway. This phenomenon could mean that in certain definite places, sudden and unexpected to drivers, alterations and difficulties in traffic conditions take place and situations created by them lead to accidents, in which the highway plays an important part."

Przedstawiono problem zależności prędkości na dwupasowej drodze dwukierunkowej od wybranych parametrów drogi. Wykorzystując szereg zależności analitycznych lub wyznaczonych w sposób empiryczny można ocenić, jaką prędkość v85 będzie gwarantował swym stanem technicznym dany odcinek drogi. Wykreślony wzdłuż drogi profil prędkości v85 (gwarantowanej stanem technicznym drogi) umożliwia znalezienie miejsca, gdzie występują obniżone wartości prędkości v85 lub gdzie następują gwałtowne zmiany tej prędkości na następujących po sobie odcinkach. Powyższą analizę wpływu poszczególnych parametrów drogi na prędkość autorka proponuje wykorzystywać do oceny stanu technicznego dróg ze względu na gwarantowaną wartość użytkową drogi, czyli prędkość v85. Analiza oceny stanu technicznego dróg ze względu na prędkość jest potrzebna i konieczna, gdyż —jak pisze St. Lenczewski w przedmowie do Highway design "...statystyki wypadków drogowych wysuwają jako jedną z głównych przyczyn ich powstawania błędne działanie kierowcy. Analiza lokalizacji miejsc wypadków świadczy o grupowym sposobie ich występowania na określonych krótkich odcinkach drogi. Zjawisko to może oznaczać, że w pewnych określonych miejscach na drodze powstają nagłe, nieoczekiwane przez kierowców zmiany i utrudnienia w warunkach ruchu, a wytworzone przy tym sytuacje doprowadzają do wypadków, w których droga odgrywa istotną rolę. ...''.
