The article present a problem with the common understanding of the definition ,,command” mainly on the basis of Polish literature, but also aboard, in particular in the doctrinal documents of NATO. It also shows the differences between command and control, steering and management.

Artykuł przedstawia pogłębioną charakterystykę nowych technologii telekomunikacji SCIP – NINE, których celem jest zapewnienie interoperacyjności dowództw, sztabów i pododdziałów w operacjach sojuszniczych wykorzystujących różne utajnione systemy łączności, które takiej cechy nie posiadają. Szczególną uwagę zwrócono na aspekty bezpieczeństwa łączności pomiędzy terminalami SCIP, SCIP/NINE zapewniającymi utajnioną łączność poprzez istniejące sieci heterogeniczne, co jest istotnym elementem sieciocentryczności systemów stacjonarnych i polowych. Ponadto autorzy przedstawili ogólny scenariusz wykorzystania tych technologii dla potrzeb kierowania stacjami radiolokacyjnymi w dywizjonie obrony przeciwlotniczej.

This paper presents depth characterization the new technologies of telecommunication ie. SCIP (Security Communications Ineroperability Protocol) and NINE ((Network and Information IP Encryption) that will be used for interoperability commands, headquarters and military units on the battlefied. Especially it is needed during coalition operations, where are used different secure communication systems without possibility of interoperability. Particular attention autors paid on SCIP/NINE transfer aspects between secure enclaves of the heterogenic nets. This is an essential problem in the network-centric stationary and field communication systems. Additionally autors presented general operational scenario of utility these technologies for managing the radars used in anti-aircraft defence squadron.

Funkcjonowanie sił powietrznych w systemie bezpieczeństwa narodowego w okresie pokoju, kryzysu i wojny zależy od efektywności systemu dowodzenia. Można zaryzykować stwierdzenie, że system dowodzenia sił powietrznych ma kluczowe znaczenie dla systemu bezpieczeństwa narodowego, bo będzie on na tyle sprawny, na ile użyteczny będzie jego podsystem dowodzenia, a w nim system dowodzenia sił powietrznych, odpowiedzialny za bezpieczeństwo powietrzne państwa. Jak pisał wybitny teoretyk użycia lotnictwa w wojnach i operacjach, włoski generał Giulio Douhet, że „...tak jak dziś całkowicie doceniamy znaczenie panowania na morzu, w niedługim czasie niemniej ważne stanie się panowanie w powietrzu . Ponadczasowa myśl Autora jest wciąż aktualna i mimo pewnej niechęci do lotnictwa (do sił powietrznych) części decydenckich gremiów polityczno-wojskowych, wynikającej z nieszkodliwej, wewnątrzresortowej rywalizacji. Wiodące działanie sił powietrznych obserwowane w prowadzonej operacji libijskiej, w całości realizowane przez siły powietrzne państw NATO, tylko przy nieznacznym wsparciu marynarki wojennej, wskazuje na system dowodzenia siłami powietrznymi w operacjach, jego przydatność i wpływ na efektywność użycia sił powietrznych. Zgodnie z przyjętą metodologią, prezentowane w materiale treści dotyczą problematyki dowodzenia w układzie narodowym i sojuszniczym w czasie pokoju, kryzysu i wojny. W prezentowaniu treści, więcej uwagi poświecono funkcjonowaniu systemu dowodzenia Sił Powietrznych RP w układzie sojuszniczym, wskazując jedynie na te elementy narodowe, które są bezpośrednio związane z wykonywaniem zadań na rzecz systemu bezpieczeństwa narodowego w czasie pokoju, kryzysu i wojny.

Functioning of the air force within the system of national security in the periods of peace, crisis and warfare to a large extent depends on the effectiveness of the command system. One can risk a statement that functioning of the air force command system in the periods of peace, crisis and warfare is of key importance for the national security system as it can be as effective as it’s subsystem of command - including the air force command system responsible for the country’s air security - proves serviceable. A distinguished military theorist dealing with the issues of the air force service in wars and military operations, General Giulio Douhet stated that: „...as these days we utterly appreciate the significance of the full control of the sea, in the short time perspective full control of the air shall become equally significant, as only having conquered the air we will be able to dominate over the enemy just as expressed in the following concise statement: it is easy to see everything and to effectively attack from the air - this is the advantage we can make the full use of, if only we force the enemy to stay on the ground”. The everlasting thought of the author is still up-to-date and despite some reluctance of certain decision-making political-military authorities to the aviation (air force) resulting from rather harmless, intra-departmental competition, as well as from the economic factors (the maintenance of the air force being rather costly) air force is still considered to be the type of the service that no military operation can be commenced or completed without. It is clearly revealed in the Libyan military operations which are carried out in full by the NATO air force only to some extend supported by the operations of the navy. No land forces intervention is, at least for the time being, taken into account. Therefore, this is the reason for turning more attention to the air force combat command system as the effective service of the air force to a large extent relies on this system. According to the adopted methodology, the issues presented in the article refer to the problems of command in the national perspective as well as in the aspect of the allied countries in the times of peace, crisis and warfare. More attention was paid to the functioning of the Polish Air Force command system in the allied force perspective. Only those state-related elements have been pointed out which are directly related to the execution of the tasks serving the national security in the times of peace, crisis and warfare.
