W ramach badań prowadzonych w roku 2017 w Politechnice Śląskiej dokonano oceny dokładności oraz wyznaczenia parametrów transformacji współrzędnych XY między układami lokalnymi stosowanymi w przedsiębiorstwach górniczych i układem państwowym PL-2000. Wykazano, iż przeprowadzenie transformacji niezależnie dla obszaru górniczego każdej z kopalń powoduje, iż te same punkty w układzie lokalnym otrzymują różne współrzędne w układzie PL-2000. W artykule przedstawiono wyniki wstępnej analizy różnic współrzędnych punktów granicznych wybranych, sąsiadujących ze sobą kopalń, uzyskiwanych w wyniku transformacji wykonanych z wykorzystaniem parametrów transformacji odrębnie dla każdej z nich. Przedstawiono propozycje rozwiązania występującego problemu poprzez zastosowanie w zadaniu transformacyjnym metody niezależnych modeli. Zagadnienie to stanowi przedmiot dalszych badań prowadzonych obecnie w Zespole Kartografii i Systemów Informacji Przestrzennej.

As a part of the research conducted in 2017 at the Silesian University of Technology, the accuracy assessment and determination of the XY coordinate transformation parameters between the local systems used in mining enterprises and the PL-2000 state system were conducted. It has been shown that transforming independently for the mining area of each mine causes that the same points in the local system receive different coordinates in the PL-2000 system. This paper presents the results of the preliminary analysis of coordinate differences of border selected points, neighboring mines, obtained as a result of transformations made with the use of transformation parameters separately for each of them. Proposals for solving the occurring problem have been presented by the use of the method of independent model in the transformation task. This issue is the subject of further research currently conducted by the Cartography and Geographical Information Systems Team.

W artykule przedstawiono informacje o Archiwum Dokumentacji Mierniczo-Geologicznej w Wyższym Urzędzie Górniczym. Zaprezentowano historię powstania, formalno-prawne podstawy jego funkcjonowania, organizację i zadania oraz dotychczasowe osiągnięcia. W części końcowej omówiono metodykę oceny zagrożeń ze strony wyrobisk górniczych, mających połączenie z powierzchnią usytuowanych na terenach zlikwidowanych podziemnych zakładów górniczych. Wyniki przeprowadzonych do tej pory inwentaryzacji są znaczącym wsparciem w procesie udzielania informacji o terenie pogórniczym realizowanym przez archiwum.

The closure of mines results from the restructuring of the mining sector started in the 1990s. This is associated with the need to protect and archive mine survey and geological documentation, which includes complete information on mining activities. To preserve the knowledge included in mine survey and geological documentation for future users of post-mining areas, the President of the State Mining Authority established an Archive of Mine Survey and Geological Documentation 25 years ago. Its aim is to collect, protect, and archive documents from mines to be closed, as well as to prepare them to be made available. So far, the Archive has acquired a total of 584 fonds (133 of which from underground mines, and 451 from open-pit and borehole mines). As at the end of 2018, the Archive collected 24,316 archival units (single documents or collections of them), including cartographic documents. Some of them, especially those necessary to prepare information on geological and mining conditions in a post-mining area, were converted into electronic form. As at the end of 2018, a total of 12,722 applications for the provision of such information were processed. In 2018, the State Mining Authority – with financial support from the National Fund for Environmental Protection and Water Management – also became to make an inventory of previous excavations connected to the surface, which is part of the "Reduction of inconvenience caused by extraction" priority programme. As at the end of 2018, a total of 2,790 excavations of this type in Śląskie and Dolnośląskie Provinces were inventoried. Inventory results are stored at the Archive, while data on inventory results are used to prepare information on post-mining areas and made available to persons concerned.

Artykuł opisuje sylwetkę mierniczego górniczego na tle wymagań określonych w przepisach ustawy – Prawo geologiczne i górnicze oraz wydanych na jej podstawie rozporządzeń wykonawczych. Wyjaśnia zasady stwierdzania kwalifikacji mierniczego górniczego, wskazując na kwalifikacje w zakresie przygotowania i doświadczenia zawodowego. W syntetyczny sposób prezentuje zadania mierniczego górniczego w różnego rodzaju zakładach górniczych i zakładach.

The primary duty of a mining surveyor in the maintenance of mining and general facilities is drawing up surveying documentation, which has direct impact on the safety of maintenance procedures and of the staff, on general safety and environment protection. This documentation stems from an extensive range of obligations attributable to surveying services in all types of mining facilities, as overseen by a mining surveyor. What is noticeable is that pertinent legislation stipulates that the mining surveyor should closely cooperate with the maintenance officer in the respective mining facility. For years, these two officers have based their communications on the surveying log present in every mining facility, where the mining surveyor notifies the maintenance management of any irregularities in maintenance and on any threats identified, whether natural or mining. The extraordinary importance of the mining surveyor is emphasized by the fact that, similarly to the qualifications of a mining geologist and a maintenance officer in a mining facility – their qualifications are certified by the President of the State Mining Authority. Both in Poland and abroad, a mining surveyor is perceived as a public trust profession, responsible for crucial tasks and information – from the point of view of a mining company. Documents signed by the mining surveyor are a guarantee of professional reliability and conformity with effective regulations. The mining surveyor often meets with local government bodies and local communities affected by the mining activities, providing explanations and information, this satisfying essential social needs which have direct impact on general safety and environment protection.

Wobec nasilonego po 1989 r. procesu likwidacji zakładów górniczych, koniecznym stało się zabezpieczenie dokumentacji mierniczo-geologicznej po zlikwidowanych zakładach, jako podstawowego źródła informacji o prowadzonej w przeszłości działalności górniczej i jej oddziaływaniu na środowisko. Informacja ta jest niezbędna m.in. dla: bezpiecznej pracy w czynnych zakładach górniczych, planowania i zagospodarowania przestrzennego terenów pogórniczych oraz ich przywracania do właściwego stanu, dochodzenia roszczeń z tytułu szkód pochodzenia górniczego, zapobiegania zagrożeniom powstającym w wyniku procesów zachodzących w górotworze. W Wyższym Urzędzie Górniczym uznano za konieczne utworzenie jednostki, która będzie takie informacje pozyskiwała, przechowywała, porządkowała, przetwarzała i udostępniała. W takim celu powołano Archiwum Dokumentacji Mierniczo-Geologicznej, którego dotychczasową działalność omówiono w artykule.

In view of the liquidation of mines, increased after 1989, it became necessary to protect the geological-survey documentation of closed factories, as the primary source of information about their past mining activity and its impact on the environment. This information is required for e.g., safe working in active mines, planning and developing the post-mining lands and restoring their proper condition, claims for damages of mining origin, prevention of risks arising as a result of processes occurring in the subsurface. In the State Mining Authority, it has been considered as necessary to create an entity to solicit such information, store, order, process and make available. For that purpose, the Archive of Mine Survey and Geological Documentation has been founded, the current activities of which is described in this paper.

Jednym z rodzajów dokumentacji, które posiada przedsiębiorca górniczy, jest dokumentacja mierniczo-geologiczna. Jest ona sporządzana i uzupełniana przez osoby posiadające odpowiednie kwalifikacje. Mierniczy górniczy oraz geolog górniczy wykonują na potrzeby ruchu zakładu górniczego różnego rodzaju pomiary, obmiary czy też obliczenia. Wyniki tych prac są wykorzystywane między innymi do tworzenia map wyrobisk górniczych. W celu realizacji zadań związanych z obsługą mierniczą i geologiczną zakładu górniczego wykorzystywane są również metody i narzędzia informatyczne. Duża dostępność oprogramowania związanego z wizualizacją wyników pomiarów geodezyjnych czy też geologicznych pozwala na zmianę formy sporządzania dokumentów kartograficznych i tekstowych wchodzących w skład dokumentacji mierniczo-geologicznej. W celu spełnienia wymogów, jakie stawia się dokumentacji mierniczo-geologicznej zakładu górniczego, niezbędne jest zapewnienie sporządzanym dokumentom odpowiednich cech. Przejście z tradycyjnego sposobu sporządzania i aktualizacji map górniczych na elektroniczny system obsługi zasobu mapowego wymaga podjęcia szeregu skomplikowanych i czasochłonnych działań. Polegają one na przenoszeniu zasobu map w środowisko cyfrowe, standaryzacji w zakresie warstw tematycznych oraz aktualizacji postępu wyrobisk i innych elementów stanowiących treść map górniczych. W artykule przedstawiono i scharakteryzowano również poszczególne elementy wpływające na sposób zarządzania cyfrową dokumentacją mierniczo-geologiczną.

One of the kind of documentation's which mine entrepreneur has, is a surveyor-geological documentation. The documentation can be made up or completed only by certificated mine surveyors and geologist in accordance with their qualifications. The surveyor and the geologist do for a mining establishment many kinds of measurements, quantity surveys and calculations. Results of these works can be used, among other for creating maps of mining excavations. To realize this tasks, which are connected with surveyor-geological documentation the computer methods and tools also can be used. The large accessibility of the software connected with visualisation of results of survey or geological measurements allows to change the form of preparing the cartographic and textual documents which compose of the surveyor-geological documentation. For meeting the obligations, which are needed in the surveyor-geological documentation it is necessary, that the documents have special features. The passage from traditional way to electronic system of documents preparing and updating needs special methods and demands time-consuming works. The digital surveyor-geological documentation needs to transfer traditional maps in to digital environment, standardize thematic layers as well as to prepare special procedures for actualization of excavations progress as well as other elements on the mining maps. The paper presents and characterises also individual elements influencing essentially management of digital records referring to survey and geological data.

Prawo geologiczne i górnicze nakłada na Prezesa Wyższego Urzędu Górniczego obowiązek gromadzenia i archiwizacji dokumentacji mierniczo-geologicznej zlikwidowanych zakładów górniczych. Czynności z tym związane wykonuje Archiwum Dokumentacji Mierniczo-Geologicznej w WUG. Archiwum udostępnia dokumentację zainteresowanym osobom i stronom dla potrzeb związanych z realizacją szeregu zadań z zakresu planowania przestrzennego i budownictwa, bezpieczeństwa powszechnego, ochrony środowiska oraz dochodzenia roszczeń z tytułu szkód pochodzenia górniczego. Zawarte w dokumentacji archiwalnej dane oraz informacje znajdują wykorzystanie praktyczne w wielu rozwiązaniach projektowych realizowanych w zakładach górniczych oraz w przedsięwzięciach proekologicznych na terenach pogórniczych.

Geological and Mining Law lays on the President of State Mining Authority (WUG) an obligation of gathering and archivization of surveying-geological documentation of abandoned mines. The obligation is realized by Record Office of Surveying-Geological, which is the unit of WUG. The Office renders the documentation accessible persons or parties for purposes of realization of many goals in the field of: land use planning, public safety; environmental protection; and claiming damages connected to mining. Data and information contained in the documentation are practically used for a lot of planning solutions at mines as well as ecological projects in the post-mining lands.

Przedstawiono typowe mankamenty i niedostatki oraz błędy merytoryczne geologicznego dokumentowania zasobów i jakości złóż. Zwrócono uwagę na zbyt powściągliwy i niewystarczający opis procesu opróbowania i analizy chemicznej w dokumentacjach geologicznych, skutki uwzględniania struktury zmienności parametrów przy szacowaniu zasobów i bezsens takiego szacowania w zbyt małych fragmentach złoża. Zaproponowano zmianę sposobu opróbowania rdzeni wiertniczych, modyfikację metody wieloboków Bołdyriewa, zastąpienie szacowania zasobów metodą średniej arytmetycznej przez metodę średniej zasobności, sporządzanie map izoliniowych parametrów na bazie interpolacji blokowej w miejsce interpolacji punktowej.

The main shortages and errors of deposit resource assessment presented in geological reports were emphasized: insufficient description of sampling and analytical process, lack of the information about structure of variability of deposit parameters, low accuracy of resource estimation in small block and low reliability of contour maps. It was proposed: the modification of resources estimation by the Boldyriev polygonal method, the replacement the method of arithmetic mean by the method of the mean accumulation and the construction of contour maps on the basis of block interpolation.

Prowadzona w Polsce od kilkunastu lat transformacja społeczno-gospodarcza spowodowała konieczność ograniczenia wielkości wydobycia kopalin, poprzez zmniejszenie zdolności produkcyjnych, a także likwidację nierentownych zakładów górniczych. Likwidacja zakładów górniczych wiąże się z problemem zabezpieczenia i wykorzystania dla innych potrzeb dokumentacji mierniczo-geologicznych wytworzonych w tych zakładach. Dla rozwiązania tego problemu przy Wyższym Urzędzie Górniczym powołane zostało Archiwum Dokumentacji Mierniczo-Geologicznej. W artykule przedstawiono formalno-prawne podstawy działania Archiwum, jego organizację i zadania, opisano proces gromadzenia i archiwizowania dokumentacji mierniczo-geologicznych zlikwidowanych zakładów górniczych oraz proces jej udostępniania i udzielania informacji o środowisku na terenach po działalności górniczej.

The social and economical transformation which takes place in Poland since over ten years resulted in the necessity of limiting the scale of mining by means of limiting the production capacity and also by closing down non-profitable mining enterprises. Closing down of mines is connected with the problem of protecting and using for other purposes of survey and geological documentation which has been prepared in such enterprises. To solve this problem, the Archive of Survey and Geological Documentation has been created at the Wyższy Urząd Górniczy (Supreme Board of Mining). Presented in the article have been the formal and legal principles of the Archive's activity, its organization and tasks, described has been the process of collecting and storing the survey and geological documentation of closed down mines and the procedure of making them accessible, as well as of rendering information on the environment of the area of mining activity in the past.
