Every year in the U.S., 40,000 jobs for information security analysts go unfilled, and employers are struggling to fill 200,000 other cybersecurity-related roles. Colleges and universities have created certificates, undergraduate and graduate programs to train professionals in these job roles. The challenge of meeting the cybersecurity workforce shortage through degree programs is intensified by the reality of the limited number of cybersecurity and engineering faculty at colleges and universities. This paper explores the essential need to develop more doctorate faculty in technology-related areas. It explains some unique and non-traditional paths to doctoral completion that allow professionals with significant real-world work experience to complete a doctorate without career interruption and relocation from highly respected and established universities in the U.K., USA, and Australia.

W pracy przedstawiono przegląd wymagań i zasad prowadzenia studiów trzeciego stopnia z zakresu inżynierii rolniczej w Europie. Są one bardzo zróżnicowane. Objawia się to zarówno w okresie trwania (6-10 semestrów), liczbie obowiązkowych i wybieralnych przedmiotów oraz w stosowaniu europejskiego systemu transferu punktów. Dotyczy to również zasad i formy przedłożonej rozprawy oraz organizacji obrony. Przeważa pogląd, że nie należy tworzyć jednolitych zasad dla studiów trzeciego stopnia w Europie, gdyż mogło by to doprowadzić do ograniczenia niezależności badań naukowych.

The work presents a review of requirements and rules for organising the third grade studies in the agricultural engineering in Europe. They are highly diversified. This is visible in duration (6-10 semesters), the number of compulsory and selectable subjects, and in applying the European Credit Transfer System. This also applies to the rules and form of submitted dissertation and defence organisation. It is commonly believed that no uniform rules should be established for third grade studies in Europe, since this may lead to limitation of scientific research independence.

The article presents the basic assumptions of doctoral studies conducted currently at National Defence University (AON). The increase of curriculum requirements is stressed, which results from the accepted Bologna strategy assumptions and contemporary level of civilisation development. Firstly, the author refers to the formal conditions of organising and conducting doctoral studies. On this basis, he points at certain discovered discrepancies between the course of study and the procedure of launching and granting the Doctor’s degree. In this area there are many doubts concerning completing the studies without receiving the Doctor’s diploma. As far as the issue of the effectiveness of the studies is concerned, the author stresses the importance of the right recruitment, the role of a supervisor and systematic progress assessment in the course of studies. Finally, the requirements for doctoral studies are defined and the necessity to evaluate the final results of studies is underlined. The author has been in charge of doctoral studies at National Defence University for several years.

In the paper a concept and organizational rules for the doctor studies in the field of "Production Management, Technology Transfer, Productivity. and Technology Innovations" are presented. The studies have been conduced al the Faculty of Industrial Engineering at Warsaw University of Technology since 1997 as a day and extra-mural study. In more detail the following issues are covered: the doctor studies goals, their frame programme, recruitment rules, the role and responsibilities of the Programme Board, and examples of doctor theses. Finally some numbers related to the studies and relevant practical experience are demonstrated.
