Ewidencja gruntów i budynków powinna funkcjonować w zgodności z ustaleniami zawartymi w przepisach prawnych i technicznych, a jednocześnie spełniać oczekiwania otoczenia systemowego w zakresie realizacji zadań związanych z zaspokajaniem zapotrzebowania odbiorców indywidualnych i zbiorowych na dane ewidencyjne. Wyniki analizy zasad, uwarunkowań oraz okoliczności funkcjonowania ewidencji gruntów i budynków przeprowadzonej na tle teorii efektywności systemów działania i zasady racjonalnego gospodarowania dowodzą, że do opisu tego systemu można wykorzystać sprawność, jedną z cech systemowych. Ogólnie sprawność systemu powinna wyrażać jego skuteczność oraz ekonomiczność. Z uwagi na stan badań nad sprawnością funkcjonowania ewidencji gruntów i budynków w ogóle istnieje potrzeba opracowania metody oceny skuteczności tego systemu w danym miejscu i w danej chwili. Sytuacja ta wymaga zatem rozwiązania szeregu zadań badawczych, przede wszystkim sformułowania zestawu cech diagnostycznych, których stan decyduje o sposobie gromadzenia, udostępniania i doskonalenia danych ewidencyjnych oraz opisuje ich jakość i możliwości praktycznego wykorzystywania.

Cadastre should function in accordance with the low and should also meet the requirements of the system environment in area of the realization of tasks connected with the demand for cadastral data of ther both individual users and business. The results of the carried out analysis of the rures, backgrounds and the reasons for the cadastre’s function, in comparison wuith the theory of the system’s work effectiveness and the eules of the rational management show, that in the description of cadastral system the efficiency, as the one of the system’s descriptors, could be considered. In general, the system’s efficiency should describe its effectivenss and cost-effectiveness. Taking the state of the research on the effectiveness of the cadastre function into consideration, there is need to work out the method of the evaluation of the system’s efficiency in defined time and place. That situation requires undertaking sequrence of research tasks, above all defining the set the diagnostic features, which state decide on the way of collecting, accessing, improving and describe the quality of the potential of the functional value gathered in the system.
