Obecny poziom rozwoju turystyki i coraz większa presja na obszary przyrodniczo cenne powoduje konieczność pogłębiania studiów nad chłonnością i pojemnością turystyczną. Ustalenie tych wskaźników pozwala określić górne granice użytkowania i zagospodarowania turystycznego, przy których funkcja turystyczna poszczególnych obszarów nie będzie stanowiła zagrożenia ochrony ich różnorodności biologicznej. Problematyka ta jest ważna z teoretycznego i praktycznego punktu widzenia. W opracowaniu przeprowadzono analizę i ocenę dotychczasowego stanu badań w dziedzinie chłonności i pojemności turystycznej, określono główne czynniki determinujące wielkości tych wskaźników, ukazano sposób ich wyznaczania (przedstawienie procedury badawczej, analiza charakteru możliwych oddziaływań turystyki na przyrodę, głównie na poziomie gatunkowym i ekosystemowym) oraz wskazano ich funkcję stymulującą w sterowaniu popytem i podażą turystyczną.

The present level of tourism development and greatest pressure on nature valuable areas cause necessity of deeping studies concerning absorption and tourist capacities. Establishing of this indicators allows to define overhead borders of using and tourist developing at which the tourist function of individual area is not a threat for protection of their biological diversities. This article carries analysis of existing research in sphere of absorption and tourist capacity and also main factors determining largeness of these indicators and presents investigative procedure at their appointments. The last part of this paper is the analysis of possible character of interaction between tourism and nature (at the level of species and ecosystems). The role of this indicators as mechanism helping taking a decision planning and investment is also shown.

Studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy jest opracowaniem planistycznym określającym politykę przestrzenną gminy. Dokument ten nie stanowi jednak podstawy prawnej do wydawania decyzji administracyjnych o warunkach zabudowy i zagospodarowania terenu, nie jest bowiem przepisem gminnym. W pewnym sensie jest więc to wstępne opracowanie planistyczne do sporządzania miejscowych planów zagospodarowania przestrzennego. W artykule sformułowane zostały ogólne zasady sporządzania studium zagospodarowania przestrzennego, ze szczególnym uwzględnieniem ładu ekologicznego.

The author presents the position regarding the place of tourism in planning and strategy documents prepared by a gmina. A gmina study identifies the conditioning and then the directions of gmina development. On the basis of social and economic factors a rational (sustainable) policy of gmina development is prepared. The paper presents the factors determining the directions of development of the area, including tourism and recreation. The final assessment of the chances of tourist development of the area should be included, after verification, in the directions of gmina development identified by the study, which in turn should be included in the strategy of tourist product prepared by the gmina. The results of the study are fundamental to the development of tourist industry since they identify the possibilities of tourist and recreation activities. Rational spatial planning (while maintaining spatial and functional order) requires that recreation should be separated from tourism. Those two forms of human behaviour generate different types of expectations as to the input conditions ("primary space" - natural and cultural environment), spatial management ("secondary space" - technical infrastructure). Hence, the need to introduce separate provisions on planning and separate recommendations as to the spatial management directions. The study facilitates the spatial planning and allows to avoid the confusion and overlapping of functions. Unfortunately, the spatial "chaos" called by the author of the paper a "spatial eclecticism" is a common and very importunate phenomenon. The works carried out as a part of the study should be aimed at the elimination or at least at the reduction of said phenomenon, For recreation where the requirements as to the environmental quality are relatively high any actions in that regard are fundamental.
