Logistics support of military units as a determinant of local development

Local development is one of the key orientations of all countries in the world. It stems from a concern for the quality and standard of living of the inhabitants on a local, regional and, consequently, national scale. Local development is influenced by a number of factors affecting a given territorial unit. These factors can be divided according to the scope and extent of their influence (external and internal). Modern researchers in Polish and foreign literature focus a lot of attention on identifying these factors and measuring the strength of their impact. This article concentrates on identifying the logistical security of military units as a determinant of local development. Logistics support is realised by Garrison Support Unit (GSU) or Support Units (SU). The aims of this article were to investigate the opinions of selected local government officials on how logistical security of military units, in their opinion, influences the local development of the local government units they represent. The hypothesis that was adopted for the purpose of this article was: The logistics support of military units directly and indirectly influences the social economic situation of the regions in which the military is dislocated. Both theoretical and empirical research methods were used to verify the adopted hypothesis, among them analysis, synthesis, deduction, induction, comparison, generalisation and an interview questionnaire. Six counties, three urban municipalities, eight urban-rural municipalities and 15 rural municipalities, which territorially in terms of logistics support belong to the 24th Garrison Support Unit, were surveyed. It should be emphasised that not all the surveyed local government units dislocated the military. On the basis of the conducted research it was concluded, that the logistics support provided by 24th GSU for the benefit of military units which are in the area of its responsibility, in the opinion of the representatives of local authorities, influences the development of the surveyed communes and districts to a greater or lesser extent.

Rozwój lokalny jest jednym z kluczowych kierunków działania wszystkich państw na świecie. Wynika to z troski o jakość i poziom życia mieszkańców w skali lokalnej, regionalnej, a w konsekwencji również krajowej. Na rozwój lokalny wpływa szereg czynników oddziałujących na daną jednostkę terytorialną. Czynniki te można podzielić ze względu na zakres i zasięg ich oddziaływania (zewnętrzne i wewnętrzne). Współcześni badacze w polskiej i zagranicznej literaturze poświęcają wiele uwagi na identyfikację tych czynników oraz na pomiar siły ich oddziaływania. W artykule skupiono się na identyfikacji zabezpieczenia logistycznego jednostek wojskowych jako determinanty rozwoju lokalnego. Zabezpieczenie logistyczne realizowane jest przez Wojskowe Oddziały Gospodarcze (WOG) lub Oddziały Zabezpieczenia (OZ). Celami niniejszego artykułu było zbadanie opinii wybranych samorządowców na temat tego, jak zabezpieczenie logistyczne jednostek wojskowych wpływa ich zdaniem na rozwój lokalny reprezentowanych przez nich jednostek samorządowych. Hipoteza, którą przyjęto na potrzeby niniejszego artykułu brzmiała: Zabezpieczenie logistyczne jednostek wojskowych w sposób pośredni i bezpośredni wpływa na sytuację społeczno-gospodarczą regionów, w których stacjonuje wojsko. W celu zweryfikowania przyjętej hipotezy wykorzystano zarówno teoretyczne, jak i empiryczne metody badawcze, a wśród nich analizę, syntezę, dedukcję, indukcję, porównanie, uogólnianie oraz kwestionariusz wywiadu. Badaniu poddano sześć powiatów, trzy gminy miejskie, osiem gmin miejsko-wiejskich oraz 15 gmin wiejskich, które terytorialnie pod względem zabezpieczenia logistycznego przynależą do 24 Wojskowego Oddziału Gospodarczego. Należy podkreślić, że nie we wszystkich badanych jednostkach samorządu terytorialnego dyslokowało wojsko. Na podstawie przeprowadzonych badań stwierdzono, iż zabezpieczenie logistyczne realizowane przez 24 WOG na rzecz jednostek wojskowych będących w rejonie jego odpowiedzialności, w opinii przedstawicieli władz samorządowych, w mniejszym lub większym stopniu wpływa na rozwój badanych gmin i powiatów.

Współczesne mieszkanie ma służyć człowiekowi i rodzinie w realizacji dążeń odpowiadających aspiracjom i wymogom czasu. Struktura (osiedle), w którym się znajduje, powinno zapewnić społeczności sąsiedzkiej warunki do zachowania prywatności oraz kontaktu i współdziałania. Środowisko mieszkaniowe ma również manifestować wyznawane wartości i osobowość mieszkańców: styl zamieszkiwania wyraża bowiem relacje człowieka z kulturą. Celem artykułu jest 1) opis najważniejszych trendów, które zarysowały się w architekturze mieszkaniowej w XXI wieku oraz 2) identyfikacja czynników wpływających na architekturę mieszkaniową w Polsce i wskazanie, które z nich promują, a które hamują implementację cech innowacyjnych. Świadomość zjawisk i procesów zachodzących w architekturze mieszkaniowej i mieszkalnictwie może pomóc lepiej wpływać na rozwój środowiska mieszkaniowego w kierunku zrównoważenia.

Contemporary housing attempts to help people and families meet their aspirations and social needs. A dwelling and housing estate should provide neighbourhood ties, privacy, contact, and cooperation. The housing environment also manifests the values and personality of residents: living style expresses the relationship between humans and culture. The paper aims to 1) describe the most important trends that have emerged in housing architecture in the 21ˢᵗ century and 2) identify factors influencing housing architecture in Poland and indicate which types promote and hamper the implementation of innovative design features. Awareness of the phenomena and processes occurring in housing and design can help better shape the development of housing environments towards sustainability.

W artykule podjęto próbę zasygnalizowana problematyki ekonomicznych barier rozwoju rynku elektromobliności w Polsce. Rozważania oparto o analizę dokumentu stworzonego przez Ministerstwo Energii, czyli Programu Rozwoju Elektromobliności w Polsce. Celem artykułu jest zasygnalizowanie istniejących ograniczeń formalnych i pożądanych perspektywicznych kierunków zmian, co w przyszłości prowadzić może do zweryfikowania obecnie promowanych działań ekonomicznych w zakresie rozwoju rynku elektromobilności w Polsce.

The article attempts to signal the issue of economic barriers to the development of the electromobility market in Poland. The discussion was based on an analysis of a document created by the Ministry of Energy or the Program for the Development of Electromobility in Poland. The aim of the article is to signal the existing formal limitations and desirable prospective directions of changes, which in the future may lead to the verification of currently promoted economics activities in the field of development of the electromobility market in Poland.

The intersectoral integration which meets the requirements of the transport sector clients is one of the most important trends observed in the modern transport system. At the quantitative level sea transport, which is the main component of the sea-land transport chains, accounts for handling of 80% of the world trade and at its value level it accounts for 70% of the world trade1 . The article aims at identifying, systematizing and analyzing the most important determinants of the development of the sea-land transport chains in the second decade of the 21st century.

The article presents the competitiveness of companies in the logistics market in conjunction with economic systems and described the factors influencing the choice of a logistics operator. It addresses the selection and implementation of competitive strategies to gain competitive advantage. The logistics processes to achieve market leadership combined with comprehensive quality management (TQM) and the concept of quality management and logistics. The paper compared the offer of competitive and financial performance of the two logistics operators - DB Schenker and DP DHL. Tenders were extracted determinants that may determine the choice of a logistics operator and its competitiveness. The article aims to analyze the factors affecting the development of logistics operators in Europe and Poland. The methods used in the article is an analysis of the literature, statistical data analysis and benchmarking.

Uwarunkowania rozwoju przedsiębiorstwa opisywane szeroko w literaturze przedmiotu od połowy XX wieku są w praktyce postrzegane subiektywnie. Badania własne przeprowadzone w latach 2012-2013 wśród 141 osób z wykształceniem menedżerskim, zatrudnionych w wielkopolskich przedsiębiorstwach, wskazały na rozbieżność percepcji uwarunkowań rozwoju przedsiębiorstwa w wyróżnionych grupach pracowników oraz znaczną różnorodność wymienianych czynników rozwoju.

In practice, determinants of development of the company described extensively in the lit-erature since the mid-twentieth century are perceived subjectively. Own research conducted in 2012-2013 among 141 people with managerial education, employed in regional companies have revealed a discrepancy of perception determinants of enterprise development in groups of employees and managers, as well as a considerable diversity of exchanged development factors.

Entrepreneurship is a desirable phenomenon in all business entities, irrespective of the form of their ownership and size. Nevertheless, the issues related to it are complex: what are the forms of entrepreneurship? how and through what mechanisms are its concepts absorbed by the organisational structures of those entities? There is plenty of discussion about the frequency of entrepreneurial skills among the human population (genetic features, conditions, political system). It is usually assumed that the entrepreneurial factors exist to certain extent (smaller or larger) in nearly every major part of the society, and not only among the active entrepreneurs themselves. Therefore, the awakening of entrepreneurial spirit in transition processes is a significant challenge for both business entities and society.
