Effective internal controls and governance: analysis of ethical culture and ethical evaluations on whistleblowing intentions of government officials

This study examines the ethical culture and ethical evaluations on the whistleblowing intentions of government officials. Whistleblowing is the most effective internal controls to expedite integrity and thus would protect the urban from harm and destruction. Data were collected through questionnaires distributed to 282 officials from one of the Malaysian city councils and analysed using Structural Equation Modelling (SEM) of partial least square approach (PLS) version 3. The findings indicated that all the three variables namely organizational ethical culture, deontological and teleological evaluations were significant factors of whistleblowing intentions. The discoveries provide beneficial insights to the government, policy and lawmakers, city councils, and academicians that the likelihood of whistleblowing intentions depends on ethical evaluations of rules compliance (deontology), perceived consequences (teleology), and strong ethical culture. Nurturing whistleblowing culture does not only elevate the public trust towards the city council but also foster effective internal controls and good governance.

Niniejsze badanie analizuje kulturę etyczną i oceny etyczne dotyczące intencji zgłaszania nieprawidłowości przez urzędników państwowych. Informowanie o nieprawidłowościach (Whistleblowing) to najskuteczniejsza kontrola wewnętrzna, która przyspiesza integralność, a tym samym chroni miasto przed niesprawiedliwością i destrukcją. Dane zostały zebrane za pomocą kwestionariuszy rozesłanych do 282 urzędników z jednej z malezyjskich rad miejskich i przeanalizowane za pomocą Modelowania Równań Strukturalnych (SEM) z metodą najmniejszych kwadratów (PLS) w wersji 3. Wyniki wskazują, że wszystkie trzy zmienne, a mianowicie kultura etyczna organizacji, deontologiczna oraz oceny teleologiczne były istotnymi czynnikami intencji sygnalizowania nieprawidłowości. Odkrycia dostarczają cennych informacji rządowi, politykom i prawodawcom, radom miejskim i naukowcom, że prawdopodobieństwo intencji informowania o nieprawidłowościach zależy od etycznej oceny przestrzegania zasad (deontologia), postrzeganych konsekwencji (teleologia) i silnej kultury etycznej. Pielęgnowanie kultury informowania o nieprawidłowościach nie tylko zwiększa zaufanie publiczne do rady miasta, ale także sprzyja skutecznej kontroli wewnętrznej i dobremu zarządzaniu.

Two manners of understanding of the code ethics concept in the light of Leszek Kołakowski's consideration

In the discussion of the code ethics concept, the problem of understanding it as well as the fact of accepting it as a factor which reinforces the sense of moral responsibility or leads to its distraction seems the key issue. In the reflections which follow I intend to prove that by maintaining skepticism about the code ethics concept it is possible to defend it from an understanding which boils down to the 'preparation' of: a) human personality, b) morality, c) choice of a decision which is taken. I shall also try to show that on the basis of L. Kołakowski's ideas two different methods of understanding the code ethics concept can be distinguished. The first method is characterized by the tendency to create an ethical code as a complete and coherent system of principles. L. Kołakowski objects to this attitude by defining it as 'code-like'1 and contrasts it with the second method of understanding the problem, i.e. the attitude of being aware of a paradoxical character of the moral life2. The purpose of the reflections which follow is to present the two methods of understanding the code ethics concept taking into particular consideration the questions about man's image which they suggest.

W niniejszym artykule, odwołując się do rozważań Leszka Kołakowskiego, zamierzam przedstawić dwa sposoby czytania idei etyki kodeksowej. Pierwszy z nich charakteryzuje dążenie do stworzenia kodeksu etycznego jako kompletnego, spójnego i zupełnego systemu reguł. Drugi sposób czytania idei etyki kodeksowej zakłada przyjęcie postawy uświadamiającej sobie paradoksalny charakter życia moralnego. Ukazanie obu sposobów pojmowania idei etyki kodeksowej zostanie dokonane z uwzględnieniem pytania o: a) obraz człowieka, b) postawę moralną, jaką one suponują. Podstawową myślą podejmowanych rozważań jest próba obrony idei etyki kodeksowej przed odczytaniem, które sprowadza się do "wypreparowania": a) osobowości człowieka, b) moralności, c) wyboru z decyzji, którą się podejmuje. Z tego powodu, zachowując sceptycyzm wobec idei etyki kodeksowej, staram się przedstawić takie jej odczytanie, które odwołuje się do idei odpowiedzialności.

The Principles of the Architect's Professional Ethics which were adopted on November 24, 2002, during the Extraordinary Conference of the Chamber of Architects proved to be so impermanent that a new Architect's Code of Professional Ethics, based on the draft of the code pre-pared by the Architects' Council of Europe, was adopted already on December 18, 2005. As it turned out later in practice, many of its provisions cause doubts among both the members of the Chamber of Architects commenting it and among judges of the disciplinary courts who should resolve disputes immediately. The necessity to interpret the rules included in the code was the reason for organizing trainings in the National Chamber.

Developing and applications of newest information and communication technologies (ICT) in Geographic Information Systems (GIS), plays critical role in a global life, bringing great promises in so many aspects. At the same time raise concerns about its power and its abuse. The GIS professionals have many opportunities to do harm and to do good same as professionals from other important disciplines. Ethical questions arise when using spatial information, geomatics and GIS tools, technology and applications, seems more deeply and dramatic with time passing. The ethical behaviour is predicated on two main pillars: a commitment to discharging our obligations to others in a fair and honest manner, and a commitment to respecting the rights and dignity of all persons. This paper focuses on GIS from the ethical discourse and dilemmas point of view. It describes some ethical principles and approaches and also tries to show the underpinning and providing role of the GIS Code of Ethics.

Nowoczesne technologie informatyczne i komunikacyjne wykorzystywane i rozwijane w systemach GIS odgrywają znaczącą rolę w życiu naszego globu. Systemy GIS przynoszą ogromne profity, ale także mogą stać się powodem nadużyć i nierzetelności lub wręcz szkody i zniszczenia. Dlatego wraz z rozwojem informacji przestrzennej, geomatyki, czy systemów GIS w sposób dramatyczny pojawiają się pytania związane z etyką i stosowaniem zasad postępowania etycznego w wymieniowych dziedzinach. Profesjonaliści związani z systemami GIS, znajdują wiele możliwości i sposobów, by wykonać co. dobrze i rzetelnie lub by wyrządzić szkodę i dokonać nadużyć, podobnie jak większość specjalistów, związanych z bardzo istotnymi dyscyplinami. Zachowania etyczne opierają się na dwóch podstawowych filarach: zobowiązaniu wykonania naszych zadań wobec innych w sposób rzetelny i uczciwy oraz na zobowiązaniu do poważania i szanowania wszystkich ludzi, ich godności i przestrzegania prawa. Artykuł koncentruje się na etycznych problemach i dylematach pojawiających się wraz z systemami GIS oraz określa wagę i istotę Kodeksu Etyki GIS.

Artykuł prezentuje główne stanowiska w etyce środowiskowej -- antropocentryczne, biocentryczne i holistyczne analizując jednocześnie leżące u ich podstaw przekonania aksjologiczne i wynikające z nich przesłanki teoretyczne i praktyczne. Wskazane są również podstawowe wartości przyjmowane na gruncie współczesnych etyk środowiskowych oraz związany z nimi aspekt deontologiczny dotyczący zalecanego przez nie zespołu norm i reguł postępowania.

Major standpoints in environmental ethics: anthropocentric, biocentric and holistic have been presented in the article, analysing at the same time their axiological believes, and resulting from them theoretical and practical premises. Basic values accepted on the ground of modern environmental ethics and associated with them deontological aspect concerning recommended set of behavioural norms and rules.

The article deals with problems of soldiers ethics as one of kinds of professional ethics. These considerations have been included in the structure of professional ethics which shows the aim, good, responsibilities, conscience and obligations. In this structure perspective, the soldiers’ ethics undergoes historical changes, from obligations ethics (deontology) to responsibilities ethics. In the process of transformation, there proceeds a differentiation of formerly uniform ethics of soldiers’ obligations into at least four ethics of soldiers’ re sponsibilities. These are the following: ethics of military technicians and engineers; ethics of military logists (close to recently popular business ethics); ethics of military command and control (close to management and leadership ethics); ethics of combat (closest to the tradition of military ethos). The differentiation of this kind relates not only to soldiers but also numerous professions formerly not included in special ethics norms. At the same time in the process of transformation there appears departing from traditional central values which define the aim and good in the ethics structure. Honour ( so important in the obligation ethics) loses its importance to dignity which becomes a central value in the responsibilities ethics
