The delocalization of production to Poland

This paper presents some aspects of the process of services, products and manufacturing transfer, with the associated production resources, from other locations and plants to Poland. The study was carried out on the basis of an analysis of publications about delocalization as well as by means of desk research, where there were used the accessible primary and secondary data such as branch reports, statistical data available in reports, data bases, and information accessible on Polish and European websites. The article is also the result of the author's experience of participation in the relocation of a number of international companies, regarding various industries. Delocalization in Poland was presented both from the point of view of Conceptualizing delocalization (literature re-view, theoretical position) and Implementation of production. The delocalization mainly takes advantage of labor forces. On the other hand, it may also concern innovative activities and develop high-tech for regions affected by economic restructuring. The social policies for the risk mitigation of the delocalization of production are also being developed and implemented. This work clarifying the conditions of delocalization in Poland and highlight the important roles played by innovation and institutions for achieving sustainability.

W pracy dokonano analizy zjawiska offshoringu, występującego na polskim rynku transportu morskiego, polegającego na tym, że polscy armatorzy rejestrują swoje statki pod obcą banderą. Podkreślono, że pojęcia emigracji nie można ograniczać tylko do jednego czynnika produkcji, jakim jest czynnik ludzki (zasoby ludzkie). W pracy zaprezentowano dane GUS, dotyczące tematu i wskazano główne przyczyny offshoringu, czyli „emigracji” środków pracy. W podsumowaniu przedstawiono koncepcję przyszłego europejskiego obszaru transportu morskiego bez barier, która może nie tylko zahamować emigrację polskich statków handlowych pod obce bandery, ale również spowodować ich powrót pod banderę polską.

Paper presented the analysis of Polish transportation ships „emigration” phenomena. The definition of term „emigration” includes all of the production factors, not only human resources. The files of Polish Central Statistical Office were used as a source data. High level of charge associated with the banner was indicated as a cause of examined phenomena. In conclusion, the new concept of the future European maritime transportation space without barriers and a large part of administrative procedures omitted not only can stop the emigration of Polish transportation ships under foreign flag, but also it can return them the Polish banner.

Globalizacja jest obecnie charakterystycznym i powszechnym zjawiskiem występującym we współczesnych gospodarkach. W branży motoryzacyjnej wyraża się przede wszystkim procesem rozpraszania i delokalizacji produkcji w skali świata oraz koncentracją kapitałową zarówno producentów samochodów, jak i części oraz podzespołów. W ostatnich latach operacje konsolidacji kapitałowej stały się integralnym elementem długoterminowej strategii działalności wielu koncernów motoryzacyjnych, które regularnie odwołują się do fuzji i przejęć jako sposobu na wzrost przedsiębiorstwa. Bardzo popularne stały się także alianse strategiczne. Początkowo opierały się na zwykłych umowach o współpracy, a obecnie coraz częściej poparte są wymiana kapitałową. Wszystkie te procesy mają zapewnić koncernom uzyskanie lepszej pozycji konkurencyjnej w walce o klienta, a przez to zwiększyć generowane zyski.

Globalization is nowadays a charateristic and widespread phenomenon in modern economics. In automotive industry globalization trends arę seen as processes of delocation and dispersing of production activities on a global scalę and capital concentration of car manufacturers as well as their suppliers. In recent years capital consolidatlon operations have become an essential and integral part of a long term strategy for autornotive industry companies. They use mergers and acquisitions as a way of corapany growth. Apart from mergers and acąuisitions startegic alliances have become very popular as well and their number is growing fast. Originally they were based on simple cooperation agreements. Nów they arę often backed up by capital exchange. Ali those operations arę supposed to ensure better competitive position on the market and thus increase profits.
