Pozamilitarne przygotowania obronne w państwie obejmują działania, planistyczne, organizacyjne i rzeczowo-finansowe realizowane przez niemilitarne podmioty systemu obronnego, czyli przez administrację publiczną, przedsiębiorców, różne instytucje oraz obywateli na rzecz przygotowania do sprawnego funkcjonowania państwa w warunkach kryzysu polityczno-militarnego oraz w czasie mobilizacji i wojny. Działania te mają na celu wspieranie Sił Zbrojnych RP, w tym wojsk sojuszniczych oraz zapewnienie funkcjonowania państwa i przetrwania społeczeństwa w trudnych warunkach kryzysowych i wojennych. We wszystkich tych działaniach zasadnicza role odgrywać będą świadczenia na rzecz obrony. W związku z tym, treścią niniejszego artykułu było w pierwszym etapie, omówienie genezy oraz podstaw prawnych regulujących problematykę świadczeń na rzecz obrony. W dalszej kolejności zbadano dysfunkcje planistyczno-organizacyjne w procesie nakładania (przeznaczania) świadczeń osobistych, rzeczowych i szczególnych przez organy administracji publicznej. W kolejnym etapie, wskazano na dwa zasadnicze problemy w obszarze świadczeń na rzecz obrony: brak systemu motywacyjnego dla osób oraz przedsiębiorców (instytucji) realizujących świadczenia na rzecz obrony oraz brak odpowiednich zasobów, zarówno pod względem jakościowym oraz ilościowym, do wykorzystania w ramach świadczeń na rzecz obrony. Na koniec, wskazano propozycje rozwiązań prawno-organizacyjnych w zakresie realizacji świadczeń osobistych, rzeczowych i szczególnych, mogących wpłynąć na podniesie poziomu realizowanych przygotowań obronnych w państwie.

Non-military defence preparations in the state include activities, planning, organizational and material and financial implemented by non-military defence system entities, i.e. public administration, entrepreneurs, various institutions and citizens for preparation for the smooth functioning of the state in the conditions of political and military crisis and during mobilization and war. These activities are aimed at supporting the Polish Armed Forces, including allied forces and ensuring the functioning of the state and the survival of society in difficult crisis and war conditions. Defence services will play a key role in all these activities. Therefore, in the first stage, the content of this article was to discuss the genesis and legal basis governing the issue of defence benefits. Subsequently, planning and organizational dysfunctions in the process of imposing (allocating) personal, material and specific benefits by public administration bodies were examined. In the next stage, two main problems were identified in the area of defence services: lack of an incentive system for persons and entrepreneurs (institutions) providing defence services and a lack of adequate resources, in both qualitative and quantitative terms, to be used as part of defence services. Finally, suggestions were made for legal and organizational solutions regarding the implementation of personal, material and specific benefits that could affect the level of defence preparations implemented in the country.

The subject of the article is the role and place of non-military cells, including public administration, in the system of the military security of the state. The article presents the classification of non-military cells, the essence of their activities and tasks in the defence system of the state.

In contemporary conditions no European armed Forces are able to carry out endeavours connected with mobilisation preparation and conducting due to minimal engagements of assets assigned to maintain the military in peacetime. Therefore also the citizens have to be engaged in the national economy mobilisation process by rendering services for the benefit of the armed forces. The system of these services is discussed in two aspects: changes taking place in the national economy in the 1990s and changes taking place in the Polish Armed Forces after joining NATO structures. The article presents how these changes influence rendering services and, in consequence, mobilisation and combat readiness of the Polish Armed Forces. Moreover, the author presents the proposals of changes, the application of which can improve the services system and thus can increase defence capability that is the crucial guarantee of the state security.
