We współczesnym świecie telekomunikacja zajmuje szczególne miejsce. Za pomocą urządzeń telekomunikacyjnych nie wykonuje się już tylko połączeń głosowych, lecz wiele innych czynności, często niekojarzących się z telekomunikacją. Każda z nich jest rejestrowana na tych urządzeniach, każda, w której pośredniczy operator telekomunikacyjny, jest rejestrowana w jego systemach. Tak powstają dane telekomunikacyjne, które stają się powoli wiarygodnym źródłem informacji. Tym samym dane te coraz częściej stają się elementem postępowania dowodowego, nierzadko będąc jednym z głównych punktów oparcia całego postępowania.

In the contemporary world, telecommunications occupies a special place. We use telecommunications devices not only to make voice connections, but also to do many other things, not associated with telecommunications. Each action performed with the use of a telecommunications device is recorded on that device; each action, in which a telecommunications operator intermediates, is recorded in its systems. This is how telecommunications data are created, which are slowly becoming a reliable source of information. Thus, telecommunications data are more and more often an element of an evidentiary hearing, not infrequently being one of the main foundations of opening the whole proceeding.

Ustawa Prawo telekomunikacyjne nakłada na przedsiębiorców telekomunikacyjnych liczne zadania i obowiązki na rzecz obronności, bezpieczeństwa państwa oraz bezpieczeństwa wewnętrznego. O ile wśród operatorów publicznych znajomość tych zagadnień nie budzi wątpliwości, o tyle wiele zastrzeżeń budzi ona wśród lokalnych i regionalnych operatorów. Aby sprawdzić, jak kształtuje się ta znajomość, przeprowadzono badanie kwestionariuszowe. Wyniki wykazały, że przyjęta hipoteza znajomości tematu na poziomie nieprzekraczającym 30% okazała się prawdziwa.

The Telecommunications Law Act imposes on telecommunications companies numerous tasks and responsibilities in the area of defence, national security and internal security and public order. They should be implemented by every company, and possible exemptions are strictly regulated by the Act. Although knowledge of these issues among public providers who operate at the national scale is obvious, familiarity with them among local and regional providers, gives rise to many doubts. To verify how good the knowledge of the issues related to implementation of public goals is, a questionnaire survey was conducted. The results of the survey are not favourable for the telecommunication enterprises, as it revealed that the hypothesised knowledge of the topic at a level not exceeding 30% was correct.
