Application of the sectoral method to improve the efficiency of route passenger transport

Route passenger transport plays a significant role in cities' life and economic development, providing movement for the population, improving the environmental situation, and improving road safety. Improving the efficiency of route passenger transport is also essential because the taxpayers' tax subsidizes it. The most researched aspects have always been the choice of the passenger capacity of vehicles, management of their filling, and appointment of route intervals. This research aims to increase the efficiency of route passenger transport. This study identifies ways to improve the efficiency of route passenger transport by reducing costs arising from the imperfect allocation of drivers on routes, irrational use of vehicles working hours, and drivers working hours. Such costs are called unproductive costs. The solution to the problem of increasing efficiency is realized by developing the author's sectoral method described in the article. This article discusses the application of the sectoral method to improve the efficiency of route passenger transport based on the improvement of processes related to the organization of passenger transportation, taking into account the characteristics of various types of route passenger transport by organizing the work of drivers on routes. Methods, techniques, and algorithms and their application are considered. The use of the sectoral approach has made it possible to increase the efficiency of route passenger transport and reduce unproductive costs.

Aby było możliwe optymalne wykorzystanie czasu pracy kierowców, należy przeanalizować różne koncepcje i rozwiązania, poszukując rozwiązań sprawdzonych, adekwatnych do aktualnych potrzeb i uwarunkowań. Szczególnie trudne staje się to do dla przedsiębiorstw, które wykonują transport osób w porze nocnej. Dlatego celem prezentowanego artykułu jest identyfikacja podstawowych problemów w zakresie optymalizacji czasu pracy kierowców zawodowych wykonujących transport osób w porze nocnej w odniesieniu do prawodawstwa Unii Europejskiej oraz Polski. W opracowaniu zestawiono w ujęciu chronologicznym podstawowe zmiany prawne dotyczące aktywności zawodowej kierowców, które miały miejsce w obrębie prawodawstwa Unii Europejskiej oraz Polski. Artykuł powstał na podstawie analizy dokumentów formalnoprawnych oraz aktów normatywnych obowiązujących w opisywanym obszarze, funkcjonujących w ramach systemu prawnego UE i Polski. Materiały zawarte w prezentowanym materiale są podstawą do dalszych badań i rozważań w omawianym obszarze.

In the era of growing competitiveness and searching for ways to better use the resources possessed, proper use of drivers' working time is becoming an increasingly difficult challenge for transport companies. In order to make optimal use of drivers' working time, various concepts and solutions should be analyzed, looking for proven solutions that are adequate to current needs and conditions. This is particularly difficult for companies that transport people during night. Therefore, the purpose of the presented article is to identify the basic problems in the optimization of working time of professional drivers who transport people at night in relation to the legislation of the European Union and Poland. The study presents in a chronological order the basic changes concerning the professional activity of drivers, which took place within the European Union and Poland legislation. The article was created on the basis of the analysis of formal and legal documents and normative acts binding in the described area functioning within the legal system of the EU and Poland. Materials contained in the article are the basis for further research and reflection in the discussed area.

Planowanie, rejestrowanie i kontrolowanie czasu pracy kierowców to ważne i trudne zadania, z którymi na co dzień mają do czynienia przedsiębiorstwa zajmujące się przewozem ładunków oraz pasażerów transportem drogowym. Czas pracy kierowców z jednej strony ma związek z efektywnością realizacji kontraktu, a w konsekwencji wpływ na wynagrodzenie, z drugiej natomiast – wywiera bezpośredni wpływ na bezpieczeństwo ruchu drogowego. W związku z tym przepisy regulujące go ulegają licznym nowelizacjom, a nad ich przestrzeganiem czuwa Państwowa Inspekcja Pracy i Inspekcja Transportu Drogowego. W artykule, oprócz przeglądu głównych aktów prawnych reglamentujących czas pracy kierowców oraz kary za nieprzestrzeganie tych przepisów, zostało przedstawione studium przypadku dotyczące analizy możliwych konsekwencji łamania tego prawa na przykładzie wybranej firmy transportowej.

Planning, registration and controlling drivers' working time are important and difficult tasks that companies dealing with the road transport carriage of cargo and passengers face on a daily basis. The working time of drivers, on the one hand, is related to the efficiency of contract performance and consequently the impact on remuneration, on the other hand, it has a direct impact on the road safety. Therefore, the regulations on the road safety are subject to numerous amendments and the National Labor Inspectorate and the Road Transport Inspectorate supervises their observance. In this article, apart from the review of the main legal acts regulating the drivers' work time and the penalty for non-compliance with these provisions, a case study was presented on the analysis of the possible consequences of violating this right on the example of a selected transport company.

According to the Central Statistical Office in Poland, for the last 10 years (2009 - 2018), the number of trucks has increased by as much as 25%. More than 6 million trucks drive in the European Union, and Poland, followed by Italy, boasts of the largest fleet (over one million trucks) . For some time, freight transportation companies have been signaling the problem of lack of staff. The Polish Road Transport Inspectorate and the National Labor Inspectorate supervise the transportation sector. All issues related to drivers’ working time are law-regulated. The main objective of introducing regulations on drivers’ working time is to improve road safety and drivers’ working conditions. The top-down imposition of break and rest periods prevents drivers’ fatigue and serves to regenerate forces. Fatigue reduces psychomotor skills, and the speed of reaction is particularly important in this profession. The practical goal of this article is to show how drivers perceive these problems, this scientific problem but in a different approach was also presented in the works. The analyzed results come from research conducted by the authors of the article. The research was conducted in the form of a multidirectional survey, 100 people (professional trucks drivers) answered each question. Each of them declared that they are a driver and work in Poland. The study was conducted in December 2018.

W artykule omówiono normy prawne regulujące czas pracy kierowców samochodów o nośności powyżej 3,5 tony oraz urządzenia stosowane do rejestracji czasu ich pracy. Okazuje się, że w praktyce regulacje te stwarzają dla kierowców wiele problemów. Powoduje to, że czasami podejmowane są próby omijania tych przepisów. W pracy przedstawiono przykłady działań związanych z tym procesem. Dotyczą one głównie ingerencji w pracę urządzeń rejestrujących parametry jazdy samochodem. Przykłady te dotyczą typowych działań podejmowanych w stosunku do tachometrów samochodowych. Należy podkreślić, że są one niezgodne z przepisami i podlegają stosownym karom. Nie mniej w praktyce zdarzają się dość często. Głównym celem pracy było przybliżenie zasad i unormowań obowiązujących w transporcie samochodowym oraz problemów technicznych związanych z ich stosowaniem.

In the article, there are presented the discussion of the legal standards governing the working time for car drivers with a capacity of over 3.5 tones and the equipment used to record of their work time. In practice, these regulations pose many problems for drivers. This makes that sometimes attempts are made to avoid these rules. The paper presents examples of activities related to this process. These actions mainly concern the interference in the operation of recording equipment the limits of driving the car. These examples illustrate the typical activities undertaken with respect to car tachometers. It is important to point out that they are illegal and subject to appropriate penalties. It is important, that they are illegal and subject to appropriate penalties. Nevertheless, in practice there often occur. The aim of the article was to approximate the rules and regulations governing of car transport and the technical problems related to their use.

W artykule omówiono problemy związane z czasem pracy kierowców transportu drogowego oraz ich wpływ na bezpieczeństwo w ruchu drogowym. Analizę czasu pracy kierowcy przeprowadzono na przykładzie dwóch firm transportowych działających na Sądecczyźnie. Analizie poddano czas pracy kierowców i ich odpoczynek w okresie dziennym, tygodniowym i dwutygodniowym. Wyniki analizy przedstawiono w formie tabelarycznej oraz graficznej.

The author of the article discusses problems related to the work time of road transport drivers and their impact on safety in road traffic. Analysis of drivers’ work time was in two transport companies operating in the Sącz area. Work time of drivers was subjected to analysis, along with their rest in daily, weekly and bi-weekly periods. The results of the analysis are presented in a graphic and tabular form.

W artykule opisano normy czasu prowadzenia pojazdu, czasu pracy oraz przerw, a także dziennych i tygodniowych odpoczynków, które obowiązują kierowców zatrudnionych na podstawie stosunku pracy oraz innych kierowców. Opisano różnice między regulacjami tych czasów, które występują w przypadku poszczególnych form zatrudnienia kierowców. Ponadto dokonano identyfikacji wpływu tych różnic na czas realizacji długodystansowych przewozów drogowych. Jak ustalono, obecnie w wielu przypadkach czas realizacji zadań przewozowych, przez kierowców zatrudnionych na różnych podstawach jest identyczny. Jednak występujące w tym zakresie różnice w regulacjach prawnych, w wielu przypadkach mogą znacznie wydłużyć czas realizacji cyklu przewozowego - nawet o kilkadziesiąt godzin.

The article presents standards of driving time, working time and breaks, as well as daily and weekly rest periods that apply to drivers employed on the basis of an employment relation and other drivers. The differences between the regulations of those times that occur in the case of individual forms of employment drivers were described. In addition, the identification of the impact of these differences on the duration of the long-distance road transport were made. As established, in many cases lead time of transport tasks executed by drivers employed at various bases is identical. But differences appearing in this scope in legal regulations can significantly extend the duration of the transport cycle in many cases - even up to dozens of hours.

Przedstawiono również propozycję formalizacji wybranych ograniczeń czasu pracy kierowców, które mogą być stosowane w zagadnieniach optymalizacyjnych dotyczących projektowania realizacji długodystansowych przewozów ładunków transportem samochodowym przez załogi jednoosobowe oraz podczas weryfikacji planów realizacji tych przewozów.

Current legal organization conditions in road transport causes significant difficulties while planning and realizing transport, especially for long distances. Knowing legal restrictions on businesses in this area is necessary for proper and effective implementation of transport processes. The article describes basic regulations for drivers’ working hours and principles of planning their tasks according to legal status on 30th April 2013. It also presents the proposal to formalize selected restrictions on drivers' working hours, which can be used in optimizing tasks considering the issues of realization design long distance freight road transport by one driver and for verification of transport processes schedules.

W pracy przedstawiono wymagania jakim ma obowiązek sprostać kierowca i logistyk który zajmuje się transportem towarów. Do optymalnego wykorzystania czasu pracy kierowcy niezbędna jest właściwa logistyka przewozów. Aby procesy logistyczne przebiegały poprawnie niezbędna jest także wiedza spedytora o czasie pracy kierowców oraz o średnich prędkościach transportowych pojazdów ciężarowych. Ponadto spedytor musi doskonale się orientować w jaki sposób dokonywane są czynności przeładunkowe aby odpowiednio oszacować czas potrzebny na dostarczenie towarów.

The paper presents some requirements which have to be met by the driver and logistics manager responsible for the transport of goods. For the optimal utilization of the driver's working time it is necessary to have proper logistics of trucking. So as to have those logistics processes run smoothly, the forwarder must have knowledge about the driver's working time and about average transport speeds of the trucks used. Moreover, forwarder must be fully aware of freight handling procedures so as to properly estimate the time needed for the cargo delivery.

W kontekście obecnych regulacji prawnych takie uproszenie rzeczywistości zdaniem autorów należy uznać za akceptowalne jedynie w szczególnych przypadkach. Istnieje, zatem potrzeba bardziej szczegółowego rozpoznania uwarunkowań prawnych organizacji czasu pracy kierowców oraz ich uwzględniania w modelach optymalizacyjnych. W artykule po raz pierwszy podjęto się uzupełniania istniejącej luki w tym zakresie, przy czym ograniczono się do planowania pracy kierowców w jednym dniu.

The optimization models for planning transport routes, or more broadly enterprises transport service, the issue of restrictions on drivers 'working time is reduced to supplement the model with a restriction on drivers' hours with fixed parameter. In authors opinion such simplification of reality current regulations, should be regarded as acceptable only in special cases. There is a need for a more detailed diagnosis of the legal conditions working time of drivers and their role in optimization models. The article includes a filling the existing gap in this area, but it's limited to the planning of drivers work in one day.

The introduction of digital tachographs does not bring much novelty in terms of time limits for drivers involved in road transport, but rather narrows the space for workload restrictions abuse. Combined with the telematic systems (GNSS - Global Navigation Satellite System), which in addition to tracking bring a multitude of data on the vehicle, this device allows for a direct transmission of data on driver's work in real time (the hours worked and rest-time used) into the dispatch centre of the Carrier. The paper will present the importance of monitoring the driver's activity and the observance of time limits for fleet management.
