Od kilku lat przedstawiciele celni obsługują ponad 70% wszystkich dokonywanych zgłoszeń celnych. W związku z akcesją Polski do Unii Europejskiej i rozszerzeniem obowiązków Służby Celnej o statystykę wewnątrzwspólnotową INTRASTAT oraz obsługę podatku akcyzowego – także usługi pośrednictwa celnego zostały rozszerzone o aspekty sprawozdawcze i podatkowe w zakresie VAT i akcyzy. Zachodzące na świecie zmiany o charakterze polityczno-gospodarczym sprawiają, że istotna rola pośredników celnych w obsłudze międzynarodowego obrotu towarowego widoczna jest również w koordynacji eksportu towarów wspólnotowych do krajów trzecich, w szczególności zaś do naszych wschodnich partnerów. Celem artykułu jest przedstawienie najważniejszych aspektów funkcjonowania w międzynarodowym obrocie towarowym nowoczesnych agencji celnych.

The aim of this summary is to present the most important aspects of customs agencies in international goods turnover. Both the activity of a modern customs administration and customs agencies themselves ensure the right function of international chain supply. The producers, exporters, logistic and transport services through to importers and customers all stay in constant connection with duty. For a few years customs representatives have dealt with 70% of all customs clearance cases. The range of customs services has been enriched with tax aspects (some registers of VAT and excise) and INTRASTAT reports as well as inner-community statistics and excise since 2004. An essential role of customs agents in international goods turnover can also be seen in coordination of goods supply to other countries, especially to our Eastern partners. A skillful analysis and comparison of European Union documentation and customs rules of a given country allows the stream.in. of the process. The complexity of duty and tax issue and numerous limitations in international goods turnover create the need of finding effective solutions such as highly qualified personnel which has a good knowledge of law acts concerning duty, excise, VAT tax, foreign trade, environmental protection, trademarks and authorship rights. That professional attitude towards customs services can have a positive impact on competition among ordering parties.

Agencje celne pełnią funkcję pośrednika pomiędzy przedsiębiorcą biorącym udział w obrocie towarowym a urzędem celnym. Do podstawowy zadań realizowanych przez nie należy dokonywanie odpraw celnych natomiast mogą również zajmować się organizacją transportu drogowego towaru do miejsca przeznaczenia lub też czasowym przechowywaniem towaru należącego do przedsiębiorcy. Celem artykułu jest charakterystyka rynku agencji celnych w Trójmieście oraz omówienie ich roli w logistycznym łańcuchu dostaw.

Customs agencies are the intermediary between the entrepreneur and the customs office. For basic tasks performed by customs agencies belongs customs clearance and also organization of road transport of goods to the destination or temporary storage of goods belonging to the entrepreneur. This article aims to characteristics of the market of customs agencies in the Tri-City and to discuss their role in the logistics supply chain.
