In order to combat the network of criminal relationships in the European Union and to limit their development, cooperation between the Member States needs to be strengthened. The emergence of a Schengen agreement without internal border controls is the main cause of increased crime in Europe. The abolition of controls on the EU internal borders allowed them to cross over freely and provided the citizens of the Member States with numerous amenities, but also created a serious and complex problem with the emergence of many new threats to the rapid development of crime and organized crime, often involving transnational crime. The efforts of the specialized services responsible for limiting the development of organized cross-border crime do not bring about satisfactory results and require continuous improvement of skills and seeking new solutions due to the lack of uniform legal solutions in the European Union countries aimed at preventing and combating this problem and the lack of proper permissions of organizations appointed to limiting the development of this phenomenon. Predicting the emergence of new threats in various areas of organized crime requires analyzing many factors that may affect the activities of criminal groups and is an important element in determining the priority areas for control in the context of the problem in question.

The article discusses the issue of Europol’s position in the security architecture. Generally, Europol’s competence covers combating organized crime, terrorism and selected forms of serious crime. The competency – with certain restrictions – is defined by the Treaty on the Functioning of the European Union and it is an essential criterion for its location in the security system. From operational point of view Europol’s activities are based primarily on criminal intelligence processes. The information and intelligence is collected, processed and exchanged in order to support the development of international cooperation in the fight against cross-border threats. The issue concerning Europol’s position in the security architecture is extremely complex because of its specific legal status, scope of operations and the supervision and control of Europol’s activities.

Artykuł porusza problematykę zorganizowanej przestępczości transgranicznej. W referacie zostały przedstawione przestępstwa, które są dokonywane przez zorganizowane grupy w całej Europie. Zamieszczono wiele danych statystycznych dotyczących problematyki przestępstw transgranicznych. Autor zwraca szczególnie uwagę na zagrożenia, jakie to zjawisko niesie dla krajów Unii Europejskiej. W artykule pokazano również, jakie wysiłki należy podjąć, by walczyć z tym zjawiskiem.

The article discusses the issues of cross-border organized crime. It also lists offences committed by organized crime groups throughout Europe. Furthermore, the article provides statisticaldata concerning cross-border crimes. The author of the article pays special attention to the threats this phenomenon poses for the countries in the European Union. Moreover, the article shows what efforts should be made to effectively combat this phenomenon.
