Effective control measures to minimize cost overrun during construction phase of high-rise residential building projects in Chongqing, China

Cost overrun during construction is one of the most common problems occur in construction projects around the world, which also includes the area of Chongqing in China. At present, there are few studies related to cost overruns at the construction stage of high-rise residential building projects (HRBPs) in Chongqing. The purpose of this study is to develop effective control measures from the contractor’s perspective to help projects to minimize cost overruns during the construction phase of HRBPs in Chongqing. Firstly, through the literature review and semi-structured interviews, 65 cost overrun-related risk factors in construction projects were identified. All the risk factors have been prioritized through the analytic hierarchy process (AHP) based on their importance to project success. Out of the 65 factors identified, 12 were classified as the critical ones that have a great potential to instigate a cost overrun during construction to take place in the real project. There were four risk factors that have the greatest impact on cost overruns, and their weights were 0.04 or above, including low bid, force majeure, undetailed/inaccurate geological survey data, and increased loan interest rates. Finally, control measures were developed for these four critical cost overrun risk factors (CCORFs). The measures developed provided a guideline to control the risk of cost overruns and clear control key points to help contractors minimize cost overruns on construction projects.

Change readiness as a proposed dimension for Industry 4.0 readiness models

Background: Change readiness at organizational level is a key competence needed for Industry 4.0 readiness, and one of the most important critical success factors for managers in implementing Industry 4.0 initiatives. Methods: This paper conducts a critical literature review of 184 peer-reviewed academic journals and industry reports from 1990 to 2019, and identifies 30 Industry 4.0 readiness models. Results: A closer review of dimensions from these Industry 4.0 readiness models reveal that change readiness as a model dimension has not been sufficiently addressed. Supporting the conceptualization and operationalization of this new dimension, the literature review in this paper presents six change related dimensions, specifically change commitment factor, change efficacy, change management, individual fear of change, organizational change readiness and change leadership. Conclusion: This study after critical analysis of the literature proposes change readiness as a new dimension for Industry 4.0 readiness models. Furthermore, in terms of future research, change readiness as a new dimension for studying Industry 4.0 readiness models offers valuable implications for individuals and organization.

Wstęp: Gotowość na zmiany na poziomie organizacyjnym jest kluczową kompetencją niezbędna dla gotowości do Industry 4.0 i jedną z najważniejszych krytycznych warunków powodzenia we wdrożeniu inicjatyw związanych z Industry 4.0. Metody: Praca zawiera krytyczny przegląd publikacji 184 pracy podlegających recenzji z czasopism naukowych oraz raportów przemysłowych z okresu 190-2019 identyfikująca 30 modeli gotowości na Industry 4.0. Wyniki: Analiza wymiarów modeli gotowości do Industry 4.0 wykazała, że zmiana gotowości, jako wymiar modelu, nie jest wystarczająco adresowana i eksponowana. W celu wspomożenia zdefiniowania i określenia nowego wymiaru, praca ta na podstawie dokonanego przeglądu literatury, proponuje zmianę sześciu powiązanych wymiarów, w szczególności współczynnika powiązania, skuteczności zmiany, zarządzania zmianą, indywidualna obawa przed zmianą, gotowość na zmianę organizacyjną oraz kierowanie zmianą. Wnioski: W wyniku przeprowadzonej krytycznej analizie literatury, zaproponowano zmianą koncepcji gotowości na Industry 4.0 na nowy wymiary modeli gotowości na zmianę na Industry 4.0. Dodatkowo, w kontekście dalszych badań, zmiana gotowości na zmiany, jako nowy wymiar w analizie modeli gotowości na Industry 4.0 oferuje wartościowe konsekwencje dla jednostek jak również organizacji.

Circular on “Guidelines for the Standardization of User Interface Design for Navigation Equipment”, commonly known as “S-Mode Guidelines”, has lately been approved by International Maritime Organisation. Its potential impact on default and common user settings of radar equipment, electronic chart display & information system, and integrated navigation system has been discussed in the article. Several issues that should be considered during technical implementation of the circular provisions and follow-up familiarization of navigators with the affected equipment have been identified.

W artykule zaprezentowano wyniki badań poprawności funkcjonowania systemu monitoringu i kontroli jakości paliw i biopaliw w płynnych w Polsce. Omówiono różnice i podobieństwa pomiędzy „krajową” i „europejską” częścią systemu. Autor starał się przede wszystkim wskazać niedoskonałości systemu i obszary wymagające poprawy. Krytycznej analizie poddano poprawność funkcjonowania laboratoriów badawczych uczestniczących w procedurach określania jakości oraz wyników w nich uzyskiwanych. Sformułowane wnioski mogą być wykorzystane w przyszłości do stworzenia propozycji modyfikacji systemu lub zbudowania nowego systemu monitoringu i kontroli jakości paliw płynnych, pozbawionego wad obecnie funkcjonującego systemu.

The article presents the results of the accuracy of monitoring system and quality control of fuels and liquid biofuels in Poland. Discusses the differences and similarities between the ‘national’ and 'European' part of the system. The author tried to, first of all system deficiencies and areas for improvement. Critically analyzed the correctness of operation of testing laboratories involved in the procedures for determining the quality and the results they achieved. Formulated applications can be used in the future to create a proposal for modification of the system or build a new system of monitoring and quality control of liquid fuels, without defects currently functioning system’s.

Artykuł zawiera przegląd doświadczeń kompleksowych badań ruchu w Warszawie w latach 1969–2005 ze szczególnym uwzględnieniem badań w latach 1993, 1998 i 2005, które zostały przeprowadzone pod kierownictwem autora. Na tej podstawie poddano krytycznej analizie cel, zakres i metodykę badań ankietowych , zakres i metody pomiarów ruchu, wiarygodność danych wejściowych o ludności i zagospodarowaniu w rejonach komunikacyjnych, w szczególności pod kątem wykorzystania w modelu ruchu.

The article describes an overview on experiences of comprehensive travel surveys in Warsaw. They were provided and guided by the author in the years 1969 - 2005 with special emphasis on surveys in the years 1993, 1998 and 2005. A critical evaluation is done on this background, according to purpose, scope and methodology of the households surveys, scope and methods of traffic counts, the veracity of the input data on population and development in the transport zones, in particular for use in the traffic model.

Dynamika zachodzących zmian krajobrazowych wokół PPN jest niepokojąca ze względu na radykalne przekształcenia nie tylko fizjonomii samych wsi, ale nieomal całej przestrzeni pomiędzy strukturami osiedleńczymi, czyli obszaru tworzącego strefę ekumeny. Zakres terytorialny i głębokość zmian historycznie wykształconego krajobrazu ewokują kwestię tożsamości obecnej, nowej tkanki zabudowy w relacji do starych układów osadniczych powstałych w wyniku długich procesów gospodarczych i historyczno-politycznych. Nowa zabudowa tworząca nową jakość krajobrazową jest w przeważającej mierze dysharmonijna, ekspansywna przestrzennie, a w wyniku rozproszenia deformująca zastane struktury i skalę przestrzenną czternastowiecznych układów osadniczych. Zasygnalizowanie w krytycznej analizie skali i zakresu zaistniałych zmian jest wstępem do szerszej dyskusji na temat przyszłości krajobrazu wokół Pienin.

The article is an attempt to make estimate of the contemporary state of the landscape values in the District Pieniny on the basis of the essential critical analysis of the contemporary planning and building development in the mountain area. There are important destruction changes of the contemporary state of the landscape values as well on the village structures. It is the special problem of the planning methods on the mountain region. The Pieniny region has the most outstanding landscape, unusual quality of the mountain nature as well the traditional excellent cultural values i.e. historical rural structures (Middle Ages, i.e. the 14th c.). This particular values decide about the destination of this region for nature protection as well cultural values and consequently for recreational purposes in the scale of the whole country.

W pracy scharakteryzowano właściwości różnych odmian węglika krzemu na tle innych materiałów półprzewodnikowych. Przedstawiono wymaganiadla warstw dielektrycznych stosowanych w przyrządach półprzewodnikowych - w szczególności struktur MIS. Dokonano krytycznej analizy warstw termicznego SiO2 oraz przedstawiono pierwsze wyniki badań innych dielektryków wytwarzanych metodami plazmowymi na podłożach z węglika krzemu.

The paper presents characterisation of different forms of silicon carbide in comparison with other semiconductors. Requirements for dielectric layers for applications in silicon carbide devices, especially in MIS structures, are also presented. A critical analysis of thermal SiO2 layers is effected and first results of investigations of other dielectric layers (AlN, Al2O3) produced by plasma method on silicon carbide substrates are presented.
