Ropa naftowa – kierunki dostaw i struktura zużycia w Polsce w latach 1999–2011

W artykule przedstawiono strukturę dostaw ropy naftowej do Polski oraz strukturę krajowego bilansu energetycznego w okresie od 1999 do 2011 roku. Zaprezentowano również wielkość krajowych złóż ropy naftowej oraz ich znaczenie dla bezpieczeństwa dostaw. Artykuł charakteryzuje także mechanizmy reagowania kryzysowego w przypadku zakłóceń dostaw ropy naftowej. Z przedstawionych analiz wynika, że ropa naftowa jest jednym z podstawowych nośników energetycznych pokrywających zapotrzebowanie na energię. W celu pokrycia krajowego zapotrzebowania na ten surowiec niezbędny jest jego import, a z uwagi na ograniczone możliwości przerobu ropy naftowej w krajowych rafineriach oraz stale wzrastające zapotrzebowanie na paliwa konieczny jest także import produktów rafinacji ropy naftowej. Obecna struktura zaopatrzenia kraju w ropę naftową i paliwa skutkuje uzależnieniem Polski od importu tego surowca w praktycznie 100%. Niemniej jednak z uwagi na możliwości dostaw ropy naftowej, a także jej rozwinięty światowy rynek nie grozi nam wstrzymanie dostaw tego surowca. Na bezpieczeństwo dostaw ropy naftowej wpływ mają również posiadane przez Polskę zapasy interwencyjne ropy naftowej i paliw płynnych. Należy także zaznaczyć, że pod względem uzależnienia od importu ropy naftowej Polska nie odbiega od innych państw Unii Europejskiej.

This article presents the structure of supplies of petroleum to Poland and structure of the national energy balance in the period between 1999 and 2011. Also presented is the size of domestic deposits of petroleum and their importance for the security of supplies. The article also describes the crisis response mechanisms in case of disruptions of supplies of petroleum. The presented analyses proves that petroleum is one of basic energy carriers satisfying the demand for energy. In order to satisfy the domestic demand for oil, its import is essential. Taking limited possibilities of the processing of petroleum into account in domestic refineries and the constantly growing demand for fuels, import is necessary, as well as the products for the refining of petroleum. The current structure of the country’s supply of crude oil and fuel results in Polish dependence on import of raw material at virtually 100%. However taking into account the possibilities of supplies of oil, as well as the developed global market of petroleum, suspending supplies of oil is not threatening us. The security of petroleum supply may also be influenced by the buffer stocks of petroleum and liquid fuels possessed by Poland. One should also emphasized that Poland does not differ from other states of the European Union in terms of being dependent on petroleum imports.

W artykule omówiono sytuację na światowym i krajowym rynku kauczuków syntetycznych (SR). Przeanalizowane sytuację w trzech grupach SR: ogólnego przeznaczenia, specjalnych i szczególnego przeznaczenia. W przeprowadzonej analizie nie uwzględniono elastomerów termoplastycznych. Dużo uwagi poświęcono rynkowi krajowemu, omawiając szczegółowo produkcję SR w Polsce, strukturę ich zużycia oraz tendencje w eksporcie i imporcie. Obecną sytuację na światowym rynku SR można uznać za dość stabilną. Widoczna jest jednak tendencja do wzrostu cen najbardziej popularnych SR. W Polsce systematycznie rośnie produkcja i zużycie SR. Niestety asortyment produkowanych w kraju SR jest niewielki. Mimo wyraźnego wzrostu eksportu SR jest on nadal mniejszy od importu.

Position of synthetic rubbers (SR) on the world market and the Polish market was discussed. The situation of three groups of SR: general purpose rubbers, special rubbers and specialty rubbers was analysed. Thermoplastic elastomers were not taken into account. Much attention was focused on the Polish market. The production of SR in Poland, structure of their consumption and trends in exports and imports were described in details. The present position of SR on the world market can be considered as quite stable. However, a tendency to increase in price of the most popular SR is also visible. In Poland the SR production and consumption are growing systematically. Unfortunately the assortment of the Polish SR is small and in spite of much increase of their exports it is still lower than imports.
