Przedmiotem artykułu jest określenie możliwości stosowania gazu ziemnego jako nośnika energetycznego, uzupełniającego wykorzystanie odnawialnych źródeł energii. Przedstawiono światowe tendencje w zakresie rozwoju niestabilnych źródeł energii odnawialnej. Omówiono rozwiązania zapewniające komplementarność gazu ziemnego z odnawialnymi źródłami energii i uwarunkowania współpracy systemów elektroenergetycznego oraz gazowego. Poddano analizie perspektywy wdrożenia komplementarnych technologii wykorzystujących gaz ziemny i OZE w Polsce w aspekcie obowiązujących, a także prawdopodobnych przyszłych regulacji prawnych.

The subject of the article is to present the possibility of using natural gas as an energy carrier supplementing the use of renewable energy sources. The world trends in the development of unstable renewable energy sources are presented. Solutions to ensure the complementarity of natural gas with renewables and conditions for the cooperation of the electricity and gas systems are discussed. An analysis was made of the prospects for the implementation of complementary technologies using natural gas and RES in Poland in terms of present and probable future legal regulations.

Dla instytucji odpowiedzialnych za poprawę efektywności logistyki cywilnej i wojskowej, sprawdzenie stopnia komplementarności systemów logistycznych w systemach gospodarczych i militarnych ma istotne znaczenie z punktu widzenia technologii podwójnego zastosowania. W artykule dokonano oceny stopnia komplementarności systemów logistycznych w gospodarce narodowej i resorcie obrony narodowej. Przedstawiono różne kryteria ich podziału oraz pokazano podobieństwa i różnice głównie w ujęciu funkcjonalnym, przedmiotowym, instytucjonalnym, strukturalnym, fazowym i decyzyjnym.

For institutions responsible for improving the efficiency of civil and military logistics, check-ing the degree of complementarity of logistic systems in economic and military systems is important from the point of view of dual-use technology. The article evaluates the degree of complementarity of logistic systems in the national economy and the Ministry of National Defense. Different criteria for their division are presented and similarities and differences are shown mainly in functional, objective, institutional, structural, phase and decision-making terms.

The aim of this paper was the assessment of spatial and temporal complementarity of wind and solar resources based on selected locations in Poland. More specifically, we asked the following questions: a) does the spatial distribution of photovoltaic systems and wind farms own the property of smoothing the energy generation curve? b) is it possible as a result of renewable energy sources distribution over several locations to decrease instances of outliers in terms of energy production? c) to what extent depending on time step exists complementarity of sun and wind energy?. Conducted calculations were based on daily measurements of wind speed and insolation for the period 1984-2004 which were acquired from Institute of Meteorology and Water Management (IMGW) and www.soda-is.com. Obtained results are encouraging since the positive impact of spatial distribution on smoothing the energy generation curve was observed. From the power system point of view an expedient correlation between available wind and solar radiation in yearly time scale exists in analyzed locations.

Celem przeprowadzonych badań było zbadanie czasowej oraz przestrzennej komplementarności energii promieniowania słonecznego oraz wiatru w wybranych lokalizacjach na terenie Polski. W pracy podjęto się odpowiedzi na następujące pytania: a) czy dystrybucja przestrzenna instalacji fotowoltaicznych oraz parków wiatrowych prowadzi do wygładzenia krzywej uzysku energii elektrycznej? b) czy jest możliwym by na skutek rozmieszczenia źródeł energii na kilka lokalizacji zminimalizować występowanie skrajnych wartości uzyskiwanego wolumenu energii c) w zależności od kroku czasowego, jak kształtuje się komplementarność zasobów wiatru oraz energii promieniowania słonecznego. Przeprowadzone analizy operały się na szeregach czasowych średniej dobowej prędkości wiatru oraz sumie nasłonecznienia, które obejmowały lata 1984-2004 i zostały pozyskane z Instytutu Meteorologii i Gospodarki Wodnej – Państwowy Instytut Badawczy oraz platformy www.soda-is.com. Uzyskane wyniki są zachęcające, ponieważ wykazano istnienie pozytywnego wpływu dystrybucji przestrzennej na wygładzenie krzywej uzysku energii. Co więcej zaobserwowano istnienie silnej ujemnej korelacji pomiędzy zasobami energii wiatru i promieniowania słonecznego w ujęciu rocznym.

W opracowaniu przedstawiono problem komplementarności potencjału logistycznego morskich portów handlowych w stosunku do narodowej logistyki sił morskich w zabezpieczeniu brzegowym oraz podczas działań RSOM w operacjach NATO. Na podstawie dokumentów normalizacyjnych NATO dokonano kompleksowego zestawienia wymagań sojuszniczych dotyczących zabezpieczenia logistycznego komponentu morskiego oraz działań RSOM przez brzegowe instalacje logistyczne. Zidentyfikowano potencjał logistyczny morskich portów handlowych, a następnie w oparciu o sojusznicze wymagania w zakresie zabezpieczenia logistycznego określono zakres komplementarności instalacji cywilnych w stosunku do instalacji wojskowych. Dokonano oceny komplementarności potencjału logistycznego Polskich Portów Morskich w przedmiotowym zakresie na podstawie danych zawartych w branżowych periodykach i w literaturze przedmiotu.

The problem of the complementarity of commercial sea port logistic capabilities to the national naval logistics capabilities in ashore support and RSOM during the operations led by NATO has been arised in the paper. On the base of the NATO documents the allied logistic requirements related to Maritime Component support and RSOM execution process have been identified. The logistic capabilities of the commercial sea port have been reflected and range of the sea port logistics complementarity to ashore naval logistic installations has been defined. The assessment of the sea port logistic capabilities complementarity has been made on the base of the branch periodic and professional literature.

Szybkie tempo rozwoju transportu lotniczego Polsce wymusza podjęcie działań umożliwiających pełne współdziałanie tego transportu z istniejącymi systemami transportu naziemnego – drogowym i kolejowym. Zapewnienie rozwiniętej infrastruktury komunikacyjnej w przestrzeni około lotniskowej, stworzenie płynnej dostępności do portów lotniczych wpłynie na zwiększone korzystanie z transportu lotniczego. Tym samym nastąpi zmniejszenie strumieni pasażerów i ładunków przemieszczanych transportem naziemnym. Współdziałające, uzupełniające się systemy transportowe będą miały wpływ na wzrost konkurencyjności, umożliwią rozdział pasażerów i ładunków w zależności od potrzeb klienta i wymaganych warunków transportu.

The rapid development of the air transport in Poland results in the necessity of taking some action in order to make this transport fully cooperative with the road and rail transport systems. The advanced transport infrastructure around the airports and an easier access to them will influence a greater usage of the air transport. In consequence a fewer number of passengers and cargo will be carried by the road and rail transport. Cooperative and complementary transport systems will also results in improving the competitiveness. It will make possible to divide passengers and cargoes depending on the passengers’ needs and the cargo transport requirements.

Integration of spendings on the agricultural sector in the national budget and the budgets of voivodes in Poland in the long term (2000-2013)

The purpose of this article is to identify the areas of integration spendings on the agricultural sector in the national budget and the budgets of voivodes in the years 2000-2013, with an indication of the processes of their complementarity and substitutability. There was analyzed the expenditures of national and the EU budget flowing to the agricultural sector in Poland, showing their significant increase after the Polish integration with the EU. Was noticeable, however, that increasing spendings on the agricultural sector from the national budget could be „enforced” by increasing funding from the EU. This indicates the integrity understood as complementary to each other. Then shown the complementarity and substitutability spendings on the agricultural sector in the central agricultural budgets and the budgets of voivodes with regard to the financing of projects involving EU funds, noting ongoing trends.

Celem artykułu było wskazanie na obszary integracji wydatków na sektor rolny w budżecie centralnym i w budżetach wojewodów w latach 2000-2013, ze wskazaniem na zachodzące procesy ich komplementarności i substytucyjności. Przeanalizowano wydatki z krajowego oraz unijnego budżetu płynące do sektora rolnego w Polsce, wykazując na ich istotne zwiększenie po integracji Polski z UE. Zauważalne było jednocześnie, że rosnące wydatki na sektor rolny z budżetu krajowego mogły być „wymuszane” przez rosnące środki z UE. Wskazuje to na ich integralność rozumianą jako komplementarność wobec siebie. Następnie ukazano komplementarności i substytucyjności wydatków na sektor rolny w centralnych budżetach rolnych i budżetach wojewodów z uwzględnieniem finansowania projektów z udziałem środków europejskich, zaznaczając utrwalające się tendencje.

The double stranded structure of DNA molecules is investigated in an abstract setting. Only the general structure of bilinear strings is taken into account regardless of specific physical and biochemical aspects of DNA molecules. In this context, the principles which DNA processes are based on are formulated in an abstract form. Surprisingly enough, some intrinsic features of DNA molecules turn out to be implied by these general principles.

In this paper, we study indiscernibility relations and complementarity relations in information systems. The first-order characterization of indiscernibility and complementarity is obtained through a duality result between information systems and certain structures of relational type characterized by first-order conditions. The modal analysis of indiscernibility and complementarity is performed through a modal logic which modalities correspond to indiscernibility relations and complementarity relations in information systems.
